Die Mercurii, 27 Junii, 1649.

Prayers.

Papists Compositions.

MR. Salwey, reports from the Committee at Goldsmiths Hall, the Opinion of that Committee, for enlarging the Time for Persons to come in to compound; and touching Composition with Papists.

Ordered, That all the several and respective Days limited in the former late Act, or Orders, concerning Compositions with Delinquents at Goldsmiths Hall, with the several Qualifications, as well for the Continuance of the Rents in Tenants Hands, as otherwise, be prolonged until the First of August next, and no longer.

Letters read.

Lieutenant General Cromwell reports from the Council of State, Two Letters; the one from Colonel Popham, from aboard the St. Andrew, Dublin Bay of the Threeand-twentieth of June 1649; and the other from Colonel Jones to Mr. George Aiscue, from Dublyn, of the Twentieth of June 1649.

Which were both this Day read.

Excise, &c.

Sir Henry Vane junior reports from the Council of State, That some Course be taken, that the Monies come in upon the Excise, and Goldsmiths Hall, may be of present Use to serve the Exigencies and Necessities of the Commonwealth.

Ordered, That the Treasurers at Goldsmiths Hall be required forthwith to give an Account to Mr. Salwey junior, Mr. Allen and Mr. Bond, or any Two of them, what Monies have come in to that Treasury since the Debts, formerly thereon charged, have been transferred from that Treasury; and how the same have been disposed of: And that Mr. Salwey, Mr. Allen, and Mr. Bond, or any Two of them, do presently repair to the Treasurers at Goldsmiths Hall, to that Purpose; and make Report thereof to this House To-morrow Morning.

Resolved, &c. That the Debate concerning the Four hundred thousand Pounds, charged on the Excise, be now resumed.

Ordered, That Mr. Reynolds, Major Salwey, Sir Henry Vane junior, Mr. Scot, and Mr. John Corbett, or any Three of them, do forthwith withdraw; and prepare an Ordinance upon the Debate now had in the House, touching the Four hundred thousand Pounds charged on the Excise; and report the same forthwith.

Bishops Lands.

Ordered, That, Mr. John Corbett, or Mr. Allen, do bring in an Account of the Names of such Persons as are behind with the First and Second Payment, for their Purchase of Bishops Lands, To-morrow Morning, the first Business.

Deans and Chapters Lands.

Ordered, That the Order made 25 Junii 1649, be vacated as to Mr. Harvey doubling Three hundred Pounds on Deans and Chapters Lands, he being already satisfied the said Sum.

Commissioners of Assessment.

Ordered, That Thomas Hughes, John Parry, Henry Baker, Roger Williams, James Prichard, Roger Oates, Esquires, be added to the Commissioners for Assessment of the Ninety thousand Pounds per mensem, for the County of Monmouth: And that Charles Waldbiefs, Thomas Lewis, Edward William, Meredith Lewis, Roger Games, Thomas Bowen, Esquires, be added to the Committee for Assessment of the Ninety thousand Pounds per mensem, in the County of Brecon.

Brecon Writ.

Ordered, That a Warrant do issue forth, under Mr. Speaker's Hand, to the Clerk of the Crown in Chancery, to issue forth a Writ for Election of a Knight of the Shire to serve in this present Parliament for the County of Brecon, in the room and place of Mr. Wm. Morgan, deceased.

Militia Commissioners.

Resolved, &c. That the Name of Michael Sanson and Edward Ansley, Commissioners for the Militia for the Hamlets, being mistaken, and written Michael Sansome and Edward Ausby, in the Act for the Militia for the Hamlets; and the Christian Name of Samuel Maning is omitted in the said Act, be amended and rectified accordingly: And that the said several Persons be of the said Militia, to all Intents, as if they had been right written in the said Act.

N. Wales Delinquents.

Ordered, That it be referred to the Committee of the Army, to bring in an Act for permitting the Delinquents in North Wales to compound as the Delinquents in South Wales were permitted; and to bring in the like Act for Anglicey: And that the Committee for the Act for Anglicey be joined with the Committee of the Army, as to this Purpose.

Army.

