Die Lunæ, 2 Decembris, 1667.

CORNELIUS vanden Ancker, Son of Peter vanden Ancker; and Thomas Delamore, Son of Isaack Delamore; did, this Day, take the Oaths of Allegiance and Supremacy, in order to their Naturalization.

Privilege.

Ordered, That Edmund Leversage be sent for, in the Custody of the Serjeant at Arms, for causing Thomas Hales, Bailiff and Servant to Sir James Thyn, a Member of this House, to be arrested, contrary to the Privilege of Parliament: And that the Matter of Breach of Privilege be referred to the Committee of Privileges; to examine, and report it to the House.

De Costa's Nat.

A Bill for the Naturalization of Alvaro de Costa was read the Second time.

Resolved, &c. That the Bill be committed to Sir William Lowther, Col. Reames, Mr. Percy Goreing, Sir Edw. Walpole, Sir Hen. Packham, Sir Edw. Wiseman's Estate.

An ingrossed Bill for settling the Lands therein mentioned upon Sir Richard Wiseman, and John Pett, and their Heirs, to enable them the better to perform a Trust, was read.

Resolved, &c. That the Bill do pass: And that the Title be, An Act for settling the Lands therein mentioned upon Sir Richard Wiseman, and John Plott, and their Heirs, to enable them the better to perform a Trust:

And Sir John Brampston is to carry up the Bill to the Lords, for their Concurrence.

Horton Inclosure.

A Bill for inclosing certain Coppices, and Woodgrounds, for Preservation of Wood and Timber, was read the Second time.

Resolved, &c. That the Bill be committed to Sir Robert Holt, Mr. George, Sir John Coryton, Mr. Coventry, Sir Soloman Swale, Sir Bainham Throckmorton, Mr. Packer, Mr. Pepis, Sir Robert Atkins, Mr. Boscawen, Sir John Holland, Mr. Flint, Mr. Dowdeswell, Sir Edward Massey, Colonel Sandys, Mr. Pryn, Sir Charles Harbord, Sir Edward Walpoole, Sir John Denham, Mr. Westphaling, Lord Richardson, Sir Richard Oateley, Lord Ancram, Mr. Scawen, Mr. Street, Mr. Seymour, Sir Nicho. Turner's Petition.

A Petition of Robert Turner was read.

That this Petition be committed to Colonel Sandys, Sir Thomas Tompkins, Sir Thomas Gower, Sir Edmund Windham, Colonel Birch, Sir William Coventry, Sir Hugh Windham, Mr. Collins, Sir John Norton, Mr. Spry, Mr. Pryn, Mr. Rigby, Sir John Knight, Sir Richard Browne, Lord Ancram, Mr. Westphaling, Sir Thomas Allen, Sir Rich. Oateley, Sir John Moreton: And they are to meet on Thursday next, at Two of the Clock in the Afternoon, in the Speaker's Chamber; and to examine the Matter of the Petition; and to report it, with their Opinions therein, to the House: And to send for Persons, Papers, and Records.

Exchequer Writs of Error.

A Bill for determining of Writs of Error in the Exchequer, was read the Second time: And no Exception being taken thereto;

Resolved, &c. That the said Bill be ingrossed.

Publick Accounts.

The House then resumed the Consideration of the Matter, upon the Amendments to the Bill for taking the publick Accounts; relating to the naming of Commissioners.

The Question being put, That any of the Commissioners for taking public Accounts be Members of the House;

It passed in the Negative.

Resolved, &c. That it be referred to the former Committee, to which the Bill for taking the publick Accounts, was committed, to consider of, and present to the House, the Names of Twenty Persons, out of which Commissioners may be appointed for taking the Accounts; and that the Committee be, for that Purpose, revived.

Message from Lords- Non-commitment of the Earl of Clarendon.

A Message from the Lords, by Mr. Justice Archer and Mr. Justice Moreton;

Mr. Speaker, The Lords have commanded us to deliver this Message to you;

That, upon the Report of the last free Conference given to this House of Commons, and upon the whole Matter, the Lords are not satisfied to commit the Earl of Clarendon, and sequester him from Parliament, before particular Treason be specified or assigned.

Resolution against it.

The Question being propounded, That the Lords having not complied with the Desires of the House of Commons, for the Commitment of the Earl of Clarendon, and sequestering him from Parliament, upon the Impeachment of Treason from the House, it is an Obstruction to the publick Justice of this Kingdom, in the Proceedings of both Houses of Parliament; and, in the Precedent of evil and dangerous Consequence:

And the Question being, That this Question be now put;

It was resolved in the Affirmative:

And the main Question being put;

Resolved, &c. That the Lords having not complied with the Desires of the House of Commons, for the Commitment of the Earl of Clarendon, and sequestering him from Parliament, upon the Impeachment of Treason from this House, it is an Obstruction to the publick Justice of this Kingdom, in the Proceeding of both Houses of Parliament; and in the Precedent of it, is of evil and dangerous Consequence.
