Prayers.

Lincolne poor Freemen.

THE humble Petition of divers poor, aged, impotent, and decayed, Freemen of the City of Lincolne, was this Day read.

Whereas the Founder of Sutton's Hospital, being possessed of a Lease for Term of Years, then in being, of the Rectory of Glentum in the County of Lincolne, then belonging to, or Parcel of the Possessions of the late Dean and Chapter of Lyncolne, did grant and appoint the same Lease, and the Benefit thereof, to the Mayor and Corporation of the City of Lincolne, for and to the Use of Twenty poor Men, Freemen of the said City, to be nominated by the Mayor and Aldermen of the said City, from time to time, who were to receive Twelvepence per Week, weekly, out of the same; which Lease now is expired, or is near Expiration: It is Ordered, by the Commons assembled in Parliament, That the Trustees for Sale of the Lands of the late Dean and Chapter be, and are hereby authorized and required to renew the said former Lease; or, in case the same be expired, to grant a new Lease of the said Rectory, for the Term of One-and-forty Years, unto the said Mayor and Corporation of Lyncolne, unto the Use and Uses directed and appointed by the said Founder; reserving upon the said Lease, so to be renewed or granted, the former and ancient Rent reserved, with usual Clauses, Covenants, and Conditions.

Relief of Debtors.

An Act for discharging poor Prisoners, unable to satisfy their Creditors, was this Day read the Third time: And some Amendments made at the Table.

A Proviso was tendered, That this Act extend not to any other Person or Persons than such as are now in Prison; nor unto any Person or Persons in Prison for any Cause save for Debt; nor to any Persons who have been in Arms, or adhered to the Forces raised against the Parliament: Which was this Day read the First and Second time.

And the Question being put, That the last Clause in the said Proviso; viz. "nor to any Persons who have been in Arms against the Parliament, &c." do stand;

The House was divided.

The Yeas went forth.

Colonel Thompson being in the House when the Question was put; and being withdrawn; was called in; and required to declare his Vote;

Declared his Vote with the Yeas.

So it passed with the Affirmative.

And the whole Proviso, being put to the Question, was assented unto.

And the Bill, so amended with the Proviso, was, upon the Question, passed; and ordered to be printed and published.

Thorneton's Accompts.

The humble Petition of Captain Henry Thorneton, late Captain in the Parliament's Service, and now close Prisoner in the Fleet, was this Day read.

Ordered, That the said Petition be referred to the Committee at Haberdashers Hall: With Power, if they find Cause, to refer it to the Commissioners at Worcester House, to state the Petitioner's Accompts: And that the said Committee do state the Case; and report it to the House.

Prisoners at Sea.

Sir Henry Myldmay reports from the Council of State, the Act touching Prisoners taken at Sea.

Which was this Day read the First and Second time; and, upon the Question, committed to the Committee of the Navy.

Mr. Attorney General, Mr. Marten, Lord Commissioner Lysle, Sir Henry Myldmay, Mr. Stephens, Mr. Challenor, Mr. Toll, Mr. Robinson, Colonel Thompson, Colonel Venn, Colonel Purefoy, Mr. Whittacre, Colonel Hutchinson, Mr. Reynolds, Mr. Edwards, Colonel Bosvile, Mr. James Challenor, Colonel Rich, Mr. Rawley, Mr. Leman, Mr. Garland, are added to that Committee, for this Purpose: And all that come to this Committee, for this Purpose, to have Voices: And the Committee are to meet at the same Place where the Committee of the Navy do sit, To-morrow at Two of the Clock in the Afternoon; and so de die in diem; and report it speedily to the House.

Ordered, That Colonel Hutchinson do report from the Committee of the Navy, the Business touching Sir Allen Apsley, and the Tenants of Cletheroe, on Thursday Morning; and nothing to intervene.

Ordered, That Mr. Attorney do report the Business of Sir John Mounson, upon Articles, on Friday next.

Ordered, That Mr. John Goodwyn do make Report of the Business of the Earl of Thomond on Friday next, the first Business.

Hereford Committee.

Ordered, That John Scudamore, of Kynechurch, Esquire, Bridstock Harford Doctor in Physick, John James Esquire, John Patesalke Esquire, Richard Nicholetts Esquire, John Herring Esquire, and John Flackett senior, Esquire, be added to the Committee of the County of Hereford for Sequestrations.

Hat Trade.

The Act for Relief of Feltmakers and Hatbandmakers against Aliens and Strangers importing such Wares, to the Hindrance of the Manufactures, was this Day read the Third time.
