Friday, March 1. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Sir John Philips.

Antigua.

Read Mr. Fane's report upon a private Act, passed in the Island of Antigua, the 17th January, 1743–4, entituled, An Act for the Sale of certain Lands and Slaves in that Island, late of George Byam, merchant, deceased, to which Act he has no objection.

Ordered that the draught of a representation to his Majesty's thereupon be prepared.

Trade.

East India.

Read an Order of the Lords of the Committee of Council, dated January 8th, 1744–5, referring to this Board an account of the East India Company's exports from London, between the 29th of September, 1743, and the 29th of September, 1744, to be examined and reported upon.

Tuesday, March 5. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Sir John Philips, Mr. Pitt.

Antigua.

The draught of a representation to his Majesty on an Act, passed in Antigua, mentioned in the minutes of Friday last, having been prepared, as ordered by the said minutes, was laid before the Board, agreed to, transcribed and signed.

New York.

The Board took into consideration an Act, passed at New York, in May, 1742, for regulating the Payment of Quit Rents, together with Mr. Walpole's representation thereupon to the Lords of the Treasury (mentioned in the minutes of the 1st of February), and agreed to consider the same to-morrow morning.

Wednesday, March 6. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Sir John Philips, Mr. Pitt.

New York.

The Board, after having reconsidered the Act of New York, mentioned in the preceding minute, agreed to let it lye by till the Act, passed there the last year for amending the said Act, shall be received.

St. Christophers.

Mr. Paris attending, moved the Board that they would take into consideration two Acts for taxing absentees, passed in St. Christopher's, and mentioned in the minutes of the 28th of last month, and make a representation thereon to his Majesty.

Thursday, March 7. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt.

St. Christophers.

The Board took into consideration the two Acts, passed in St. Christophers, mentioned in the minutes of the 28th of February, and made some progress therein.

Tuesday, March 12. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Sir John Philips, Mr. Pitt.

St. Christophers.

The Board having reconsidered the two Acts, mentioned in the preceding minute, made a further progress therein. Ordered that Mr. Paris be acquainted that the Board desire his attendance here to-morrow morning, in order to have some discourse with him on the subject of the said Acts.

Bermuda.

Read a letter from the Duke of Newcastle, dated the 11th instant, directing the draught of a commission and instructions to be prepared for Mr. William Popple, Esquire, to be Governor and Commander in Chief of the Bermuda or Summer Islands in America, in the room of Alured Popple, Esquire, deceased. Ordered that the said draughts be prepared accordingly.

Wednesday, March 13th. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Sir John Philips, Mr. Pitt.

Christophers.

Mr. Paris attending, as desired by yesterday's minutes, the Board had some discourse with him on the subject of the two Acts, passed in St. Christophers, mentioned in the same minutes; after which they took the said Acts again into consideration, and made a further progress therein.

Ordered that the Secretary acquaint Mr. Douglass, agent for the Island of St. Christopher's, that the Board desire his attendance here on Friday morning next [Friday, March 15th].

Virginia.

Read a letter from Thomas Nelson, junior, Secretary of the Colony of Virginia, inclosing a certificate, dated May 2nd, 1744, of the naturalization of James Porteus, at the General Court of Virginia, according to the directions of the Act of Parliament for that purpose, made in the 13th year of the reign of his present Majesty, king George the Second.

Thursday, March 14. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Sir John Philips, Mr. Pitt.

Virginia.

Read a letter from Colonel Gooch, Lieutenant Governor of Virginia, to the Board, dated November 3rd, 1744, mentioning the death of Mr. Byrd, one of his Majesty's Council there, and recommending the Reverend Mr. William Dawson, President of William and Mary College, and Commisary to the Lord Bishop of London, to supply the next vacancy, transmitting likewise the following papers, viz.:—
Account of his Majesty's revenue of 2s. per hogshead, etc., arising in Virginia, from the 25th of April to the 25th of October, 1744; as also an account of his Majesty's revenue of quit rents, etc., from the 25th April, 1743, to the 25th April, 1744, arising in the Colony of Virginia.
Also, the Governor's speech to the Council and Assembly of Virginia, dated the 4th of September, 1744, together with their addresses to him, and his answer.

Friday, March 15. Present:—Colonel Bladen, Mr. Plumer, Sir John Philips, Mr. Pitt.

St. Christophers.

Mr. Douglass attending, as appointed by the minutes of Wednesday last, the Board, after some discourse had with him, agreed, at his request, and with the consent of Mr. Paris, to postpone the further consideration of the two St. Christophers' Acts, relating to the double-taxing absentees, till Wednesday next [Wednesday, March 20th].

Tuesday, March 19. Present:—Colonel Bladen, Mr. Plumer, Mr. Pitt.

Bermuda.

The draught of a representation to his Majesty, for accompanying the draught of a commission appointing William Popple, Esquire, Governor of the Bermuda or Summer Islands, as likewise the draught of a letter to his Grace the Duke of Newcastle, for inclosing the same, having been laid before the Board, were agreed to, transcribed, and signed.

Virginia.

