Their lordships took into further consideration the draught of a Representation to His Majesty, respecting the establishment of trade in the River Senegal and its dependencies; and the said draught having been agreed to was transcribed and signed; as was also a letter to Mr. Secretary Pitt inclosing the same.

Pennsylvania.

The draught of a Report to the Lords of the Committee of Council for Plantation Affairs upon the Petition of the agent for the Assembly of Pennsylvania, respecting the complaints of the Indians of their having been defrauded of their lands, having been transcribed pursuant to order, was signed.

North Carolina.

Their lordships took into consideration the several letters received from the Governor of North Carolina since the Board's last letter to him; and the draught of a letter to him in answer thereto was agreed to, transcribed and signed.

North Carolina.

Read a Petition of Thomas Child, Esqr., appointed Attorney General of North Carolina in 1745, stating his intention of speedily going over to that Province, and praying that he may have His Majesty's Licence to resume and exercise his office of Attorney General upon his arrival.

Ordered, that the said Petition be taken into consideration to-morrow morning; and that Mr. Child be desired to attend.

Barbados.

Read a Memorial of the Reverend Mr. Thomas Barnard, Minister of the Parish of St. Michael in Barbados, now in England, stating that his health and private affairs require his staying here for some time longer, and praying further leave of absence for twelve months from the 16th day of July next.

Ordered, that the draught of a letter to Mr. Secretary Pitt be prepared, desiring him to move His Majesty for His Royal Licence of absence to Mr. Barnard, agreeable to the prayer of his Memorial.

Georgia.

Read an Order of the Committee of Council for Plantation Affairs of the 31st of May, 1759, approving a Representation of this Board, proposing an alteration of the first Article of the General Instructions to the Governor of Georgia, respecting the members of the Council; and directing the draught of an instruction to be prepared conformable thereto.

The draught of such an instruction having been accordingly prepared, was approved, and the draught of a Report, inclosing the same, ordered to be prepared.

Read a letter from Francis Fauquier, Esqr., Lieutenant Governor of Virginia, to the Board, dated April 14th, 1759, containing an account of the proceedings of the Assembly relative to the operations of the ensuing campaign; and inclosing

Read a letter from the Lord Bishop of London to the Board, dated June 14th, 1759, containing his sentiments on an Act, passed in Virginia, October 12th, 1758, respecting the payment of the salaries of the clergy in a paper currency, instead of tobacco; and referred to his lordship by the Board's Order of the 23rd of May last.

South Carolina.

Read a letter from William Henry Lyttelton, Esqr., Governor of South Carolina, to the Board, dated April 14th, 1759, containing an account of the present state of the Province; and transmitting
Copy of a Message from the lower House of Assembly to the Governor on December 8th, 1758, relating to the application of money granted for contingent services.
Copy of the Governor's Message in consequence of the said Message of the Lower House of Assembly.
Copy of Major Henry Hirne's Report of his proceedings at New Hanover.
Copy of Captain Goldsmith's letter to Governor Lyttelton dated March 6th, 1759, informing him that the inhabitants of the late settlement at New Hanover had removed from thence.

Ordered, that the draught of a Representation to His Majesty be prepared, proposing that George Austin and Egerton Leigh, Esquires, may be appointed of the Council of South Carolina in the room of William Wragg, Esqr. removed, and Charles Pinckney, Esqr. deceased.

Jamaica.

Read a letter from George Haldane, Esqr., Governor of Jamaica, to the Board, dated April 23rd, 1759, informing their lordships of his arrival at that island, and of a doubt having arisen on the validity of Mr. Moore's Commission as Lieutenant Governor; and transmitting
Minutes of Council of the 11th and 18th of April, 1759.

Ordered, that the draught of a Representation to His Majesty be prepared, proposing that Edward Clark, Esqr. may be appointed of the Council of Jamaica in the room of Sir Simon Clarke, who has desired leave to resign.

Ordered, that the Secretary do transmit an extract of so much of Mr. Haldane's letter as relates to the doubts which have arisen concerning the limitation of the Lieutenant Governor's Commission to Sir Matthew Lamb, and desire his opinion in point of law, whether the said Commission did or did not cease and determine upon the arrival of the Governor.

North Carolina.

Their lordships took into further consideration Mr. Child's Petition, mentioned in yesterday's minutes; and Mr. Child attending as desired, their lordships had some discourse with him thereupon, and then he withdrew; and a question arising, whether his Commission of Attorney General of North Carolina was not expired by its own limitation, it was ordered, that the draught of a Representation to His Majesty should be prepared, proposing that he may have a new appointment.

The Secretary laid before the Board the following copies of letters to and from the Committee of the Company of Merchants trading to Africa, and their officers upon the coast, received from the said Committee, viz.

Ordered, that extracts be made of such parts of the said letters as relate to the dispute with the Dutch officers at Elmina, concerning the freedom of landing in the Bay of Commenda, to be transmitted to the Earl of Holdernesse, one of His Majesty's principal Secretaries of State; and that the draught of a letter to his lordship thereupon be prepared.

