Massachusets.

The draught of a letter to Mr. Shirley, Governor of the Massachusetts Bay, mentioned in the preceding minute, having been agreed to, was ordered to be transcribed.

Barbados.

The draught of a letter to Sir Thomas Robinson, Governor of Barbados, having been likewise agreed to, was ordered to be transcribed.

Wednesday, July 6. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Keene.

New York.

Read a letter from Richard Bradley, Esquire, Attorney General of New York, to the Board of Trade, dated there December 8th, 1742, containing further observations on an Act, passed in that province in May, 1742, for regulating the Payment of Quit Rents, and complaining of the Assembly's encroachments on the prerogative of the Crown, etc., and inclosing a duplicate of a former representation upon the same subject, which was read at the Board the 2nd of November last.

New Hampshire.

Read a letter from Mr. Wentworth, Governor of New Hampshire, to the Board, dated at Portsmouth, the 18th of May, 1743, transmitting the following public papers, viz.:—
Receiver General's account of Powder, from 1731 to 1741.
Receiver General's account of Powder, from June, 1742, to 25 March, 1743.
Receiver General's Accounts, from 1737 to 1742, in seven papers.
Naval Officer's Quarterly Accounts of ships and vessels entered and cleared at Piscataway, from the arrival of Governor Wentworth, to Lady Day, 1743.
Journal of the General Assembly of New Hampshire, from the 13th of January, 1741–2, to the 14th December, 1742.
An Act in addition to an Act, entituled, an Act for granting unto his Majesty an Excise on several Liquors made and passed by the General Assembly of this Province in the fifth (fn. 1) Year of his Majesty's Reign, passed April 3rd, 1742.

Massachusets Bay.

The draught of a letter to Mr. Shirley, Governor of the Massachusets Bay, having been transcribed, as ordered by yesterday's minutes, was signed.

Barbados.

The draught of a letter to Sir Thomas Robinson, Governor of Barbados, having been transcribed, as ordered by yesterday's minutes, was signed.

New York.

The draught of a letter to Mr. Clarke, Lieutenant Governor of New York, in answer to one from him of the 29th November last, was laid before the Board, agreed to and signed.

Tuesday, July 12. Present:—Lord Monson, Colonel Bladen, Mr. Plumer.

Jamaica.

Read a letter from Mr. Trelawney, Governor of Jamaica, dated April the 20th, 1743, recommending five gentlemen to supply vacancies in the Council of that Island; and particularly Mr. Hyde (whom he appointed sometime since), and transmitting:—
Naval Office Lists of ships entered and cleared at Port Royal and Kingston, for the quarter ending at Christmas, 1742.

Ordered that the draught of a representation to the Lords Justices be prepared, proposing Edmund Hyde, to be of the Council of Jamaica, in the room of Rose Fuller, Esquire, who has resigned.

Bahamas.

The draught of a letter to Mr. Tinker, Governor of the Bahamas, in answer to those received from him, having been laid before the Board, was likewise agreed to, transcribed and signed.

Virginia.

The draught of a letter to Colonel Gooch, Lieutenant Governor of Virginia, in answer to those received from him, was laid before the Board, agreed to and ordered to be transcribed.

Wednesday, July 13. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Keene.

Virginia.

The draught of a letter to Colonel Gooch, Lieutenant Governor of Virginia, mentioned in the preceding minute, having been transcribed, was signed.

Jamaica.

The draught of a representation to the Lords Justices, ordered by yesterday's minutes, proposing Edmund Hyde, Esquire, to be of the Council of Jamaica, having been laid before the Board, was agreed to and signed.

Bahamas.

The draught of a letter to his Grace the Duke of Newcastle for enclosing a copy of the list of the names and qualities of the English prisoners, inclosed in Governor Tinker's letter, dated 21st March, 1742–3 (ordered by the minutes of the 22nd of June last), was laid before the Board, agreed to and signed.

New Hampshire.

The draught of a letter to Mr. Wentworth, Governor of New Hampshire, in answer to those received from him, was laid before the Board, agreed to and ordered to be transcribed.

South Carolina.

The draught of a letter to Colonel Bull, Lieutenant Governor of South Carolina, in answer to those received from him, was laid before the Board, agreed to, and likewise ordered to be transcribed.

Georgia.

Ordered that the Secretary write to the Secretary of the Trustees for establishing the Colony of Georgia in America, and transmit for their consideration the
Extract of affairs relating to Mr. William Stirling, of South Carolina; of his being detained and imprisoned by General Oglethorpe in Georgia.
which was transmitted with Colonel Bull's letter, dated 16th March, 1742–3, and read the 7th of June last. [Vide supra, fos. 65, 67.]

