Tuesday, June 1. Present:—Colonel Bladen, Mr. Plumer, Mr. Keene.

Antigua.

A draught of a letter to General Mathew, Governor of the Leeward Islands (mentioned in the preceding minutes), being transcribed, was signed.

Wednesday, June 2. Present:—Lord Monson, Mr. Plumer, Mr. Keene.

Virginia.

Read a private Act, passed in Virginia, June 11th, 1740, entituled, An Act for docking the intail of certain lands in the county of King William, and vesting the same in Richard Chapman, gentleman, in fee simple, and for settling other lands and slaves of greater value to the same uses.—Read likewise, Mr. Fane's report upon the said Act, dated April 19th, 1742, in which he says, he has no objections to the confirmation of it; and Mr. Athawes, merchant, attending in behalf of the said Richard Chapman, was called in, and the Board, after some discourse with him, ordered a draught of a representation to his Majesty to be prepared, for the confirmation of the said Act.

Trade.

Wool.

Ireland.

Read two letters from Mr. Thomas Lowndes to the Secretary, dated the 1st and 2nd instant, relating to a scheme he has to offer to Parliament for the effectual preventing of the running of wool from Ireland to foreign parts.

Thursday, June 3. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Keene.

Virginia.

The draught of a representation, ordered by yesterday's minutes, having been prepared, was laid before the Board, and the same having been read and agreed to, was ordered to be transcribed, which was accordingly done and signed.

Tuesday, June 15. Present:—Lord Monson, Colonel Bladen, Mr. Ashe, Mr. Brudenell, Mr. Plumer, Mr. Keene.

Miscellanies.

The Secretary laid before the Board an account of the incidental charges of this office, from Midsummer to Michaelmas, 1741, amounting to the sum of £262 18s., and a letter to the Lords of the Treasury, desiring payment thereof, and of the salaries due to the Secretary and under officers for the same time, was agreed to and signed.

Massachusets.

The Board took again into consideration the 13 Acts of the Massachusets Bay, mentioned in the minutes of the 14th of May, and went through the remainder.

Wednesday, June 16. Present:—Lord Monson, Colonel Bladen, Mr. Ashe, Mr. Brudenell, Mr. Plumer, Mr. Keene.

Plantations General.

The Secretary laid before the Board the eight following copies of Orders in Council, transmitted from the Colonial Office the 1st instant, and the titles of the same were read, viz.:—
Antigua.
Copy. Order of Council, dated the 31st of December, 1741, approving a representation of the Board, proposing James Gordon, Esquire, to supply a vacancy in the Council of Antigua, by the death of John Gunthorpe, Esquire.
St. Christophers.
Order in Council, dated the 18th of January, 1741–2, approving a representation of this Board for confirming an Act, passed in the Island of St. Christophers in May, 1740, for the more effectually cleaning and amending the highways in that Island etc.
South Carolina.
Orders in Council, dated the 18th of January, 1741–2, approving a representation of this Board for confirming an Act, passed in South Carolina in December, 1740, for regulating the buildings hereafter to be erected or built in Charles Town etc.
Barbados.
Order in Council, dated the 2nd of February, 1741–2, approving the draught of a commission prepared by this Board for Sir Thomas Robinson, Baronet, appointed Governor of Barbados.
Order in Council, dated the 20th of February, 1741–2, approving the draughts of general instructions, and of instructions for Trade, prepared by this Board for Sir Thomas Robinson, Baronet, appointed Governor of Barbados.
Jamaica.
Order in Council, dated the 20th February, 1741–2, approving a representation of this Board for confirming nine Acts, passed in Jamaica, in the years 1731, 1733, 1736, 1737, and 1738.
Virginia.
Order in Council, dated the 20th February, 1741–2, approving a representation of this Board, for the confirming an Act, passed in the Colony of Virginia, in June, 1740, for docking the intail of certain lands in the county of Charles City, and vesting the same in Philip Lightfoot, Esquire, in fee simple.
Newfoundland.
Copy of an Order in Council, dated the 10th of March, 1741–2, approving the draughts of a commission and instructions, prepared by this Board for John Byng, Esquire, appointed Governor of Newfoundland.

