Tuesday, March 4. Present:—Mr. Brudenell, Mr. Pitt, Mr. Leveson Gower, Mr. Grenville.

Barbados.

Mr. Fane attending, the Board had some discourse with him concerning the Barbados Act, mentioned in the minutes of Wednesday last, when he gave his opinion against repealing the said Act.

Miscellanies.

The Secretary presented to the Board a new Commission under the Great Seal of Great Britain, bearing date the 26th day of February, 1745–6, containing John Lord Monson, Edward Ashe, James Brudenell, Richard Plumer, Robert Herbert, John Pitt and B. Leveson Gower, Commissioners for promoting the Trade of this Kingdom, and appointing James Grenville, in the room of Martin Bladen, Esquire, deceased; and the said Commission having been read, Mr. Grenville took his place at the Board accordingly.

Newfoundland.

Read a letter from Mr. Corbett, Secretary to the Lords Commissioners of the Admiralty, to the Secretary of this Board, dated the 1st instant, signifying that it is their lordships' desire that this Board would direct heads of enquiry to be prepared, relating to the fishery at Newfoundland, for the Flag Officer, who is to command this summer a squadron of his Majesty's ships at Cape Breton and the parts adjacent; and directions were accordingly given for preparing the said heads of enquiry.

Tuesday, March 11. Present:—Lord Monson, Mr. Brudenell, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.

Miscellanies.

Read a letter to the Board from Sir Joseph Ayloffe, Clerk to the Commissioners of Westminster Bridge, dated March 4th, 1745[–6], giving the Board notice to quit possession of the house and buildings now used for their office, on or before Midsummer day next; and that they would direct the payment of £420, being for rent due to the said Commissioners for the said house, from the 7th of July, 1742, to the 7th January last.

Ordered that a copy of the said letter be prepared, and that the Secretary transmit it to the Secretary of the Treasury, to be laid before the Lords of that Board.

Barbados.

Mr. Fane attending (according to his promise on Tuesday last), the Board had some further discourse with him on the subject of the Barbados private Act, therein mentioned, and afterwards, at their desire, he drew up a report signifying that he had considered the said Act, and had no objection thereto, in point of law, which report was read; and directions were given for preparing the draught of a report to the Lords of the Committee thereupon.

South Carolina.

Read a letter to the Secretary from Mr. Fury, agent for South Carolina, dated the 4th instant, inclosing reasons offered and signed by him for the liberty of exporting rice from South Carolina, which reasons were likewise read and taken into consideration by the Board.

Virginia.

The Board, upon application from Mr. Sharpe, took into consideration the Virginia Act, mentioned in the minutes of the 23rd and 27th of January last, entituled, An Act for the Relief of certain Creditors, passed in October, 1744, and ordered the draught of a representation to his Majesty, for confirming the same, to be prepared.

Wednesday, March 12. Present:—Lord Monson, Mr. Brudenell, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.

Virginia.

The draught of a representation to his Majesty, for confirming the Virginia Act, ordered by yesterday's minutes, having been prepared, was laid before the Board, agreed to, transcribed and signed.

Letter from Colonel Gooch, Lieutenant Governor of Virginia, to the Board, dated the 14th of January, 1745–6, acquainting the Board of his not having received any letter from their lordships since his letter, dated December 21st, 1744.

Newfoundland.

The draught of the heads of enquiry relating to the fishery in Newfoundland, having been prepared, as ordered by the minutes of the 4th instant, was laid before the Board, and having been examined and compared with the original, was transcribed, and directions were given that the Secretary send the same inclosed in a letter to Mr. Corbett, Secretary to the Lords of the Admiralty, to be laid before their Lordships.

Thursday, March 13. Present:—Mr. Ashe, Mr. Brudenell, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower, Mr. Grenville.

Trade.

Salt, etc.

Read the copy of a letter to Mr. Corbett, Secretary to the Lords of the Admiralty, from Mr. Thomas Lowndes, dated the 7th instant, upon the goodness and usefullness of his salt, etc., inclosed in a letter to the Secretary of this Board.

Barbados.