Read a letter from Colonel Gooch, Lieutenant Governor of Virginia to the Board, dated December 21st, 1744, transmitting:—
A list of the present members of his Majesty's Council there, and of gentlemen fit to succeed to vacancies.
His answer to the queries proposed to him by the Board of Trade.
His observations on the Acts of Assembly, passed in Virginia, October 25th, 1744.
A printed copy of the treaty held with the Indians of the Six Nations at Lancaster, in Pennsylvania, in June, 1744.
Minutes of Council, from the 6th August, 1742, to the 10th September, 1744.
Minutes of Council in Assembly, from the 4th September, 1744, to the 25th October following.
Journal of the House of Burgesses, for the same session, and a printed copy of it.
Forty–six Acts, passed there the 25th October, 1744.

Ordered that the said Acts be sent to Mr. Fane, for his opinion in point of law thereupon.

Wednesday, March 20. Present:—Lord Monson, Colonel Bladen, Mr. Ashe, Mr. Plumer, Sir John Philips, Mr. Pitt.

St. Christophers.

Mr. Douglass, agent for the Island of St. Christophers, and Mr. Paris, solicitor for the absentees, attending, as had been agreed by the minutes of Friday last, the Board, after hearing the memorial of Mr. Douglass read, and the objections of Mr. Paris thereto, resumed the consideration of the two Acts for doubletaxing absentees, passed in St. Christophers, mentioned in several of the preceding minutes, and gave directions for preparing the draught of a representation to his Majesty thereupon.

Thursday, March 21. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt.

St.Christophers.

The draught of a representation to his Majesty upon two Acts of St. Christophers, mentioned in the preceding minute, having been prepared, according to order, the same was taken into consideration, and after some time spent therein, the Board agreed to reconsider it to–morrow.

Virginia.

The Board upon application made by Mr. Athawes, a Virginia merchant, took into consideration an Act, passed in the Colony of Virginia, in June, 1742, entituled, An Act to enable Frances Greenhill to sell and dispose of her Lands and other Estate by Deed or Will, notwithstanding her husband Joseph Greenhill should happen to be living, and for other purposes therein mentioned, and mentioned in the minutes of the 1st March, 1743–4, and ordered the draught of a representation to his Majesty, humbly recommending the disapprobation thereof, to be prepared.

Friday, March 22. Present:—Lord Monson, Colonel Bladen, Mr. Ashe, Mr. Plumer, Mr. Pitt.

Virginia.

The draught of a representation to his Majesty upon a private Act of Virginia, relating to Frances Greenhill, having been prepared, as ordered by the preceding minute of yesterday, was laid before the Board, agreed to, transcribed and signed.

St. Christophers.

The draught of a representation to his Majesty, relating to two Acts passed in St. Christophers, for double-taxing absentees from that Island, mentioned in yesterday's minutes, having been again taken under consideration, the same was agreed to and ordered to be transcribed.

New York.

The Secretary laid before the Board an Act, passed in New York, in September last, entituled, An Act to amend part of an" Act for regulating the Payment of his Majesty's Quit Rents, and for Partition of Lands in order thereto," so far as the same relates to the Partition of Lands.

Ordered that the said Act be sent to Mr. Fane, for his opinion thereupon, in point of law.

Tuesday, March 26. Present:—Lord Monson, Colonel Bladen, Mr. Ashe, Mr. Brudenell, Mr. Plumer, Mr. Pitt.

New Jersey.

Read Mr. Fane's report upon eight Acts, passed at New Jersey, in December, 1743.

At the same time Mr. Paris, attending, moved the Board to take the said Acts into consideration, and made their report thereon to his Majesty, as soon as they can conveniently, to which the Board agreed.

St. Christophers.

The Board being informed that Sir Charles Payne, one of the Councillors of St. Christophers, was dead, the Board directed the draught of a representation to his Majesty to be prepared, recommending Richard Holmes, Esquire, to supply that vacancy, which was accordingly laid before the Board and signed.

Wednesday, March 27. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt.

New York.

The Secretary laid before the Board the following papers, lately received from New York, which were transmitted by the Secretary of the province (without any letter), viz.:—
A list of persons naturalized within the colony of New York, from the 1st December, 1743, to the 1st December, 1744, pursuant to the directions of the Act of Parliament 13° George II.
Printed votes and proceedings of the General Assembly of New York, from July 17th to September 21st, 1744.
Twenty–five Acts, passed at New York, the 1st and 21st of September, 1744, as also a printed copy of them.

St. Christophers.

The draught of a representation to his Majesty upon two Acts, passed in St. Christophers in July and September, 1744, for doubletaxing absentees, agreed to by the minutes of the 22nd instant, having been transcribed, was laid before the Board and signed.

Thursday, March 28. Present:—Lord Monson, Colonel Bladen, Mr. Brudenell, Mr. Plumer.

South Carolina.

Read a letter from Mr. Glen, Governor of South Carolina, to the Board, dated February 2nd, 1744–5, enclosing a copy of his to the Duke of Newcastle, transmitting copies of the papers referred to, viz.:—
Copy of a letter from Mr. Glen, Governor of South Carolina, to the Governor of the Havana, without date.
Copy of a letter from Mr. Glen to the Bishop of Havana, not dated.
Supplement to the South Carolina Gazette, December 3rd, 1744.
Copy of the Emperor of the Cherokees letter to Mr. Glen, October the 10th, 1744.
Copy of Governor Glen's letter to Captains Frankland, Ward, and Hamar, all in Cooper River, dated 7th January, 1744–5.

Massachusetts.

The duplicate of a letter to Mr. Shirley, Governor of the Massachusets Bay, dated the 21st February last, having been laid before the Board for signing, their lordships were pleased to add a postscript with regard to the Governor's issuing of paper money.