Ordered, That this House doth approve of what the General hath done, in allowing of Two Shillings and Sixpence per Week to each Soldier, and Non-commission Officer of Foot, and the Train of Artillery, and Three Shillings and Eight-pence the Week to the Horse, over and above the established Pay, in Consideration of Billet Money, during such time as they should quarter within the City of London and Westminster, and the Liberties of the same.

And it is Ordered, That the said Committee do take Accompt of the Officers; and make Payment thereof accordingly: And that the General's Hand to their Accompts shall be a sufficient Warrant to the Committee of the Army, to pay the same accordingly.

Ordered, That Colonel Harrison do report the Act for the securing the Soldiers Arrears, To-morrow Morning, the first Business.

Relief of Bryan.

Ordered, That the Sum of Five Pounds be forthwith paid to Mrs. Philippa Bryan, Relict of Mr. Henry Bryan, Minister of Horwood in the County of Devon, out of the Box Money, for her present Relief: And that the Serjeant at Arms attending this House do forthwith pay the same out of the Box Monies in his Hands, or out of such Monies as he shall collect, in case he have not sufficient in his Hands: Which he is to collect accordingly.

Business to be done.

Mr. Weaver reports the Opinion of the Committee, concerning what Matters are fitting to receive Dispatch before the adjourning of the Parliament, in hæc verba; viz.

The humble Opinion of the Committee, made 25 Junii 1649, concerning what Matters are fitting to receive Dispatch before the Adjournment of the Parliament.

1. The Act for taking the Accompts of the Kingdom in Colonel Fleetwood's Hands: 2. The Act for Advancement in Trade, in the Reporter's Hands: 3. The Act for Relief of poor Prisoners for Debt, in Mr. Marten's Hands: 4. The Act for securing the Arrears of the Soldiery, out of Crown Lands; and for present Sale thereof, for that End: That an Act be prepared, and passed, for punishing revolting Seamen and Mariners; and for authorizing the Judges of the Admiralty, and others, for that Purpose: An Act, to be prepared and passed, for Relief of Tenants oppressed by malignant Landlords, for their Affections and Adhering to the Parliament: An Act for preventing and punishing the printing, contriving, and publishing scandalous and seditious Pamphlets, and Regulation of the Press: That the Bill be passed for settling a Militia throughout the Kingdom; and that the several Members be injoined, in the Recess of Parliament, to improve their best Endeavours, with the Commissioners to be named in the Act, for settling the same in good Hands, in their respective Counties; and to give an Account thereof, at their next Meeting of Parliament; to the end, if just Exceptions may be taken either to Commissioners, or Persons armed, they may be removed: That the Attorney General be required to prepare and bring in, on Friday next, a general Pardon, containing as large and beneficial Clauses and Concessions as have been at any time usually formerly granted by Parliament; with a Declaration of the Nullity thereof, to all such as shall in future disturb the Peace of this Commonwealth, by adhering to the Enemies thereof, by seditious Practices, or by occasioning a new War; and with due Restrictions and Exceptions of such Persons as are not yet thought fit to be received into Grace and Favour: That an Act be prepared by the Committee of the Army, for continuing the monthly Assessments for Three Months, from September Twenty-fifth next, and the Excise for Months; And, in the Recess of Parliament, That the Council of State do consider the best way for Improvement of the Excise and Customs, for Support of the Army and Navy, that so Assessments may be taken off, or at least lessened.

Relief of Tenants.

Ordered, That it be referred to that Committee, to bring in Instructions to impower Committees and Commissioners in the respective Counties, to relieve Tenants against Oppressions of Landlords, for their Adhering to the Parliament; and present the same to this House: And that Mr. Wastall and Sir James Harrington be added to that Committee: And that Mr. Wastall do take care of it.

Militia.

Ordered, That the Act for the Militia of the whole Commonwealth be brought in To-morrow Morning.

Exchequer.

Ordered, That the Report concerning the Exchequer be made on Saturday next.

General Pardon.

Ordered, That Mr. Attorney General do bring in a general Pardon, as large as may be, for the Benefit of the State and People, on Friday Morning next.

Ministers.

Ordered, That Mr. Salway do bring in the Declaration touching Ministers, on Monday next.

Excise.

Mr. John Corbett reports an Act touching the Four hundred Thousand Pounds charged on the Excise.
