Jamaica.

A letter from the Duke of Newcastle, dated the 31st of May last, was read, as were also the following papers, therewith transmitted, viz:—
Act, duties on negroes.
The humble address and representation of the Council and Assembly of Jamaica, praying that an Act, passed there, for laying an imposition or duty upon the importation and exportation of negroes, may be approved of, notwithstanding His Majesty's instruction to the contrary.

New England.

Mr. Waldoe, tract of land.

The report upon the petitions of Mr. Waldoe and others, concerning the right to a tract of land between the rivers Kennebeck and St. Croix in New England, mentioned in the Minutes of the 25th of the last month, was agreed.

The report to the Lords of the Committee upon the petitions of Mr. Waldoe and others, concerning the right to a tract of land between the rivers Kennebeck and St. Croix in New England, agreed at the last meeting, was signed.

Barbadoes.

Mr. Worseley's arrears.

The report to the Lords of the Committee upon the petition of Mr. Worseley, late Governor of Barbadoes, praying payment of arrears of salary due to him, ordered to be prepared the 11th of the last month, was agreed.

Russia.

A letter from the Lord Harrington, dated the 27th of May, 1732, was read, as were also the following papers, therewith transmitted, viz:—

Treaty of commerce.

Their Lordships, taking again into consideration the letter from the Lord Harrington, concerning a proposed treaty of commerce with the Crown of Russia, and the papers, therein referred to, read yesterday, made a progress therein.

North Carolina.

Letter from the Governor, with papers.

A letter from Captain Burrington, Governor of North Carolina, to the Board, without date, was read, and the papers, therein referred to, were laid before the Board, viz:—
A Schedule of the papers transmitted.
Attested copies (under the seal) of the Journals of the Council and of the Upper and Lower House of Assembly, as likewise of the Acts in force in North Carolina.
Account of patents for land in North Carolina granted by Sir Richard Everard, late Deputy Governor of that province, for the late Lord Proprietors.

Nova Scotia.

Quit rent.

The Earl of Westmorland informed the Board, that the Lords of the Council desired the Board would inform themselves from Colonel Philipps, the Governor of Nova Scotia, of the state of that province, with respect to the claim of quit rent made by Mrs. Campbell, granddaughter of the late Monsieur La Tour, formerly Proprietor of that province, under a grant from the French King. Colonel Philipps, being upon this occasion sent for, he was desired to let the Board have in writing a detail of what he knew concerning this affair.

New tax on masters of ships.

Mr. Norris and Mr. Henwarth, two Swedish merchants, attending, as they were desired, the Board took again into consideration the Lord Harrington's letter and the papers, therein referred to, read the 26th ult., relating to a new tax on masters and crews of ships in the ports of Sweden, and desired these gentlemen would give the Board their thoughts in writing upon this subject.

Repair of forts.

A letter from the Duke of Newcastle, dated the 7th instant, enclosing two addresses from the House of Commons to His Majesty. The first, requiring this Board to prepare a further representation to be laid before this House in the next sessions of Parliament, of the state of His Majesty's colonies and plantations in America, with respect to any laws made, manufactures set up and trade carried on there, which may affect the trade, navigation and manufactures of this kingdom, and the second, requiring copies to be laid before this House in the next session of Parliament of the several instructions, which have been given by Her late Majesty, His late Majesty and His present Majesty to the respective Governors of his colonies in America, relating to the taking or not taking any sums of money by way of present or salary from the inhabitants thereof, and when and how the same have at any time been varied; and also what directions have been given by any of their said Majesties for the repair of the forts and fortifications of Barbadoes and the Leeward Islands, was read; and a circular letter to the respective Governors in America upon the first of these addresses being agreed, their Lordships resolved to consider further of the last, on Wednesday next.

Treaty of commerce.

Mr. Holden, Governor of the Russia Company, attending, as he had been desired, with Mr. Nettleton, Mr. Atwood and Mr. Wordsworth, their Lordships took again into consideration, and read, the Lord Harrington's letter and papers, therein referred to, mentioned in the Minutes of the 7th instant, relating to a proposed treaty of commerce with the Crown of Russia, and, after some discourse with these gentlemen upon this subject, gave directions for preparing the draught of a representation thereupon.

Bahamas.

Carolina.

Mr. Shelton desires the Board's recommendation to the Crown.

A memorial from Mr. Shelton, setting forth his services concerning the sale of Carolina and the Bahamas, and praying the Board's recommendation of him to the Crown, was read; and their Lordships resolved to consider further thereof on Tuesday morning next.

South Carolina.

Mr. Purry, grant of land.

An Order of the Committee of Council, dated the 6th instant, requiring this Board to prepare the draught of an additional instruction to the Governor of South Carolina, directing him to make a grant of land, not exceeding 48,000 acres, to Mr. Purry for the settlement of Swiss families there, under certain conditions, was read, and directions were given for preparing the draught of an instruction accordingly, and a report to the Lords of the Committee thereon.

The draught of a report, relating to a proposed treaty of commerce with the Crown of Russia, ordered to be prepared the 9th instant, was considered.

grant of land.

The report, with the draught, of an instruction to the Governor of South Carolina, relating to a grant of land to be made to Mr. Purry for the settlement of Swiss protestants in this province, ordered to be prepared the 13th instant, was agreed.

Representation, treaty of commerce. signed.

The representation, relating to a proposed treaty of commerce with the Crown of Russia, agreed yesterday, was signed, as also a letter, for enclosing the same to the Duke of Newcastle.

Presents to Governors.

