Friday, August 1. Present:—Lord Monson, Colonel Bladen, Mr. Brudenell.

Jamaica.

Ordered that the draught of a representation to the Lords Justices, for the disallowance of the Act to dissolve the marriage of Edward Manning, Esq., with Elizabeth Moore, mentioned in yesterday's minutes, be prepared.

South Carolina.

Mr. Glen attending, the Board had some discourse with him on the subject of his memorial, transmitted to them in a letter from Mr. Scrope, by order of the Lords Commissioners of the Treasury (as mentioned in the minutes of the 9th of last month), and after he was withdrawn, the Board took the same into consideration, and ordered the draught of a letter to the Lords of the Treasury to be prepared.

New Jersey.

Read a letter to the Secretary from Mr. Carkesse, Secretary to the Commissoners of the Customs, desiring him to acquaint the Board that Mr. William Fraser, collector of the Customs at Salem, in West Jersey, had informed the Commissioners, that one Casper Wester, a Palatine, has lately erected a glass work at that port, and brought it to such perfection as to make glass.

Virginia.

Read a letter from Major Gooch, Lieutenant Governor of Virginia, dated May 26th, 1740, inclosing his speech, and likewise the addresses of the Council in Assembly, and of the House of Burgesses to him.

Maryland.

Pennsylvania.

Connecticut.

Rhode Island.

A report to the Lords of the Committee of Council, enclosing draughts of instructions to the Governors of Maryland, Pennsylvania, Connecticut and Rhode Island, directing that the Act of the 6th of Queen Anne, be punctually observed, and also an instruction to the Governor of Pennsylvania, in relation to the issuing of Bills of Credit, was agreed to, and signed.

Nova Scotia.

The circular letters to the Governors of New York, New Jersey, Nova Scotia, Massachusets Bay and Rhode Island, ordered to be prepared by the minutes of the 24th of last month, relative to the settling the eastern boundaries of his Majesty's colony of Rhode Island, were agreed to, and signed.

Barbados.

Read a letter to the Secretary from Mr. Burchett, Secretary of the Admiralty, dated July 28th, 1740, in answer to one from him, inclosing the extract of a letter from Mr. Byng, Governor of Barbados, to this Board, relating to the different establishments of colours to be borne by ships having letters of marque in the West Indies.

Ordered that the draught of a representation to the Lords Justices be prepared, on this subject.

Wednesday, August 6. Present:—Lord Monson, Colonel Bladen, Sir A. Croft.

Jamaica.

Read a letter from Mr. Trelawney, Governor of Jamaica, to the Board, dated May 30th, 1740, giving his reasons for suspending Mr. Concanen, Attorney General, and Mr. Fuller from the Council, recommending Colonel Benjamin Blake and Mr. Thomas Rodin to be of the Council, and transmitting the two following papers, viz:
Extracts of the minutes of Council, May 3rd, 1740.
Copy of an address from the Assembly to Mr. Trelawney.

Ordered that the said letter and papers lye by, to be reconsidered when application shall be made by the persons suspended.

The Board had under consideration several Acts, passed in Jamaica, mentioned in Mr. John Sharpe the agent's letter, read the 22nd of last month, and made some progress therein. [v. supra. 70.].

Leeward Islands.

A letter to Mr. Matthew, Governor of the Leeward Islands, in answer to such of his as have not yet been answered, was agreed to, and signed.

Jamaica.

A representation to the Lords Justices, proposing the disapprobation of an Act for dissolving the marriage between Edward Manning, Esq., and Elizabeth Moore, mentioned in the minutes of the 1st inst., was agreed to, and signed.

Barbados.

Read a letter from Mr. Byng, Governor of Barbados, dated June 23rd, 1740. Ordered that an extract of that part of it, which relates to the island of Trinidad, be transmitted in a letter to his Grace the Duke of Newcastle, which was accordingly agreed to, and signed.

South Carolina.

A letter to the Lords Commissioners of his Majesty's Treasury, on the subject of Mr. Glen's memorial, mentioned in the minutes of the 1st inst., was agreed to, and signed.

Barbados.

A letter to the Duke of Newcastle, enclosing a representation to the Lords Justices on the subject of Mr. Byng's difficulty, in relation to the flags to be worn by vessels commissioned by him, mentioned in his letter of the 14th May, 1740, read at the Board the 22nd of the last month, was agreed to, and signed.

Virginia.

A letter to Mr. Gooch, Lieutenant Governor of Virginia, in answer to such of his, as have not yet been answered, was agreed to, and signed.

Bermudas.

