Letters from the Governor,

A letter from Mr. Belcher, Governor of the Massachusetts Bay and New Hampshire, dated the 29th of October, 1731, was read, and the following letters from him were likewise read, and the papers, therein respectively referred to, were laid before the Board, viz:—

Losses,

The Secretary then laid before the Board the two following memorials:
Memorial of the loss and damage sustained by William Griffith, owner of the brigantine Endeavour, of Antigua, which was taken by the Spaniards in 1727.
Memorial of the loss and damage sustained by Arthur Wilkinson, owner of the sloop, the Anne, taken by the Spaniards in 1727.

Sent to the commissaries.

And orders were given for forwarding the same to the commissaries in Spain.

Letter to the Governor.

The draught of a letter to Mr. Belcher, Governor of the Massachusetts Bay and New Hampshire, ordered yesterday to be prepared, was agreed.

Connecticut.

Letter from the Governor.

Answer agreed.

A letter from Mr. Talcot, Governor of Connecticut, dated the 4th of November, 1731, was read, and an answer thereto was agreed.

Pennsylvania.

Letter from the Deputy Governor, with papers.

A letter from Major Gordon, Deputy Governor of Pennsylvania, dated the 15th of March, 1730–1, was read, and the papers, therein referred to, were laid before the Board, viz:—
Major Gordon's answer to queries.
Copy of a paper drawn up in the year 1718, by Mr. Logan of Pennsylvania, at the request of Sir William Keith, giving an account of the French trade, their routes, and their Indians, from the river St. Laurence to that of Mississippi, behind the British plantations on the continent of America.

And an answer thereto was agreed.

Maryland.

Letter from the Deputy Governor.

A letter from Mr. Calvert, Deputy Governor of Maryland, to the Secretary, dated November the 3rd, 1730, promising his answer to the general queries concerning the state of the province, was read.

Nova Scotia.

Letters from the Lieutenant Governor, with papers.

The following letters from Colonel Armstrong, Lieutenant Governor of Nova Scotia, were read, and the papers, therein respectively referred to, were laid before the Board, viz:—

A letter from him, dated the 5th of October, 1731.
Copy of a grant by Governor Philipps to Joseph Watson and Company of a tract of land in Nova Scotia.
Representation of some of the members of the Council of Nova Scotia to Lieutenant Governor Armstrong, complaining of Major Cosby's being appointed President, though a junior member of that Board.

A letter from him, dated the 16th of November, 1731.

A letter from him, dated the 10th of June, 1732.

Letter to the Governor.

The letter to Mr. Belcher, Governor of the Massachusetts Bay and New Hampshire, agreed the 4th instant, was signed.

Nova Scotia.

Papers considered.

The Board then took into consideration the letters and papers from Colonel Armstrong, Lieutenant Governor of Nova Scotia, read the 5th instant, and made some progress therein.

Letter to the Secretary at War.

Ordered that the draught of a letter be prepared, for inclosing to Sir William Strickland, Secretary at War, the petition of Mr. Adams, one of the Council of Nova Scotia, referred to in Colonel Armstrong's said letters.

October 18. Present:—Earl of Westmorland, Mr. Docminique, Mr. Bladen, Mr. Brudenell.

Trade.

Merchants of Poole's petition.

sent to Mr. Fane.

A petition from the mayor, aldermen, burgesses and merchants of Poole, relating to the Act, passed the last session of Parliament, for encouraging the Greenland fishery, was read; whereupon ordered that the said petition be sent to Mr. Fane.

Antigua.

Part of the Act, Court of Chancery, repealed.

Ordered that the Act, passed at Antigua in June, 1732, for repealing part of an Act, passed there in March, 1715, for constituting a court of Chancery, etc., be sent to Mr. Fane, for his opinion thereupon in point of law.

Nova Scotia.

Letter to the Secretary at war, (Adams petition agreed)

The letter to Sir William Strickland, enclosing the petition of Mr. Adams, one of the Council of Nova Scotia, ordered to be prepared at the last meeting, was agreed.

Nova Scotia.

Adams' petition.

The letter to Sir William Strickland, Secretary at War, inclosing the petition from Mr. Adams, agreed yesterday, was signed.

Colonel Philipps attends.

Colonel Philipps attending, as he had been desired, their Lordships had some discourse with him upon the subject of Colonel Armstrong's letters, read the 5th instant, and the Board resolved to consider them again at the next meeting.

Plantations General.

Circular letter.

Fair hooks of accounts.

An Order of the Committee of Council, dated the 9th instant, directing this Board to write circular letters to all His Majesty's Governors in America, requiring them to pay due obedience to that instruction given to each of them, which relates to their sending over fair books of accounts of all receipts and payments of all money raised in their respective governments, was read, and directions were given for preparing the draught of a circular letter accordingly.

Nova Scotia.

Letter to the Lieutenant Governor.

The draught of a letter to Colonel Armstrong, Lieutenant Governor of Nova Scotia, in answer to those from him, read the 5th instant, was agreed and ordered to be transcribed.

South Carolina.

Letter from Mr. Scrope.

A letter from Mr. Scrope, Secretary to the Lords of the Treasury, dated the 6th instant, was read, and the papers, therein referred to, were laid before the Board, viz:—
A Bill to ascertain the fees of the Surveyor General of South Carolina.
Mr. St. John's letter to the Lords of the Treasury, dated the 6th of April, 1732.
Copy of Mr. St. John's letter to the Governor of South Carolina, dated the 12th of June, 1732.
Copy of Mr. St. John's letter to Mr. H. Walpole, dated the 17th June, 1732.
Mr. H. Walpole's letter to Mr. Scrope about grants of land in South Carolina, dated the 26th September, 1732.

Their Lordships taking into consideration the Act, passed in South Carolina in 1731, for remission of arrears of quit rents, gave directions for preparing the draught of a representation for repealing the same. (fn. 1)
