New Commission fro the Board.

Sir O. Bridgman and Mr. Cary in the place of Mr. Plummer and Sir John Hobart.

His Majesty's Commission [Jour. X. fo. (fn. 1) ], dated the 8th inst., whereby (besides the great officers of State as in the last Commission for this Board), the Right Honble. the Earl of Westmorland, John Chetwynd, Paul Docminique, Thomas Pelham, Martin Bladen, and Edward Ashe, Esqrs., Sir Orlando Bridgman, Bart., and Walter Cary, Esq., are appointed Commissioners for promoting the Trade of this Kingdom, and improving His Majesty's Plantations in America, was opened and read; and their Lordships took their places at the Board accordingly.

Mr. Popple appointed Secretary.

A letter from the Lord Viscount Townsend [Jour. Y. fo. 100], dated the 10th inst., signifying His Majesty's having been pleased to continue Alured Popple, Esq., Secretary to this Board, was read; and Mr. Popple accordingly admitted as their Lordships' Secretary, pursuant to His Majesty's royal pleasure therein.

Mr. Henry Popple quits his employment.

The Secretary then acquainted the Board, that Mr. Henry Popple [fo. 84], having lately obtained an imployment inconsistent with his business in this office, desired leave of their Lordships to quit his place herein; their Lordships agreed thereto, and were pleased to admit Mr. George Bradley, recommended by the Earl of Westmorland, to supply the vacancy of a clerk's place, at the rate of £40 per annum.

And ordered that the other clerks be advanced according to their seniority in the office [fo. 115], whereby the said clerks will have allowances as follows:—

Their Lordships were likewise pleased to order that the Chamber keepers, messenger, porter, and necessary woman, should continue on the foot they were [fo. 154].

Ordered that all the clerks shall attend their duty here every day at nine o'clock in the morning [Jour. A.A. fo. 251], and that they do not go away from the office without the Secretary's leave for that purpose.

Ordered that they also attend in an afternoon, [Jour. A.A. fo. 251] whenever the Secretary shall give them notice thereof.

Ordered that all the clerks every day, at their going from the office, shall deliver up to the Secretary or Under Secretary all books and papers belonging to the office [Jour. A.A. fo. 251].

Ordered that no clerk give copies of any papers in this office without leave for that purpose [Jour. Q. fo. 343].

Resolved that, if any clerk transgress any of these orders, he shall lose his place in the office [Jour. Q. fol. 343].

Ordered that the Minutes of the proceedings of this Board [Jour. Q. fo. 344] at each meeting, be first read at the next meeting, and signed by any of the Commissioners that shall be present at the reading thereof, and who was likewise present when the business, therein mentioned, was transacted.

A letter from the Lord Viscount Townsend, of the 9th inst. [Jour. Q. fo. 359; fos. 189, 194], signifying His Majesty's having been pleased to continue the Earl of Orkney, Governor of Virginia, and requiring draughts of a commission and instructions to be prepared for that purpose, was read; whereupon ordered that the said draught be prepared accordingly.

A letter from the Lord Viscount Townsend [fo. 189], of this day's date, signifying His Majesty's having been pleased to appoint John Montgomery, Esq. [fo. 204], to be Governor of New York and New Jersey, in the room of William Burnet, Esq. [Jour. W. fo. 148], and requiring draughts of commissions and instructions to be prepared for that purpose, was read; ordered that the said draughts be prepared accordingly.

A letter from Mr. Bird, Secretary to the Hudson's Bay Company [fos. 164 and 172], dated 26th July, 1727, acknowledging the receipts of the packet with orders for proclaiming King George the 2nd, and proclamations for continuing all officers in their places, etc., was read.

August 22nd. Present:—Mr. Bladen, Sir O. Bridgeman, Mr. Cary.

Jamaica.

Their Lordships taking into consideration an Act, passed in Jamaica in July 1721, entituled, An Act to encourage the settling the North East part of the Island, referred to in an Act of the same title, passed in 1722, mentioned in the Minutes of the 29th of January, 1724—5 [Jour. B.6. fo. 29], their Lordships agreed that the first mentioned Act should lye by probationary.

