ORDERED, That the Name of Richard Minors, an Infant, be inserted into the Bill of Naturalization.
Preachers thanked.
Dr. Outrim, the Rector of St. Margarett's, Westminster, and Mr. Craddock, Chaplain to the Society of Graye's Inne; having, according to the Desire of the House, preached before them Yesterday at St. Margarett's; and having discharged the same with much Learning, and very pious and good Instructions;
Resolved, That the Thanks of this House be returned to Dr. Outrim and Mr. Craddock, for the Sermons by them preached Yesterday before this House: And Sir Anthony Irby, and Sir William Doyley, are desired to return the Thanks of this House to Dr. Outrim, and Sir Clifford Clifton to Mr. Craddock.
Assessment Commissioners.
Ordered, That John Prayter be added to the List of Commissioners Names for the County of Suffolke.
Ordered, That Captain John Ellesden be added a Commissioner for the County of Somersett.
Ordered, That Bridges Nansan Esquire be added a Commissioner for the County of Worcester.
Ordered, That Richard Cole Esquire be added a Commissioner for the County of Salop.
The House then proceeded in the further Consideration of the Provisoes offered to the Bill for his Majesty's Supply.
A Proviso was tendered, for the better Collecting and Recovering of such Rates as shall be assessed on Lands which shall happen to be unoccupied, or where no Distress can be found, was twice read: But the same being not large enough to comprehend Houses, and other Matters; Upon Debate therefore,
Ordered, That Sir Thomas Higgons, Mr. Vaughar, Colonel Sandys, Mr. Milward, Sir Anth. Irby, Mr. York, and Mr. Pryn, do withdraw, and amend the Proviso, according to the Debate in the House.
A Proviso, on the Behalf of the Clergy, for Discharging of such Estates as shall be now assessed, belonging to the Clergy, of the Two last Subsidies formerly by them given, was twice read.
Resolved, &c. That the Proviso be agreed to, and made Part of the Bill.
A Proviso, for . . Penalty of One hundred Pounds to be inflicted on such as shall appoint any Collector for any Two of . . later Quarters, that shall not first produce a Discharge, under the Hand and Seal of the Receiver General, for the Discharge of the Two first Quarters, was twice read.
The Question being put, That the said Proviso be agreed to;
It passed in the Negative.
Another Proviso, on the Behalf of the Cinque Ports, was tendered; and once read.
The Question being put, That the Proviso be read the Second time;
It passed in the Negative.
Another Proviso, for an Oath to be taken by Commissioners and Assessors, was tendered; and twice read.
The Question being put, That the Proviso be read the Second time;
It passed in the Negative.
A Proviso was tendered, for saving the ancient Rights of the Peers, Clergy, and Commons, in being rated by way of Subsidy; and that the Aid granted by the Act, nor the Manner of Raising of it, should be drawn into Precedent to their Prejudice.
Which Proviso being twice read; and debated;
The Question being put, That this Proviso be made Part of the Bill.
It passed in the Negative.
A Proviso, for Acquittances to be given to the Sub Collectors by the Head Collector, and to the Head Collector by the Treasurer, was twice read.
Resolved, That the Proviso be agreed to, and made Part of the Bill.
Sir Thomas Higgons reports from the Committee appointed to withdraw, and amend the Proviso in relation to Lands not occupied, That the Committee had withdrawn, and agreed upon Three several Provisoes in relation to Lands and House not occupied, and to Tythes, Tolls and Woods.
The First Proviso was twice read.
Ordered, That these Words, "or any claiming any Estate, Interest, or Profit, under him," be added to the Proviso.
Which was done.
Resolved, &c. That the Proviso, so amended, be agreed to.
The Second Proviso was twice read.
Ordered, That these Words, "at seasonable Times of the Year," be inserted in the Proviso.
Which was done.
Ordered, That these Words, "returning the Overplus, if any be," be inserted in the Proviso.

Resolved, That the Proviso, so amended, be agreed to, and made Part of the Bill.
The Third Proviso was twice read.
Ordered, That the Blank in the Proviso be filled up with "Fifteen."

Resolved, &c. That the Proviso, so amended, be agreed to, and made Part of the Bill.
A Proviso was tendered, on the Behalf of Middlesex and Westminster, for the equal Assessing of new Buildings and Offices; and read.
The Question being put, That the Proviso be read the Second time;
It was resolved in the Affirmative.
Ordered, That these Words, "and City of Westminster," be added in the Proviso, after the Word "Middlesex."
Which was done.
The Question being put, That the Proviso, so amended, be agreed to, and made Part of the Bill;

Ordered, That the Report concerning Great and Little Yarmouth be heard on Friday Morning.