The Board took into consideration the draught of a report to the Lords of the Committee, ordered by the minutes of the 11th instant, on the subject of the Barbados private Act, mentioned in the minutes of the 26th February last, and the 11th instant, and after some amendment made therein, agreed to reconsider the said report the first opportunity.

Tuesday, March 18. Present:—Lord Monson, Mr. Brudenell, Mr. Pitt, Mr. Leveson Gower.

Barbados.

Read a letter from Sir Thomas Robinson, Governor of Barbados, dated the 9th of January, 1745–6, containing some remarks on the Assembly's conduct with regard to him; promising to transmit his answer to their complaints against him by the first opportunity; and recommending Edward Lascelles, Esquire, to supply the vacancy in the Council, occasioned by the death of James Dottin, Esquire, eldest member.

South Carolina.

The Board took into consideration the letter from Mr. Fury, mentioned in the minutes of the 11th instant, inclosing reasons offered and signed by him in support of the petition of the legislature of South Carolina, praying a liberty to carry rice directly to any foreign ports, and ordered that a copy of the said reasons be sent to Mr. Wood, Secretary to the Commissioners of the Customs, for their opinion what effect the same may have upon the (fn. 1) said Customs.

Barbados.

The draught of the report to the Lords of the Committee of Council upon the petition of John Price, against a private Act of Barbados, mentioned in the preceding minute, having been again considered, the Board made some further progress therein.

Wednesday, March 19. Present:—Lord Monson, Mr. Brudenell, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.

Barbados.

The draught of a report to the Lords of the Committee of Council, mentioned in the preceding minute, having been reconsidered, was agreed to, and ordered to be transcribed.

New York.

Read a letter from Mr. Clinton, Governor of New York, to the Board, dated the 18th of January, 1745–6, relating to some extraordinary proceedings of the Assembly of that province.

Thursday, March 20. Present:—Lord Monson, Mr. Brudenell, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.

Plantations General.

Read a copy of an Order of Council, dated the 19th February, 1740–1, for allowing liberty of exporting biscuit, beans and oats from Great Britain to the Sugar Islands in America.

Read a copy of an Order of Council, dated February 19th, 1740–1, directing that no corn, grain or other provisions, except rice and fish, be exported from the Sugar Islands to any foreign colony or plantation whatsoever.

St. Christophers.

Read an Act entituled, An Act to amend two Acts herein particularly mentioned, viz.: An Act for the more effectual preventing the exportation of provisions from this Island to any foreign Government, and An Additional Act to An Act, entituled, An Act for the more effectual preventing the exportation of Provisions from this Island to any foreign Government.

Ordered that the said Act be sent to Mr. Fane, for his opinion thereon, in point of law, as soon as possible.

Barbados.

The draught of a report to the Lords of the Committee of Council, upon the petition of John Price against a private Act of Barbados, having been transcribed, as ordered by the minutes of yesterday, was laid before the Board and signed.

Tuesday, March 25. Present:—Lord Monson, Mr. Brudenell, Mr. Plumer, Mr. Pitt, Mr. Herbert.

St. Christophers.

Read Mr. Fane's report upon an Act, passed in St. Christophers, in September, 1745, mentioned in the preceding minute, to which he has no objection, in point of law. Ordered that the draught of a representation to his Majesty, for disallowing the said Act, be prepared, as there is no clause in it for the suspending the execution thereof, until his Majesty's pleasure thereupon shall be known.

Massachusets.

Ordered that the private Act, entituled, An Act to take off the Entail from certain Lands in Ipswich in the County of Essex, late the Estate of John Wainwright Esquire, deceased, and to enable Christian Wainwright, his Relict Widow, to sell the same, passed in the Massachusets Bay, June 18th, 1742, be sent to Mr. Fane, for his opinion thereon, in point of law, as soon as he can conveniently.

Wednesday, March 26. Present:—Lord Monson, Mr. Plumer, Mr. Pitt.

St. Christophers.

The draught of a representation to his Majesty for disallowing the Act passed in St. Christophers in September, 1745, mentioned in yesterday's minutes, having been transcribed, was laid before the Board and signed.