Their Lordships also taking into consideration an Act, passed in Jamaica in November, 1723 [fo. 190], entituled, An Act for encouraging white people to come over and become settlers in this Island, and for the more easy and speedy settling the North East part thereof, as also Mr. West's report [Jamaica, Bun. Q. 103] thereupon, gave directions for preparing the draught of a representation for confirming the same.

Virginia.

Draught of a commission for Lord Orkney to be Governor.

New York.

New Jersey.

Draught of commission for Colonel Montgomery to be Governor.

The Secretary laid before the Board the draughts of a commission, appointing the Earl of Orkney, Lieutenant and Governor General of Virginia [fos. 186, 191], as also the draughts of two other commissions [fos. 187, 191], for appointing Mr. Montgomery to be Governor of New York and New Jersey, which their Lordships approving, ordered that draughts of representations to His Majesty upon the same be prepared. As also of letters for inclosing the said representations to the Lord Viscount Townsend.

Ordered draughts of representation of letters to Lord Towensend to inclose the same.

Ordered that the draught of a representation be prepared, [fo. 191] proposing new seals to be cut for all His Majesty's Plantations in America [Jour. R. fo. 118].

Plantations General.

Ordered that the draught of a letter be prepared to the Duke of Newcastle [fo. 191], to desire that the Board may have copies of whatever commissions or instructions shall be given in his office in relation to His Majesty's Plantations in America.

August 23. Present:—Mr. Bladen, Sir O. Bridgman, Mr. Cary.

Jamaica.

The representation, ordered yesterday to be prepared [fo. 188], for confirming the Act, passed in Jamaica in November, 1723, entituled, An Act for encouraging white people to come over and become settlers in this Island, and for the more easy and speedy settling the North East part thereof, was agreed and signed.

Virginia.

The representation upon the Earl of Orkneys's commission for the Government of Virginia [fo. 189], ordered yesterday to be prepared, was agreed and signed, as also a letter for inclosing the same to the Lord Townsend.

New York.

New Jersey.

The representation upon Colonel Montgomery's commissions for the Governments of New York and New Jersey [fos. 189, 194], ordered yesterday to be prepared, was agreed and signed, as also a letter for inclosing the same to the Lord Townsend.

Plantations General.

A representation to His Majesty [fo. 189], ordered yesterday to be prepared, proposing new seals to be cut for the several Plantations in America, was agreed and signed.

Their Lordships also signed the letter [fo. 190], ordered yesterday to be prepared, to His Grace the Duke of Newcastle, desiring that the Board may have an account of whatever commissions, orders or instructions, that shall pass through the Secretary's office, in relation to the Plantations.

Ordered that the draught of a circular letter be prepared [fo. 193] to His Majesty's several Governors in the Plantations, to desire they will take care that all the Acts, Minutes of Council and Assembly, may be abstracted in the margin.

Their Lordships taking again into consideration a letter [Jour. C.C. fo. 349] from the Duke of Newcastle, of the 17th November last [fo. 11], mentioned in the Minutes of the 29th of the same month, referring to the Board the copy of a letter from the Lord Lieutenant of Ireland, inclosing a memorial of several merchants there, complaining of an Act of Parliament of the 7th and 8th of King William, which prohibits the importation of any sort of goods laden in the Plantations into Ireland, without being first landed in England; and their Lordships resolved to consider further of this affair, when application should be made to them for that purpose.

August 31. Present:—Mr. Chetwynd, Mr. Bladen, Sir O. Bridgman.

The circular letters [fo. 192] to the Governors of the Massachusets Bay, New Hampshire, New York, New Jersey, Virginia, South Carolina, Jamaica, Barbadoes, Leeward Islands, Bahamas and of Bermuda, directing them to take care that all Acts, Minutes of Council and Assembly may be fairly abstracted in the margin, agreed the 23rd inst., was signed.

Their Lordships then took into consideration the draught of general instructions [fos. 186, 195], ordered to be prepared the 12th inst., for the Earl of Orkney, appointed Governor of Virginia, and made a progress therein.
