Wednesday, September 3rd. Present:—Mr. Eden, Mr. de Grey.

Quebec.

Lord George Germain, one of his Majesty's principal Secretaries of State, attended, and his Lordship acquainted the Board, that the King had been pleased to appoint Frederick Haldimand, esquire, to be Governor of Quebec; and that it was his Majesty's pleasure, that this Board should prepare and lay before his Majesty in Council, draughts of a Commission and instructions for the said Governor.

The draught of a Commission appointing Frederick Haldimand, esquire, to be Governor of the Province of Quebec, having been prepared accordingly, was approved; and a representation to his Majesty thereupon was signed.

fo. 186.

Ordered, that draughts of general instructions, and of those which relate to the observance of the Acts of Parliament for the regulation and encouragement of trade and navigation, for Frederick Haldimand, esquire, be prepared with all convenient speed.

Read an Order of the Lords of the Privy Council, dated August 29th, 1777, referring to this Board the petition of Messieurs Jackson and Baker, praying leave to export to West Florida, sundry military stores therein mentioned, on board the ship Betsey.

Trade.

Read an Order of the Lords of the Privy Council, dated August 29th, 1777, referring to this Board the petition of Messieurs Liotard, Aubertin and Company, praying leave to export to Dunkirk certain military stores therein specified, on board the ship Kent.

Read an Order of the Lords of the Privy Council, dated August 29th, 1777, referring to this Board the petition of James Mather, praying leave to export to West Florida, for the Indian trade, certain military stores therein mentioned, on board the ship Live Oak.

Their lordships, on consideration of the three foregoing petitions, were of opinion, that the exportation prayed for should be allowed; and draughts of three reports thereupon to the Lords of the Privy Council, having been prepared, were approved, transcribed and signed.

Friday, September 12th. Present:—Mr. Greville, Mr. Eden. Lord George Germain, one of his Majesty's principal Secretaries of State, attends.

Read an Order of the Lords of the Privy Council, dated September 5th, 1777, referring to this Board the petition of Messieurs Thellusson and Company, praying leave to export to Havre de Grace, certain military stores, on board the ship Benjamin and Mary, for the African trade.

Their lordships, on consideration of the foregoing petition, were of opinion, that the exportation prayed for should be allowed: and the draught of a report thereupon to the Lords of the Privy Council, having been prepared, was approved, transcribed and signed.

Read an Order of the Lords of the Privy Council, dated September 5th, 1777, referring to this Board the petition of Edmund Hill, praying leave to export eighty barrels of gunpowder to Lisbon, on board the ship Hellen; and two hundred barrels of gunpowder to Oporto, on board the ship Aeolus.

Their lordships, on consideration of the above petition, were of opinion, that it would not be adviseable to recommend the exportation prayed for.

Dominica.

Read a letter from Thomas Shirley, esquire, Governor of Dominica, dated June 17th, 1777, containing remarks on the state of the Council of that island, recommending Mr. Henderson to be of the Council; and transmitting,
Return of the state of his Majesty's Council for the Island of Dominica, dated June 17th, 1777.

Read the following Orders of his Majesty's Most Honourable Privy Council, vizt.,

Order of the Lords of the Privy Council, dated September 17th, 1777, referring to this Board the petition of the Carron Company, praying leave to export to Ferrol in Spain, from their works in Scotland, sundry cast iron guns therein mentioned, on board the King of Spain, letter of marque, for the service of his Catholick Majesty.
Order of the Lords of the Privy Council, dated September 17th, 1777, referring to this Board the petition of William du Bois, praying leave to export to Dunkirk, on board the ship London Merchant, certain military stores therein specified, for trade on the coast of Angola.
Order of the Lords of the Privy Council, dated September 12th, 1777, referring to this Board the petition of Messieurs Bright, Ballie and Bright, praying leave to export from Bristol to the Island of St. Vincent, sundry military stores therein specified, on board the ship Renown, for the use of a vessel fitting out in that island for a letter of marque.
