Prayers.

Refusal to pay Fees.

ORDERED, That the Five Sylvesters, namely * * * * *, and such other Persons that were in the Bill for Naturalizing, that had not paid their Fees, and were, by Order of this House to attend Mr. Speaker, to give Satisfaction therein, but refuse so to do, although they have been summoned, shall, upon Summons, attend this House; to answer their refusal, and Contempt of the Order of this House; and the Matter objected against them, for not paying their due Fees.

Bengworth Bridge.

Ordered, That these Members following be added to the Committee to which the Bill for Repair of Bengworth Bridge was committed; viz. Sir Edm. Peirse, Sir John Brampston, Sir Sol. Swale, Colonel Robinson, Mr. John Trelawney, Mr. Sam. Trelawney, Sir Lanc. Lake, Colonel John Robinson, Mr. Greenvill, Mr. Crouch, Mr. Taylor, Mr. Jay, Sir John Marley, Sir Hum. Winch, Sir Phil. Howard: And the Committee is revived; and do sit this Afternoon at Two of the Clock, in the Exchequer Chamber.

Coppleston's Estate.

A Bill to confirm a Sale of Lands, made by John Coppleston Esquire to John Mayne, was this Day read the Second time.

Resolved, That the said Bill be committed to Sir Robert Brooke, Sir Tho. Allen, Sir Wm. Doyley, Mr. Hungerford, Mr. Clifford, Sir John Rouse, Sir Rich. Onslow, Mr. Knight, Mr. Reames, Mr. Jones, Sir Lanc. Lake, Sir Bain. Throckmorton, Mr. John Pawlett, Colonel Edm. Windham, Mr. Cornwallis, Sir Solomon Swale, Sir Rich. Braham, Sir Edm. Pooley, Sir Tho. Stewkley, Sir John Coriton, Mr. Pryn, Sir Anth. Irby, Mr. Vaughan, Mr. Marvell, Sir Fra. Vincent, Mr. Sandis, Sir Rich. Everard, Mr. Onslow, Sir Hen. Bushell's Estate.

An ingrossed Bill, sent from the Lords, for confirming an Agreement between Thomas Bushell Esquire, and the Miners of Row Pitts in Somersetshire, was this Day read the First time.

Ordered, That this Bill be read the Second time on Saturday next.

Childstealing.

A Bill against stealing of Children and Servants, and carrying them beyond the Seas, was this Day read the Second time.

Resolved, That the said Bill be committed to Mr. Knight, Mr. Jones, Sir Lanc. Lake, Sir Solomon Swale, Sir Bain. Throckmorton, Sir John Robinson, Sir Tho. Stewkley, Sir Robert Howard, Mr. Pryn, Dr. Birkinhead, Alderman Fowke, Sir Cha. Harbord, Mr. Finch, Sir Anth. Irby, Sir John Marley, Sir Hen. Puckering alias Newton, Sir Tho. Allen, Sir Wm. Doyley, Sir John Newton, Sir Allen Brodrick: And all the Members of this House, that come to the Committee, are to have Voices thereat: And they are to meet To-morrow in the Afternoon, at Two of the Clock, in the Speaker's Chamber: And to send for Persons, Papers, and Records.

Clothiers Petition.

A Petition of the Clothiers, and other Inhabitants of several Counties, was this Day read.

Ordered, That the said Petition be referred to the same Committee to which the Bill against importing Wool and Wool-fells was committed; to take the same into Consideration; and receive such Proposals as they shall find proper.

Leather Trade.

Sir Richard Everard reports from the Committee to which the Bill against exporting Leather, and regulating Abuses in tanning and dressing Leather, was committed, several Amendments to the said Bill: Which he read, with the Coherence, in his Place; and after, delivered the same in at the Clerk's Table.

And the said Amendments being twice read;

Resolved, That these Words, "and Sheep-skins dressed without the Wool," be added, after the Word "Calve-skins," on one of the Amendments; and the Words "Sheep-skins as," in the last of the Amendments, after the Word "Calve-skins."

Which was done accordingly.

Resolved, That the said Bill, with the Amendments so altered and agreed to, be ingrossed.

Hitcham's Charities.

Mr. Crouch reports, from the Committee to which the Bill for settling the charitable Uses of Sir Robert Hitcham was committee, several Amendments to the said Bill: Which he read, with the Coherence, in his Place; and after, delivered the same in at the Clerk's Table.

And the Amendments being read the First time; and some of them, until the Amendment in the Twentieth Line of the Fifteenth Sheet, being read the Second time; were upon the Question, severally agreed to.

The Question being put, To agree to the Amendment in the Twentieth Line of the Fifteenth Sheet;

It passed in the Negative.

The rest of the Amendments following, until the Amendment in the Twenty-sixth Line of the Eighteenth Folio, were, upon the Second Reading, upon the Question, severally agreed to.

Which Amendment was to the same Purpose with the former which was disagreed to.

And the Question being again put, To agree to the said Amendment;

It passed in the Negative.

The subsequent and last Amendment was, upon the Second Reading, upon the Question, agreed to.

Resolved, That the said Bill, with the Amendments agreed to, be ingrossed.

Relief of Loyalists.

The House then proceeded to the reading the Commissioners Names, to be inserted into the Bill for distributing the Sixty thousand Pounds amongst the suffering Cavaliers; and Rating of Offices for their further Supply.