A letter to Alured Popple, Esq., Governor of Bermudas, in answer to such of his, as have not yet been answered, was agreed to, and signed.

Friday, August 8. Present:—Lord Monson, Colonel Bladen, Mr. Brudenell.

New York.

A letter to George Clarke, Esq., Lieutenant Governor of New York, in answer to such of his, as have not yet been answered, was agreed to, and signed.

Connecticut.

Read an Order of Council, dated 31st July, 1740, directing this Board to prepare the draught of a new commission of review of the disputes between the Mohican Indians and the colony of Connecticut, and to consider of proper persons to be the commissioners therein.

Ordered that the draught of a report upon the said subject be prepared, which was accordingly agreed to, and signed.

Barbados.

A letter to Robert Byng, Esq., Governor of Barbados, in answer to such of his, as have not yet been answered, was agreed to, and signed.

Jamaica.

A letter to Edward Trelawney, Esq., Governor of Jamaica, in answer to such of his, as have not yet been answered, was agreed to, and signed.

Barbados.

Trade.

Read Mr. Fane's report and opinion upon the extract of a letter from Mr. Byng, Governor of Barbados, relating to vessels offending against the Acts of Trade, being seized by his Majesty's ships of war, within the limits of any port in the territories of the respective Governors of his Majesty's plantations in America.

Ordered that a copy of the said report be sent to Mr. Byng, and that a postcript, relative to this affair, be added to the Board's letter to him of the 8th inst., which said postcript being accordingly added, was agreed to, and signed.

Maryland.

Connecticut.

Rhode Island.

Read an order of the Lords Justices in Council, dated August 14th, 1740, directing this Board to write circular letters to the Governors of Maryland, Connecticut and Rhode Island; and to send them a copy of the address of the House of Commons to his Majesty, relating to the passing Acts for issuing paper currency, and admonishing the said Governors to pay all due regard thereto.

Which said circular letters having been prepared, were agreed to, and signed.

Leeward Islands.

Read a letter from General Mathew, Governor of the Leeward Islands, dated June 12th, 1740, transmitting:
Minutes of the Assembly of Antigua, from the 23rd of July, to December 18th, 1739.
Two acts, passed at St. Christophers the 1st of April, 1740.

Massachusetts Bay.

Read an order of the Lords of the Committee of Council, dated July 22nd, 1740, referring to this Board seven Acts, passed in the Province of the Massachusets Bay, in June and July, 1739.

Read also another Order of the Lords of the Committee of Council, dated August 13th, 1740, referring to this Board thirteen Acts, passed in the Province of the Massachusets Bay, in June, 1738.

Bahamas.

Read a letter from Mr. Howell, President of the Council and Commander in chief of the Bahama Islands, dated at New Providence, the 9th of January, 1739/40, transmitting publick papers viz.:
Treasurer's accounts, from Midsummer to Christmas, 1739.
Minutes of Council, from Midsummer to Christmas, 1739.
Four Naval Officers Lists of Shipping, inwards and outwards, from Midsummer to Christmas, 1739.

Ordered that an extract of so much of the said letter, as relates to the want of a station ship, be sent to Mr. Burchett, Secretary to the Lords of the Admiralty, in order to be laid before that Board.

Trade.

Read a letter from his Grace the Duke of Newcastle, dated August 8th, 1740, inclosing a translation of the Treaty of Commerce lately concluded between the king of the two Sicilies and the Ottoman Porte, and desiring the sentiments of the Board how far, and in what manner, any of the stipulations of the said treaty may affect the trade of his Majesty's subjects.

Ordered that a copy of the said translation be transmitted in a letter to the Secretary of the Turkey Company, and that he be desired to communicate the same to the Governor and Company, and to send the Board their sentiments thereon, in writing.

New York.

Read a letter from Mr. Clarke, Lieutenant Governor of New York, dated June 13th, 1740.

Ordered that the Acts, mentioned in this letter, be sent to Mr. Fane, for his opinion thereon, as soon as they arrive.

South Carolina.

Read a letter from Colonel Bull, President of the Council and Commander in Chief of South Carolina, dated June 3rd, 1740, transmitting copies of two letters, one to Mr. Andrews from one of his factors in the Chickasaw Nation, dated the 1st of April, 1740, the other from Mr. Wood, dated at New Windsor, the 22nd of May, 1740, likewise the copy of a letter from Mr. Willy to Capt. Croft, dated at Ohesushies, the 10th of May, 1740.

Ordered that a letter be prepared for transmitting an extract of Mr. Bull's letter to his Grace the Duke of Newcastle, and the said letter being accordingly prepared, was agreed to, and signed.