The letter from the Duke of Newcastle, enclosing two addresses from the House of Commons, the first relating to laws made, manufactures set up and trade carried on in the plantations, and the second requiring copies of several instructions, which have been given by Her late Majesty, His late Majesty and His present Majesty to the several Governors of his colonies in America, relating to the taking or not taking any sums of money by way of present or salary from the inhabitants thereof, read the 8th instant, being again considered, their Lordships gave directions for preparing a list of the said instructions to be laid before the Board.

The report, relating to the settlement of Swiss protestants in South Carolina, agreed yesterday, was signed.

North Carolina.

Letter from the Governor, with papers.

A letter from Captain Burrington, Governor of North Carolina, dated the 4th of September last, was read, and the papers, therein referred to, were laid before the Board, viz:—
Mr. Porter's reasons against Governor Burrington's appointing members of the Council in North Carolina, whilst seven remain.
Copy of a letter from Mr. Byrd, of Virginia, to Captain Burrington, Governor of North Carolina, dated the 20th of July, 1731, relating to the nature and fertility of the lands in North Carolina.

North and South Carolina.

Indian war to be prevented.

Their Lordships then gave directions for preparing the draught of a letter to the Duke of Newcastle, to desire he will move the King for orders to be sent to the Governors of North and South Carolina to use all possible precaution to prevent an Indian war, as apprehended by Captain Burrington in his aforementioned letter.

North Carolina.

Letter to the Governor for an explanation of his letter,

Directions were also given for preparing the draughts of letters to Colonel Johnson and Captain Burrington for the same purpose, as also another draught of a letter to Captain Burrington, for a distinct explanation of that part of his letter, of the 4th of September last, which relates to a gentleman in Hannover Square.

North and South Carolina.

Letters to the Duke of Newcastle and the Governors.

Indians attack.

The draughts of letters to the Duke of Newcastle, Colonel Johnson and Captain Burrington, ordered likewise to be prepared at the last meeting, in relation to the apprehension of Captain Burrington of an attack from the Indians of South Carolina on those of North Carolina, were agreed.

Letter to Colonel Cosby,

Ordered that the draught of a letter to Colonel Cosby, Governor of New York and New Jersey, be prepared upon this subject.

The letters to the Duke of Newcastle, Colonel Cosby and Captain Burrington, agreed yesterday, in relation to a suspected attack from the Indians of South Carolina on those of North Carolina, were signed.

Rhode Island.

Letter to the Attorney and Solicitor General.

Queries upon an Act.

Ordered that a letter be wrote to Mr. Attorney and Mr. Solicitor General, to remind them of one wrote the 13th of April last for their answer to queries, and their opinion whether the King has any right to repeal the Act, passed in Rhode Island, for emitting £60,000 in bills of credit.

North Carolina.

Governor's letter considered.

Their Lordships taking again into consideration the letter from Captain Burrington, read the 16th instant, made a progress therein.

Papers from Mr. Porter, Judge of the Admiralty.

A representation and address of Edmond Porter, late of the Council and Judge of the Vice Admiralty Court of North Carolina, were read, as also the following papers, therein referred to:—
Extracts of Minutes of Council and copies of complaints and answers relating to Captain Burrington's suspending Mr. Porter from the Council, and being Judge of the Admiralty in North Carolina.
Mr. Porter's opinion about the appointing of any new Councillor by the Governor whilst there are seven members of Council in the province.
Memorandum made by Mr. Porter concerning the purchase money of lands in North Carolina.

Letters to Mr. Burchet.

And their Lordships gave directions that copies thereof should be sent to Mr. Burchet, to be laid before the Lords of the Admiralty.

Ordered that a letter be wrote to Mr. Porter with copies of such parts of Captain Burrington's letters as relate to him, for his answer thereto.

Ordered that in the next letter to Captain Burrington, copies of the above-mentioned representation, and papers from Mr. Porter, be sent to him for his answer thereto.

North Carolina.

Deed, 2 shillings per 100 acres.

Mr. Shelton, Secretary to the late Lords Proprietors of Carolina, attending, he was desired to give the Board an account of the grand deed from the said Lords Proprietors in 1668, under which the inhabitants pretend a right of paying but 2 shillings per hundred acres for land in North Carolina, which he promised to do accordingly.

The Board then took into consideration the letters from Captain Burrington, mentioned in yesterday's Minutes, and made a progress therein.

Mr. Norris and Mr. Hutchinson, merchants trading to Sweden, attending, presented to the Board their observations on the extracts from Mr. Finch, resident at Sweden, delivered to them the 8th instant, relating to a new imposition laid there on all masters of vessels and their crews, which being read, orders were given for preparing the draught of a report thereupon.

Their Lordships taking again into consideration the memorial from Mr. Shelton, read the 9th instant, praying the Board's recommendation of him to the Crown, a certificate to the Lords of the Treasury was accordingly agreed and signed.

The representation, relating to a new imposition laid in Sweden on all masters of vessels and their crews, ordered to be prepared at the last meeting, was agreed and signed, as also a letter for inclosing the same to the Lord Harrington.

Mr. Browne, Judge of the Admiralty.

A letter from Mr. Browne, Judge of the Admiralty in Pennsylvania, dated the 10th of May, 1732, was read, and the papers, therein referred to, were laid before the Board.

Validity, Proprietors' laws.

Ordered that a letter be writ to Mr. Attorney and Solicitor General for their opinion upon a case and queries, relating to the validity of laws passed in North Carolina in the Lords Proprietors' names, after the purchase of that province by the Crown.
