PRAYERS.

Earl of Manchester's Association.

THE House being informed, That divers Gentlemen of the Earl of Manchester's Association were at the Door, desirous to prefer a Petition;

They were called in; and did prefer a Petition, and some Propositions.

The Gentlemen being withdrawn;

The Petition and Propositions were read.

State of the Forces.

Resolved, &c. That it be referred to the Committee of both Kingdoms, to consider of the State and Condition of all the Armies and Forces under the Command of the Parliament; and to put them into such a Posture as may make them most useful and advantageous to the Kingdom.

Earl of Manchester's Association.

Ordered, That the Petition and Propositions this Day presented by divers Gentlemen of the Earl of Manchester's Association, be referred to the Committee for Excise, where Mr. John Goodwyn is appointed to the Chair; and to the Committee for the Earl of Manchester's Association; joined, as to this Business: And are to meet Tomorrow, at Two of the Clock, in the Exchequer Chamber.

Church Government.

The House being informed, That divers Divines of the Assembly were at the Door;

They were called in: And Doctor Burgesse and Mr. Marshall did present Two Papers from the Assembly; one concerning the Reasons delivered in by some Dissenting Brethren of the said Assembly, touching the Point of Church Government; and another touching a Point of Conscience in the Case of Mr. Robinson.

Resolved, &c. That the House doth leave it to the Assembly, to bring in, at their own time, the Reasons delivered in by the Dissenting Brethren, touching Church Government, together with the Solutions; not doubting but they will use all convenient Speed and Diligence in the Bringing of them in: And do desire that they will, in the mean time, send in the Directory for Worship; and such other Parts as they have in Readiness to be presented to the House.

Ordered, That the Case of Conscience concerning Mr. Robinson declining to be made a Presbyter, after he had once offered to be made a Presbyter, according to the Ordination, be referred to the Committee of plundered Ministers.

And Mr. Selden, Mr. Richard Browne, Mr. Sam. Browne, Sir Ben. Rudyard, Mr. Blakiston, Sir Tho. Widdrington, Mr. Reynolds, Mr. Lisle, Mr. Tate, Mr. Buller, Sir Robert Pye, Sir Dudley North, Sir John Coke, Mr. Salloway, Mr. Hallowes, Sir Tho. Dacres, Mr. Nicholas, are added to the Committee for plundered Ministers.

The Divines were called in again; and Mr. Speaker acquainted them, That the House leaves it to them to bring in the Reasons of the Dissenting Brethren, touching Church Government, at their own Time; not doubting but they will use all convenient Speed: And, as to the Case of Conscience concerning Mr. Robinson, they have referred it to the Consideration of a Committee.

Money for Army.

Resolved, &c. That Five thousand Pounds shall be raised and provided out of the Monies that come in upon the Excise, for Payment of the Armies; and be disposed of according as the Committee of both Kingdoms shall direct.

Mr. Nicoll, Mr. Long, Mr. Wheeler, and Mr. Prideaux, are appointed to confer with the Commissioners of Excise in this Business; and to press them therein.

Resolved, &c. That One hundred Pounds be forthwith provided and paid out of the Five thousand Pounds this Day ordered to be paid out of the Excise, to the Treasurer at Wars; to be by him paid to my Lord General's Scout Master General, for providing of Horses and Messengers.

General Dalbeer.

Ordered, That the Report concerning Quarter Master General Dalbeer be made To-morrow Morning.

Scotts Army.

Resolved, &c. That it be referred to the Committee of both Kingdoms, to consider of bringing up the Scotts Army Southward, for the most Advantage of the Kingdom.

The Lords Concurrence to be desired herein.

And Sir Wm. Allenson is appointed to carry it up.

Newcastle Customs.

Resolved, &c. That this House doth approve of the Demand made by the Committee and Commissioners of Parliament, residing in the Scotts Army, touching the Customs of Newcastle, expressed in their Paper of the Fourth of November, delivered to the Committee of the States of Scotland.

Resolved, &c. That the Commissioners of the Customs do settle the Collection of the Customs in Newcastle in such manner as they may be received, for the Use of the Navy.

Delinquents.

Ordered, That the Commissioners and Committee of Parliament residing in Newcastle, do forthwith send up in safe Custody, these Delinquents following; videlicet, Sir Thomas Liddell Baronet, Sir Nicholas Cole Knight and Baronet, Sir Thomas Riddell, Sir Alexander Davison, Sir Francis Bowes, Sir George Baker, Sir Francis Liddell, Mr. Ralph Coale, Mr. Ralph Cock, James Coale Sheriff, Major Ralph Bowes, Doctor * Ambros, Mr. Yeldred Alncy, Doctor George Wisheard, Captain George Cock, Captain Cuthbert Carre, Captain Edward Scott, Captain Thomas Blenkeship, Captain Metcalf Rippon, Captain Henry Marley, Captain John Marley, Wm. Marley, Henry Rowcastle, Wm. Robson, Sir Thomas Riddell junior, Sir Wm. Riddell, Captain Thomas Sharper, Captain Thomas Pawle.

Ordered, That Mr. Blakiston do send down this Order, and List of the Persons that are sent for, to the Commissioners of both Houses of Parliament, and to the Committee of Newcastle, residing there; to take care for sending up the said Prisoners: And he is also ordered to send down the Vote of both Houses for Trial of Sir John Marley, late Mayor of Newcastle.

Newcastle.

Ordered, That it be referred to the Northern Committee, where Sir Thomas Widdrington has the Chair, to consider of the Civil Government of the Town of Newcastle, how a Mayor and Aldermen may be there settled; and to present speedily what they think fit to be done for settling the Government of that Town; and to consider of the Letters and Papers from Newcastle.

Kent Petition, &c.

Ordered, That the Grand Committee of the House do meet To-morrow, at Eight of the Clock, to take into Consideration the Kentish Petition, and Propositions.