South Carolina.

The draught of a letter to Colonel Bull, Lieutenant Governor of South Carolina, ordered by yesterday's minutes to be transcribed, was laid before the Board and signed.

New Hampshire.

The draught of a letter to Mr. Wentworth, Governor of New Hampshire, ordered by yesterday's minutes to be transcribed, was likewise laid before the Board and signed.

Nova Scotia.

The draught of a letter to Major Paul Mascarene, President of the Council and Commander in Chief of Nova Scotia, in answer to those received from him, was laid before the Board, agreed to and ordered to be transcribed.

Thursday, July 21. Present:—Lord Monson, Mr. Plumer, Mr. Keene.

Massachusets.

Read an Order of Council, dated 30th June, 1743, directing this Board to prepare the draught of an instruction for Mr. Shirley, Governor of the Massachusets Bay, not to give his assent for the future to any Bill for erecting a new town, or dividing an old one, without a clause inserted therein, for suspending the execution thereof, until his Majesty's pleasure shall be known.

Ordered that the said draught be prepared accordingly.

Trade.

Read a letter from Mr. Wood, Secretary to the Commissioners of his Majesty's Customs, dated July 15th, 1743, with a copy of the Inspector General's leidger of imports and exports for the Year 1737, which was laid before the Board.

South Carolina.

Georgia.

Read a letter from Mr. Martyn, Secretary to the Georgia Trustees, dated the 19th instant, in answer to one from the Secretary of this Board, inclosing some papers received from Colonel Bull, Lieutenant Governor of South Carolina, relating to Mr. William Stirling, military officer in the service of that province, being detained and imprisoned by General Oglethorpe in Georgia.

Miscellanies.

The Secretary laid before the Board an account of the incidental charges of this Office, from Midsummer, to Michaelmas, 1742, amounting in the whole to the sum of 258l. 14s. 5d.; and a letter to the Lords of the Treasury, desiring payment thereof, and of the salaries due to the Secretary and under officers for the same time, was agreed to and signed.

Virginia.

Read a letter from Colonel Gooch, Lieutenant Governor of Virginia, to the Board, dated May the 10th, 1743, recommending Mr. John Lewis to supply the vacancy in the Council there, made by the death of James Blair, Esquire.

Ordered that the draught of a postscript, in answer to the said letter, be prepared, and added to the Board's last letter to Colonel Gooch.

Ordered likewise that the draught of a representation to their Excellencies, the Lords Justices, be prepared, recommending William Fairfax, Esquire, to supply the abovementioned vacancy in the Council of Virginia.

Friday, July 22. Present:—Lord Monson, Mr. Plumer, Colonel Bladen.

Jamaica.

Read a letter from Mr. Trelawney, Governor of Jamaica, to the Board, dated May 11th, 1743, inclosing a copy of a minute of the Court of Appeals, of the same date, relating to the cause 'Philp versus Doe' ex dim[issione] Crawford et al[iorum], and praying for a copy of a petition to the King in Council, therein mentioned.

Ordered that a postscript, in answer to the said letter, be prepared, and added to the Board's last letter to the Governor, which was accordingly done and signed.

Nova Scotia.

The draught of a letter to Major Paul Mascarene, having been transcribed, as ordered by the minutes of the 14th instant, was laid before the Board and signed.

North and South Carolina.

The draught of a letter to Mr. McCulloch, Commissioner of his Majesty's Quit Rent in North and South Carolina, from the Secretary of this Board, in answer to those the Board has received from him, was laid before the Board, and ordered to be transcribed and sent.

New Hampshire.

Read the memorial of Colonel David Dunbar, inclosing copies of letters received from his deputies in New England, with an account of masts, yards and bowsprits sent home, and remaining there, provided for his Majesty's service, and referred the consideration thereof to another opportunity.

Virginia.

The draught of a representation to their Excellencies, the Lords Justices, proposing William Fairfax, Esquire, to be of the Council of Virginia, in the room of James Blair, Esquire, deceased, having been prepared, as ordered by yesterday's minutes, the same was agreed to, and signed, as was also the postscript to the Board's last letters to Colonel Gooch, ordered likewise by the minutes of yesterday.

Leeward Islands.

The Board, taking into consideration the draught of a letter to General Mathew, in answer to those received from him, ordered that the Secretary write to Mr. Martin, agent for Antigua, and to Mr. Paris, and desire their attendance on Wednesday morning next [Wednesday, July 27th], in order to have some discourse with them on the subject of his last letter, relating to some Acts lately passed in Antigua, laying double taxes upon such gentlemen as are absent from that Island. [Vide Journal, November 26th, 1742.]