New Jersey.

Read the memorial of Rodrigo Pacheco, praying that the Board would be pleased to report upon an Act, passed in the second year of her late Majesty Queen Anne, November, 1703, entituled, An Act for regulating the purchasing of land from the Indians, in order for its receiving the royal approbation, and the Board, after some discourse thereon, resolved to take the said memorial into further consideration to-morrow morning.

Thursday, June 17. Present:—Lord Monson, Mr. Ashe, Mr. Brudenell, Mr. Plumer, Mr. Keene.

New Jersey.

The Board had again under consideration Mr. Pacheco's memorial, mentioned in the preceding minute, and ordered the secretary to write to him to attend on Wednesday morning next [Wednesday, 23rd June].

South Carolina.

Read two letters from Colonel Bull, Lieutenant Governor of South Carolina, to the Board, dated the 12th of April, 1742, in relation to a French sloop being brought in by a Rhode Island privateer to be condemned as a prize; and also to his appointing James Graeme Judge of the Court of Vice-Admiralty, together with some doubts concerning the power of the Court for the Trial of Pirates.

South and North Carolina.

Read a letter from Mr. McCulloch to the Board, dated at Cape Fear in North Carolina, the 12th of November, 1741, inclosing a representation to their lordships, with an account of his proceedings in North and South Carolina in the execution of his commission, and transmitted to the Board in obedience to his Majesty's instructions, together with the following papers:—
Copy of the memorial of Mr. Henry McCulloch to the Lords Commissioners of his Majesty's Treasury.
Copy of a letter wrote to the Speaker of the Assembly of South Carolina by Mr. McCulloch.
Publick notice addressed to all gentlemen, freeholders, and others whom it may concern.
Proposals of Henry McCulloch, Commissioner of the Quit Rents, with the report of the Committee of the whole House thereon, as agreed to by the House.
Copy of several orders and directions given to the Deputy Auditor and Surveyor General of the Lands, and also to the Secretary and Receiver General of the Quit Rents.
Copy of several resolutions of the Lieutenant Governor and Council of South Carolina, the 3rd April, 1741, in relation to his Majesty's 15th and 16th instructions given by Henry McCulloch in charge to the Surveyor General of the Lands.
Commissioner of the Quit Rents' representation to the Lieutenant Governor of South Carolina in Council, with a declinatory plea annexed, the 8th of April, 1741.
Form of a rent roll delivered [to] the Deputy Auditor General.
The method and form to be observed by the Deputy Auditor and Secretary in making out a particular state of the present possessors of lands in right of grants, patents or warrants.
Observations on the heads of a Bill humbly proposed by Henry McCulloch to his Honour the Lieutenant Governor of South Carolina in Council, to be recommended to the consideration of the Commons House of Assembly of that Province.

Leeward Islands.

Read a letter from General Mathew, Governor of the Leeward Islands, dated March 10th, 1741, inclosing a state of his Majesty's Councils in those Islands at that time, and transmitting several Acts, minutes of Council and other publick papers; as also desiring a copy of the general queries formerly sent to him.

The papers transmitted are as follows, viz.:—
Nevis.
Minutes of the Council and Assembly, from the 10th of January, 1739–40, to the 7th of September, 1741.
St. Christophers.
Minutes of Council, from the 16th of March, 1740–1, to the 16th February, 1741–2.
Minutes of Assembly, from the 5th September, 1740, to the 3rd of March, 1741–2.
Antigua.
Minutes of Council, from the 27th of February, 1740–1, to the 24th of August, 1741.
Minutes of Assembly, from the 30th of December, 1740, to the 17th December, 1741.
Montserrat.
Minutes of Council, from the 3rd of August to the 16th of December, 1741.
Minutes of the Assembly, from the 3rd of August to the 16th of December, 1741.
Antigua.
Three Acts, passed at Antigua in August, 1741, and in January and February, 1741–2.

Ordered that the said Acts be sent to Mr. Fane, for his opinion thereon, in point of law.

Pennsylvania.

