Wednesday, July 3. Present:—Lord Monson, Colonel Bladen, Mr. Brudenell, Mr. Plumer, Mr. Leveson Gower.
Jamaica.
Mr. Sharpe, agent for Jamaica, attending, moved the Board, in the name of Mr. Perrin, to take into consideration his and Mr. Philp's petition relating to royal mines; whereupon it was agreed to consider the same, as soon as conveniently may be; after which Mr. Perrin likewise attended in person, when the Board informed him to the same purpose, and that he should have notice when the affair would come before them.
New Jersey.
The draught of a letter to Mr. Morris, Governor of New Jersey, agreed to, and ordered to be transcribed by the minutes of the last meeting, was laid before the Board and signed.
Barbados.
The draught of an answer to the several letters received from Sir Thomas Robinson, Governor of Barbados, since the Board's last to him, was laid before the Board, and upon some difficulties arising,
Ordered that the Secretary write to Mr. Fane, his Majesty's counsel at law, and to Mr. John Sharpe, agent for Barbados, and inform them, that the Board desires their attendance tomorrow morning, in order to have some discourse with them on the subject of two Acts, passed in Barbados, one entituled, An Act for raising a Levy to put the several Fortifications in the best Order and Condition, etc., passed September, 7th, 1741; the other An Act for the better Establishment of the several Fortifications of this Island, passed the 27th of September, 1715.
Ordered that the Secretary write to Mr. Corbett, Secretary to the Lords of the Admiralty, desiring he would move their lordships to give directions that this Board may have copies of the opinions of three of the Attorneys General, in relation to the impressing seamen in his Majesty's plantations in America, which were sent by their lordships to Sir Thomas Robinson, Governor of Barbados.
Thursday, July 4. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.
Barbados.
Mr. Fane attending, as desired by the minutes of yesterday, the Board, after some discourse had with him on the subject of the two Acts, passed at Barbados, relating to the fortifications of that Island, mentioned in the said minutes, reconsidered the draught of a letter to Sir Thomas Robinson, and made some progress therein.
Friday, July 5. Present:—Lord Monson, Colonel Bladen, Mr. Brudenell, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.
Barbados.
Read a letter from Mr. Corbett, Secretary of the Admiralty, dated the 4th instant, inclosing a copy of the opinion of Sir Edward Northey, Attorney General, and the joint opinion of Sir Dudley Ryder, and Sir John Strange, Attorney and Solicitor General, upon the American Act, as desired by the Secretary of this Board's letter of the 3rd instant, for their information.
New York.
Read an Order of the Lords of the Committee of Council, dated the 28th June, 1745, referring to this Board the memorial of Mr. Clinton, Governor of New York, complaining that, by some mistake, the warrant appointing John Moore, Esquire, of the Council there, is of a prior date to those appointing Peter Warren and Joseph Murray, notwithstanding this Board's representation of them is first dated, by which means the said John Moore has got the precedence in Council; Ordered that the draught of a report be prepared thereupon.
Barbados.
Ordered that an extract of Sir Thomas Robinson's letter of the 24th March last, as far as relates to the works the French have raised upon the Island of Santa Lucia, as also the draught of a letter, for enclosing the same to his Grace the Duke of Newcastle, be prepared.
The Board made a further progress in the consideration of the draught of a letter to Sir Thomas Robinson.

Read a letter from General Mathew, Governor of the Leeward Islands, to the Board, dated at St. Christophers, February 6th, 1744–5, inclosing a state of his Majesty's Councils in those Islands, and transmitting the following public papers, viz.:—
Antigua.
Minutes of Council in Assembly, from the 9th November, 1743, to the 24th April, 1744; from the 8th May to the 17th of October, 1744.
Montserrat.
Minutes of Council, from the 25th of March to the 29th of September, 1744–5.
St. Christophers.
Three Acts, passed at St. Christophers, in November and December, 1744, and January, 1744–5.
An Act, passed at Montserrat, for purchasing lands for intrenchments, dated 26th January, 1744–5.
Barbadoes.
The draught of a letter to his Grace the Duke of Newcastle for inclosing an extract of Sir Thomas Robinson's letter of the 24th of March, 1744, relating to a fort erected at Santa Lucia, having been prepared, was laid before the Board, transcribed and signed.
The draught of a letter to Sir Thomas Robinson, having been reconsidered, was agreed to, and ordered to be transcribed.
Massachusetts.
The draught of an answer to the letters received from Mr. Shirley, Governor of the Massachusets Bay, since the Board's last to him, was laid before the Board, agreed to and ordered to be transcribed.
Jamaica.
Read Mr. Fane's report, dated 8th instant, upon an Act, passed in Jamaica in June, 1744, for Sale of three parcels of Land lying waste and uncultivated, parts of the Estate late of James Rigby Esquire, for payment of his Debts and Legacies, and for preserving the profitable part of his Estate.
Bahama.
Mr. Snow, Secretary and one of the Council of the Bahama

The draught of a letter to Sir Thomas Robinson, Governor of Barbados, agreed to by yesterday's minutes, having been transcribed, was laid before the Board and signed.
Massachusetts.
The draught of the letter to Mr. Shirley, Governor of the Massachusets Bay, agreed to by yesterday's minutes, having been transcribed, was laid before the Board and signed.
New Hampshire.
The draught of an answer to the letter from Mr. Wentworth, since the Board's last to him, was laid before the Board, and some difficulties arising, referred to a reconsideration to–morrow.