Read a letter from Mr. Clevland, Secretary to the Lords Commissioners of the Admiralty, to Mr. Pownall, dated May 23rd, 1759, transmitting Captain Marsh's account of the state and condition of the several forts and settlements examined by him on the coast of Africa.

The draughts of Representations to His Majesty, proposing two persons to be members of the Council in South Carolina, and one to be a member of the Council in Jamaica, having been prepared pursuant to order, were agreed to, transcribed and signed.

The draught of a letter to Mr. Secretary Pitt, proposing that the Reverend Mr. Barnard, Rector of St. Michael's in Barbados, may have further leave of absence for twelve months; and inclosing a Warrant in the usual form in case His Majesty shall approve it, having been prepared pursuant to order, was agreed to, transcribed and signed.

North Carolina.

The draught of a Representation to His Majesty, proposing that Thomas Child, Esqr., may have a new appointment as Attorney General of North Carolina, having been prepared pursuant to order, was agreed to, transcribed and signed.

Georgia.

The draught of a Report to the Lords of the Committee of Council, with the draught of an instruction to the Governor of Georgia, respecting the members of the Council for that colony, having been prepared pursuant to order, was agreed to, transcribed and signed.

The draught of a letter to the Earl of Holdernesse, with extracts of several papers respecting the disputes between the officers of the Committee of the Company of Merchants trading to Africa, and the officers of the Dutch settlements upon the coast of Africa, concerning the freedom of landing in the Bay of Commenda, having been prepared pursuant to order, was agreed to, transcribed and signed.

Antigua.

Montserrat.

Their lordships took into consideration the following Acts, viz.

An Act to invest a certain Tract of Land at English Harbour, belonging to Thomas Bodkin of the Kingdom of Ireland, in His Majesty, His Heirs and Successors, for certain publick Uses, and for appraising and valuing the same, and paying the Owner thereof.
Passed in Antigua, January, 1743–4.
An Act for opening a Street from the Sea-Side up to the Main Street, between the Lands of James Schaw Esqr., James Farrill Esqr., Mary Watson, widow, Edward Daniel Esqr., and Mary Thompson widow.
Passed in Montserrat, July, 1754.
and after some time spent therein, ordered the draughts of Representations to His Majesty to be prepared, proposing that they may be confirmed.

Virginia.

Read a letter from Francis Fauquier, Esqr., Lieutenant Governor of Virginia, to the Board, dated April 10th, 1759, giving an account of his transactions with respect to the disuniting the offices of Treasurer and Speaker, and other matters of government.

The Secretary having acquainted the Board, that he was desired by Mr. Paris, Solicitor for the agent to the clergy in Virginia, and by Mr. Abercrombie, agent for the Province, to move their lordships to appoint a day to hear what they have to offer upon the Representation of the said clergy, complaining of an Act lately passed in that colony, by which they apprehend their rights and interests are materially affected; their lordships agreed to take this matter into consideration on Wednesday, the 27th instant; and the Secretary was ordered to give notice thereof to the parties.

Read 3 Orders of Council, dated June 26th, 1759, approving Representations of this Board, recommending George Austin and Egerton Leigh, Esqrs. to be Councillors of South Carolina; Edwards Clarke, Esqr. to be a Councillor of Jamaica; and Thomas Child, Esqr. to be appointed by a new Warrant Attorney General of North Carolina; and directing Warrants to be prepared.

Warrants having been accordingly prepared, were agreed to, and Representations to His Majesty therewith were signed.

Wednesday, June 27. Present:—Earl of Halifax, Mr. Pelham, Mr. Oswald, Mr. Rigby.

The Secretary laid before the Board the following paper received from the Committee of the Company of Merchants trading to Africa, viz.
Copies of a letter from N. Senior Esqr. to the Committee of the Company of Merchants trading to Africa, dated Cape Coast Castle, February 3rd, 1759—Do. March 2nd, do.—Cudjoe to the Committee, March 2nd, do.

Ordered, that a copy be made of such parts of the above letters as relate to the dispute with the Dutch upon the coast of Africa, concerning the freedom of landing in the Bay of Commenda, and the hostilities commenced in consequence thereof, to be transmitted to the Earl of Holdernesse, one of His Majesty's principal Secretaries of State; and that the draught of a letter to his lordship therewith be prepared: and the same having been prepared, was agreed to, transcribed and signed.

Virginia.

Their lordships took into consideration the Order of the Lords of His Majesty's Council, mentioned in the minutes of the 23rd of May, referring to this Board, for their consideration and opinion, an Address of the clergy of Virginia to His Majesty, complaining of an Act passed in that colony, whereby their salaries, hitherto paid in tobacco, are now to be paid at half their value in paper currency, and also the Representation of the said colony to this Board upon the same subject, mentioned in the said minutes; and Mr. Camm, agent for the said clergy, attending without, with Mr. Paris, his solicitor, and also Mr. Abercrombie, agent for the colony, they were called in; and the Order of Reference, Address and Representation having been read, their lordships heard what each party had to offer thereupon; and, they being withdrawn, they ordered the draught of a Representation to His Majesty upon the said Address to be prepared.
