Rescuing Irish Cattle.

A PETITION of Sir John Carter Knight, Mutton Davies, Wm. Parry, Tho. Humfryes, Esquire, and Roger Williams, was read.

Sir John Carter, being called in to the Bar, averring the Petition; and the Matter being debated;

Ordered, That Wm. Millward, and Robert Thelwall, being Two of the principal Persons concerned in rescuing the Irish Cattle, and committing the great Riot and Misdemeanor complained of by the Petitioners, be sent for, in Custody of the Serjeant at Arms, or his Deputy.

Frequent holding of Parliaments.

A Bill for frequent holding of Parliaments was read.

Ordered, That the Person, who brought in the Bill, do withdraw it.

Ordered, That no Bill of this Nature be tendered to the House, but by Leave of the House, and Order obtained, after Ten of the Clock in the Morning.

Orders and Proceedings of the House.

Mr. Pryn reports from the Committee appointed to inquire into the Order and Method of Proceedings in Parliament, a Resolve of the Committee: Which he read; and, after, delivered it in at at the Clerk's Table: Which is as followeth; viz.

That if any Motion be made in the House for any publick Aid, or Charge upon the People, the Consideration and Debate thereof ought not presently to be entered upon; but adjourned till such further Day as the House shall think fit to appoint; and then it ought to be referred to the Committee of the whole House; and their Opinions to be reported thereupon, before any Resolution or Vote of the House do pass therein.

Resolved, &c. That the House doth agree with the Committee, that, if any Motion be made in the House for any publick Aid, or Charge upon the People, the Consideration and Debate thereof ought not presently to be entered upon; but adjourned till such further Day, as the House shall think fit to appoint; and then it ought to be referred to the Committee of the whole House; and their Opinions to be reported thereupon, before any Resolution or Vote of the House do pass therein.

Miscarriages of the War.

Ordered, That the further Debate of the Report concerning Miscarriages be adjourned till Thursday Morning next.

Restraint on Juries.

Ordered, That the Bill to prevent Restraint upon Juries and Jurors, be read To-morrow Morning.

Williams' Estate.

Ordered, That these Members following be added to the Committee to which the Lady Williams' Bill was committed; viz. Mr. Milward, Sir Clement Fisher, Mr. Rigby, Mr. Otway.

Weld's Estate.

Ordered, That these Members following be added to the Committee to which Sir John Weld's Bill was committed; viz. Sir Robert Atkins, Sir Geo. Hungerford, Mr. Duckett, Mr. Law, Sir John Moreton, Col. Reames, Sir Fran. Lawley, Sir Walter St. John, Mr. Gold, Mr. Whittaker.

And then the House adjourned till To-morrow Morning, Eight of the Clock.