New Hampshire.
The draught of a letter to Mr. Wentworth, Governor of New Hampshire, mentioned in yesterday's minutes, having been reconsidered, the Board ordered the Secretary to write to Mr. Tomlinson, agent for the said province, to attend them on Wednesday next [Wednesday, July 17th].
Jamaica.
Read the Act, mentioned in the minutes of Wednesday last, for Sale of three parcells of Land etc., reported upon by Mr. Fane, with no objection, and ordered the draught of a representation to the Lords Justices to be prepared for confirming the same.
Wednesday, July 17th. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.
New York.
Read a letter from Mr. Clinton, Governor of New York, dated May 13th, 1745, giving an account of the death of Mr. Renselaer, and recommending Mr. Stephen Bayard to the Board, to be appointed a Councillor in his room; ordered that the draught of a representation to the Lords Justices be prepared, and the same was accordingly laid before the Board, agreed to, transcribed and signed.
Jamaica.
The draught of a representation to the Lords Justices, for confirming an Act, passed at Jamaica in June, 1744, for Sale of three parcells of Lands, etc., having been prepared, as ordered by the minutes of Friday last, was laid before the Board, agreed to, transcribed and signed.
New Hampshire.
Mr. Tomlinson, agent for New Hampshire, attending, as desired by the minutes of Friday last, the Board, after some discourse had with him, reconsidered the draught of the letter to Mr. Wentworth, and having agreed thereto, ordered the same to be transcribed.
Bahamas.
The draught of an answer to a letter received from Mr. Tinker, Governor of the Bahamas, since the Board's last to him, was laid before the Board, agreed to and ordered to be transcribed. At the same time Mr. Snow, Secretary of the Bahama Islands, attending, laid before the Board the draught of answers drawn up by him to the general queries from this Board to the Governor of the Bahamas.
Thursday, July 18. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.
New Jersey.
The Board took into consideration an Act, passed in New Jersey, in December, 1743, entituled, An Act for ascertaining the Fees to be taken by the several Officers in the Colony of New Jersey, and gave directions to prepare the draught of a representation to their Excellencies the Lords Justices, for disapproving the same.
New Hampshire.
The draught of a letter to Mr. Wentworth, Governor of New Hampshire, agreed to and ordered to be transcribed, by the minutes of yesterday, was laid before the Board and signed.
Bahamas.
The draught of a letter to Mr. Tinker, Governor of the Bahamas, agreed to by yesterday's minutes, and ordered to be transcribed, was laid before the Board and signed.
Friday, July 19. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.
Jamaica.
The Board took into consideration the petition of Messrs. Perrin and Philp in relation to Royal Mines, mentioned in the minutes of the 3rd instant, and ordered the Secretary to write to Mr. Perrin, to desire his attendance at this Board Wednesday next, the 24th instant.
New Jersey.
The draught of a representation to their Excellencies the Lords Justices upon an Act, passed in New Jersey, mentioned in yesterday's minutes, was agreed to and ordered to be transcribed.
Wednesday, July 24. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.
Jamaica.
Mr. Perrin attending, as desired by the preceding minute, together with Mr. John Sharpe, his solicitor, the Board had some discourse with them on the subject of the petition mentioned therein; and some difficulties arising with regard to the prayer of the petition, Mr. Perrin was desired to lay before the Board his proposals in a manner more explicit, and accordingly he and Mr. Sharpe promised to draw up a paper by way of explanation of the said prayer.
Thursday, July 25. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.

Mr. Perrin attending, with Mr. Sharpe, his solicitor, laid before the Board a memorial to serve as an explanation of his and Mr. Philp's petition for Royal Mines, which was read; and the Board, after some discourse had with them on the subject of the same, came to a resolution thereupon, and ordered the draught of a report to be prepared.
New York.
Read a letter from Mr. Clinton, Governor of New York, to the Board, dated June 10th, 1745, giving an account of his having dissolved the Assembly of that province, promising a narrative of their proceedings for his justification therein— further recommending Mr. Bayard to succeed Mr. Renselaer, and inclosing his speech to the Assembly.
New Jersey.
Mr. Paris attending, moved the Board in favour of the Act, passed in New Jersey, mentioned in the Minutes of the 18th instant, entituled, An Act for ascertaining the Fees to be taken by the several Officers in the Colony of New Jersey, and after some discourse had with him, he was desired to give in his reasons by way of memorial, which he promised to do.
Nova Scotia.
Read a letter from Lieutenant Colonel Mascarene to the Board, dated Annapolis Royal, April 29th, 1745, giving an account of his having set about repairing the fort; of his apprehensions of being attacked by the French; and inclosing the minutes of Council of that province. Ordered that the draught of an answer thereto, and to such from him as are yet unanswered, be prepared.