And the same being twice read; and agreed to;

Resolved, That the Bill, with the Amendments, Additions, Provisoes, and Commissioners Names, agreed to, be ingrossed.

Lords desire a Conference.

A Message from the Lords, by Sir Moundeford Brampston and Sir Nathaniell Hobart;

Mr. Speaker, The Lords desire a present Conference with this House, upon the Bill for Uniformity, in the Painted Chamber.

The Messengers being withdrawn;

Resolved, That this House doth agree to a present Conference: And that Serjeant Keeling, Serjeant Charlton, Sir Robert Howard, Sir Robert Atkins, Sir Tho. Meres, and Dr. Birkinhead, do make Report from the Conference.

The Messengers being called in; Mr. Speaker does acquaint them, That the House had agreed to a present Conference.

Bedford Level.

Ordered, That the Amendments and Additions to the Bill touching Bedford Level be proceeded in on Saturday Morning.

Lords desire a Conference.

Another Message from the Lords, by Sir Moundeford Brampston and Sir Nathaniell Hobart;

Mr. Speaker, The Lords desire a present free Conference with this House, in the Painted Chamber, upon the subject Matter of the last Conference, concerning the Amendments to the Bill for repairing and cleansing the Streets and Highways in London and Westminster, and Parts adjacent; and do also desire, that this House would expedite the Bill concerning the Level of the Fens, called Lindsey Level, with what Speed you can.

And the Messengers being withdrawn;

Resolved, That this House doth agree to a present free Conference to be had with the Lords: And Serjeant Charlton, Sir Robert Howard, Sir John Duncombe, Sir Robert Atkins, Mr. Birch, Sir Tho. Littleton, Mr. Hen. Coventry, Lord George, Dr. Birkinhead, Sir Allen Brodrick, Mr. Pryn, Serjeant Keeling, Mr. Mountague, and Mr. Vaughan, are to manage the said Conference.

Conference with Lords.

Serjeant Keeling reports, from the Conference had with the Lords, upon the Bill for Uniformity, That the Reason of the Delay of the said Bill was, that the Book of Common Prayer had, by reference from his Majesty, been under the Consideration of the Convocation: Who had made some Alterations and Additions thereunto: And that the Lords had perused the same; as also the Bill, sent from this House; and had returned the same, together with the Book of Common Prayer, as the same is amended, and, by them, agreed to, and some Amendments and Provisoes to the Bill: To which they desired the Concurrence of this House: And delivered the same in at the Clerk's Table.

Resolved, upon the Question, That this House will enter upon the Consideration and Debate of this Matter To-morrow Morning.

Committees added.

Ordered, That the Lord Richardson, Colonel Robinson, Mr. Newport, Mr. Vaughan, Dr. Ryshton, and Mr. Swinfen, be added to the Committee to whom the Bill concerning Cuthbert Morley was committed.

London, &c. Streets.

Sir Robert Howard reports, from the Conference had with the Lords, upon the Amendments to the Bill for repairing and cleansing the Streets and Highways in London and Westminster, and Parts adjacent, That the Lords had concurred with this House in all Things, save only as to the rejecting the Proviso tendered to be added to the Bill, as to the exempting of Exeter House; which they desired may be made Part of the Bill.

The Question being put, To adhere to the Bill, without admitting the said Proviso;

It was resolved in the Affirmative.

Ordered, That a Conference be desired, on Monday Morning, to be had with the Lords, upon the Subject Matter of the last Conference, in relation to the Proviso concerning Exeter House.

Lindsey Level.

Resolved, That the Committee to which the Bill concerning Lindsey Level was committed, do sit de die in diem, if they find Cause, till they have finished their Report concerning That Matter.

Resolved, upon the Question, That the Interest of Sir Charles Hussey, a Member of this House, in the Level of the Fens called Lindsey Level, shall be heard at the Bar of this House.

The Question being put, That the Matter, as to the Interest and Title of Sir Charles Hussey, a Member of this . . . . ., to the Level of the Fens called Lindsey Level, shall be heard at the Bar of this House, upon Thursday next;

The House was divided.

And so it was resolved in the Affirmative.

Ordered, That all Parties concerned shall have notice, that they may attend, and be heard, at the Time before appointed for the Hearing of Sir Charles Hussey's Title, at the Bar of this House.

Privilege.

Upon Information to this House, That these Persons hereafter mentioned; viz. John Awood senior, Richard Sanders junior, John Pardo junior, John Hall, John Randell, Phil. Portman, John Amphlet, and Samuel Hamby, by colour of being Constables, Churchwardens, or Overseers for the Poor of the Parish of * in the County of Worcester, had, upon the Pretence of some Money due from Colonel Samuell Sandys, a Member of this House, to the Poor; and had distrained the Cattle of the said Colonel Sandys; and caused them to be sold, in Breach of the Privilege of this House.

Resolved, upon the Question, That the Serjeant at Arms, attending this House, or his Deputy, do apprehend, and take into his Custody, the said John Awood senior, Richard Saunder junior, John Pardo junior, John Hall, John Randell, Phillip Portman, John Amphlet, and Samuel Hamby, to answer their Misdemeanors, and Breach of Privilege, in distraining and selling the Cattle of the said Colonel Sandys, although they knew him to be a Member of this House.