The Secretary laid before the Board the thirteen following Orders of Council, transmitted from the Council Office, the 14th and 26th of this instant July, and the titles of the same were read, viz.:—

Copy of an Order in Council, dated the 23rd of March, 1742–3, approving a representation from this Board to his Majesty, proposing Samuel Crooke, Esquire, to supply a vacancy, in the Council of St. Christophers, by the resignation of John Mills, Esquire.
Antigua.
Copy of an Order of Council, dated the 2nd June, 1743, approving a representation from this Board to his Majesty, proposing John Yeamans, Esquire, to supply a vacancy in the Council of Antigua, by the death of Valentine Morris, Esquire.
Copy of an Order of Council, dated the 30th of June, 1743, approving a representation of this Board to the Lords Justices, proposing Daniel Mathew, Esquire, to supply a vacancy in the Council of Antigua, by the resignation of John Vernon, Esquire.
New Hampshire.
Copy of an Order in Council, dated 23rd March, 1742–3, approving a representation from this Board to his Majesty upon an Act, passed in the province of New Hampshire, in April, 1742, entitled, An Act for granting unto his Majesty the sum of £250 Proclamation Money, or in Bills of Credit on this Province equivalent thereunto, towards the support of his Governor here.
Copy of an Order of Council, dated the 2nd of June, 1743, approving a representation from this Board to his Majesty, upon three Acts, passed in the province of New Hampshire, in April, 1742.
Barbados.
Copy of an Order of Council, dated the 25th April, 1743, approving a representation from this Board to his Majesty upon an Act, passed at Barbados, in August, 1742, for defraying the expences the President had been at, in the exercise of the Government of that Island.
Bermuda.
Copy of an Order of Council, dated the 2nd of June, 1743, approving a representation from this Board to his Majesty, upon three Acts, passed at Bermudas, in 1738.
Pennsylvania.
Copy of an Order of Council, dated the 30th June, 1743, approving the draught of an additional instruction, prepared by this Board, for Colonel Thomas, Deputy Governor of Pennsylvania, directing him to lay before his Majesty what he apprehends may be necessary for the security of that province.
Massachusets.
Copy of an Order in Council, dated the 30th of June, 1743, approving a report of this Board to the Lords of the Committee of Council, upon ten Acts, passed in the province of the Massachusets Bay, in 1739.
Copy of an Order of Council, dated the 30th June, 1743, approving a report of this Board to the Lords of the Committee of Council, upon two Acts, passed in the Massachusets Bay, in January, 1741.
Copy of an Order of Council, dated the 30th of June, 1743, approving the draught of an instruction, prepared by this Board, for Mr. Shirley, Governor of the Massachusets Bay, empowering him to give his assent to a Bill for emitting £8,000 extraordinary in Bills of Credit.
Copy of an Order of Council, dated the 30th of June, 1743, directing a supply of ordnance stores to be sent to the province of Massachusets Bay, on condition the agent of the province pay to Office of Ordnance an old arrear of £500.
Copy of an Order of Council, dated the 30th of June, 1743, directing the Governor of the Massachusets Bay to take care of the ordnance and stores, and that they be not expended, but on proper occasions.

New Hampshire.

The Secretary likewise laid before the Board the two following papers, viz.:—
Naval Officer's list of ships and vessels that have entered inwards at the Port of Piscataqua in New Hampshire, between the 24th of June, 1742, and the 29th of September following, being the quarter ended at Michaelmas, 1742.
Naval Officer's list of ships and vessels that have cleared outwards at the Port of Piscataqua in New Hampshire, between the 24th of June, 1742, and the 29th of September following, being the quarter ended at Michaelmas, 1742.

Massachusets.

The draught of an instruction to Mr. Shirley, Governor of the Massachusets Bay (ordered to be prepared by the minutes of the 21st instant), was laid before the Board, and agreed to; and a representation to the Lords Justices, for enclosing the same, was also laid before the Board, agreed to and signed.

Leeward Islands.

Mr. Paris, solicitor for the petitioners, and Mr. John Sharpe, in the absence of Mr. Martin, agent for the Governor of the Leeward Islands, attending, the Board had some discourse with them, concerning some Acts of Antigua for taxing absentees, in a different proportion from other persons, mentioned in yesterday's minutes, and then agreed to the draught of a letter, in answer to those received from General Mathew, since the Board's last to him, and the same having been transcribed, was signed.