Mr. Paris, solicitor for the petitioners of the province of Pennsylvania, attending, was called in, and moved the Board to appoint a day for hearing the merit of the petition referred to them (as mentioned in the minutes of the 24th ultimo), and the Board was accordingly pleased to appoint Thursday next [Thursday, June 24th].

Tuesday, June 22. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Keene.

Massachusets.

The Board gave directions for preparing the draught of a representation to his Majesty upon the thirteen Acts of the province of Massachusets Bay in 1738, mentioned in the minutes of the 15th instant.

Pennsylvania.

Mr. Sharpe, solicitor for the agent of the province of Pennsylvania, and Mr. Paris, solicitor for the petitioners, attending, Mr. Sharpe moved that on Thursday next, the day appointed for hearing the merits of the petition, he might be allowed to attend with counsel, to which the Board agreed.

Wednesday, June 23. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Keene.

New Jersey.

Mr. Pacheco attending, as desired by the minutes of the 17th instant, the Board, after some discourse with him on the subject of his memorial, informed him, that they could not report upon an Act, which they have not the original of in their office, and of which he had only produced an exemplification, which exemplification was, at his request, returned to him.

Bermuda.

The Board had under consideration two Acts, passed in Bermuda, one entituled, An Act for the better regulating Jurors to serve in the several Courts to be held for these Islands, passed March 7th, 1738–9; the other, An Act to lessen the publick charges of these Islands, passed November 10th, 1739, and gave directions for preparing the draught of a representation thereupon to his Majesty.

Thursday, June 24. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Keene.

Pennsylvania.

Mr. Thomas Penn, one of the Proprietors, and a great number of the people called Quakers, were present.

Mr. Paris, solicitor for the petitioners of the province of Pennsylvania, attending, according to appointment the 18th instant, with Mr. Bathurst, his counsel; as also Mr. Sharpe, solicitor for the agent of the said province, with Mr. Hume Campbell, his counsel; an Order of the Lords of the Committee of Council, dated the 19th of February last, referring to this Board a petition from divers merchants and other inhabitants of Pennsylvania, setting forth the defenceless condition of that province, occasioned by the opposition of the Quakers (mentioned in the minutes of the 9th of March last), the said petition and reference were again read; and then the Board heard what Mr. Bathurst had to offer in behalf of the said petitioners, and likewise Mr. Hume Campbell in behalf of the Assembly of Pennsylvania. Then the counsel, etc., being withdrawn, the Board resolved to take the said petition and reference into further consideration to-morrow morning.

Friday, June 25. Present:—Lord Monson, Mr. Bladen, Mr. Plumer.

Bermudas.

The draught of a representation to his Majesty for confirming two Acts of the Island of Bermuda, passed in the year 1739 (mentioned in the minutes of the 23rd instant), having been prepared, as directed, and laid before the Board, was agreed to, transcribed and signed.

Pennsylvania.

The Board had under consideration the petition and reference, relating to the defenceless condition of the province of Pennsylvania, mentioned in yesterday's minute, and made some progress therein.

Tuesday, June 29. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Keene.

Pennsylvania.

The Board had again under consideration the Pennsylvania petition and reference, mentioned in the preceding minutes, and after some time spent therein, gave some directions for preparing the draught of a report thereupon, to the Lords of the Committee of Council.

Massachusets.

The draught of a representation to his Majesty upon the thirteen Acts, passed in the province of Massachusets Bay (mentioned in the minutes of the 22nd instant), having been laid before the Board, was agreed to, and ordered to be transcribed.

Wednesday, June 30. Present:—Lord Monson, Colonel Bladen, Mr. Brudenell, Mr. Plumer.

Jamaica.

Read a letter from Mr. Trelawney, Governor of Jamaica, to the Board, dated April 28th, 1742, acknowledging the receipt of theirs' of the 19th of August, 1741, and transmitting a state of the Council in that island.

Massachusets Bay.

The draught of a representation to his Majesty upon thirteen Acts, passed in the Massachusets Bay in 1738, mentioned in yesterday's minutes, having been transcribed, was laid before the Board and signed.
