PRAYERS.

Returns presented: Four-and-Half per cent Duties. No. 680.

The House being informed that Mr. Crafer, from the Treasury, attended at the door, he was called in; and at the bar presented to the House, pursuant to their Addresses to His Majesty,-A Return to an Address to His Majesty, dated the 5th day of this instant July, for A Return of all Payments made out of the Surplus which accrued on the Four-and-a-Half per Cent. Fund, between 25th March 1828 and 5th January 1830, over and above the Payments made by the Husband, and the Salaries and Pensions detailed in a Return, N° 273, of the present Session; specifying the nature of the Instruments authorizing the Payments out of such Surplus, and the Names of the Persons to whom such Payments were made.

Commissary Court (Scotland.)

Return by the Barons of Exchequer, Scotland, of the amount allowed to any Commissary, Commissary Clerk, or other Officer, claiming compensation for the loss of Fees in the Court of the Commissaries of Edinburgh, through the operation and effect of the Act 4 Geo. 4, c. 97, for the regulation of the said Court; stating the names of those persons who have received compensations since the date thereof, the office he held, the dates of the grants, and the amount paid to each officer in each year, the aggregate amount paid in each year, and from what fund the same has been paid; and stating the grounds upon which each such claim was granted.

Carriage Duties.

Mr. Crafer also presented to the House, pursuant to their Orders,-Return to an Order of the House, dated the 6th day of this instant July, for an Account of the number of Four-wheeled and other Carriages charged with Duties in each of the five years ending 1st January 1830; specifying the number of Carriages in each class, the rates of Duty, and the produce of the Duties.

Lemon Juice.

Return to an Order of the House, dated the 7th day of this instant July, for a Copy of a Letter dated 13th October 1827, from William Shelton Burnett to the Commissioners of His Majesty's Customs, praying for a Return of Duty paid on ten Pipes of Lemon Juice which had been consumed by the fire at Fresh Wharf, on 31st July 1827; and a Copy of the Reply and final Decision on such claim.

An Account of the number of Pawnbrokers licensed in the Metropolis, and in the Country, with the rates respectively charged on their Licenses, and the Duty received on the same, in each of the five years ending 5th January 1830.

Northern Lighthouses.

Mr. Crafer also presented to the House, pursuant to the directions of an Act of Parliament,-Abstract of the Accounts of the Commissioners of the Northern Lighthouses for the year ending 30th June 1830:-And then he withdrew.

Ordered, That the said Accounts and Papers do lie upon the Table; and that the Return relative to Four-and-aHalf per Cent. Duties, and the Account respecting Pawnbrokers, be printed.

East India Company-Regulations, presented. No. 682.

The House being informed that Mr. Danvers, from the Court of Directors of the East India Company, attended at the door, he was called in; and at the bar presented to the House, pursuant to the directions of an Act of Parliament,-Regulations passed by the Governor General in Council of Bengal, in the year 1829, Nos 1 to 18:-Re gulations passed by the Governor in Council of Fort Saint George in the year 1829, Nos 1 to 8:-and, Regulations passed, by the Governor in Council of Bombay in the year 1829, Nos 1, 2, and 3:-And then he withdrew.

Ordered, That there be laid before this House, an Account of the number of Ships belonging to the Port of London which have been mortgaged, in the whole or in part, in the years 1827, 1828 and 1829; distinguishing the years in which such mortgages were effected.

Answer to Address.

Lord Francis Leveson Gower reported to the House, That, pursuant to their Order of Tuesday last, Sir Henry Hardinge, Sir George Warrender, Sir Alexander Grant, and himself, went to wait upon His Majesty at Saint James's, where they found the Lord Steward and the Lord Chamberlain from the Lords, to present the Address agreed upon by both Houses to His Majesty; and that they presented the same; and His Majesty was pleased to give the following Answer:

I cannot but regret the circumstances which have led to this Address. I will give directions that Sir Jonah Barrington be removed from the office which he holds, of Judge of the High Court of Admiralty in Ireland.

The House was moved, That the Standing Order of the House, "That when any application is intended to be made to the House for leave to bring in a Bill for making any Turnpike Road, or for altering the Line of any Turnpike Road already made, by widening or diverting the same, or otherwise, a Map or Plan of such Road, or intended alteration, upon the scale of not more than five nor less than three inches to a mile, be deposited for public inspection at the Office of the Clerk of the Peace of every County, Riding, or Division, through which such Road is intended to be carried, or such alteration made, on or before the 30th day of November previous to the Session of Parliament in which such application is intended to be made; which Map or Plan shall describe the line of such intended Road or alteration, and the Lands through which the same is intended to be carried; together with a Book of Reference, containing a List of the Names of the Owners or reputed Owners and Occupiers of such Lands respectively," might be read; and the same being read:-An Amendment was made thereunto, by leaving out the words "more than five nor."

Mr. Chancellor of the Exchequer presented to the House, -Return to an Address to His Majesty, dated the 23d day of June last, for a Return of the number of British Ships, and their Tonnage, that entered each Port at which British Consular Agents are employed at annual Salaries, in the year 1828, as stated in the Parliamentary Return dated the 10th, and ordered to be printed on the 11th of June 1830, so far as the same can be made out at the Foreign Office.
