MEMORANDUM, quod hodierno die, videlicet, primo die Augusti, Anno Regni Serenissimi Domini nostri Caroli Secundi, Dei Gratiâ, Angliæ, Scotiæ, Franc. & Hib. Regis, Fidei Defensoris, &c. Septimo Decimo, in quem diem prorogat. fuerat hoc præsens Parliamentum, convenere Domini tam Spirituales quam Temporales quorum Nomina subscribuntur:

E. Anglesey chose Speaker.

The Lord Chancellor being absent, and no Person being commissionated from His Majesty to be Speaker of the House; the Earl of Anglesey was by the Lords named to sit as Speaker this Day.


Ld. G. Chamberlain's Absence excused.

The Duke of Albemarle acquainted the House, "That the Lord Great Chamberlain of England, being not well, desired to be excused for his Absence."

And was excused accordingly.

Then the Duke of Albemarle made it known to the House, "That the King having conferred the Honour of Earldom upon the Lord Craven, his Lordship was ready in the Lobby; and desired that he might be introducted, to take his Place as Earl."

E. Craven introduced.

Hereupon the Duke of Albemarle, by Appointment of the House, in the Absence of the Lord Great Chamberlain, introduced the Earl of Craven, being conducted between the Earl of Lyncolne and the Earl of Newport, Garter King at Arms his Deputy going before them, carrying the Letters Patents; which being presented to the Speaker, but not read publicly, the aforesaid Lords led the Earl of Craven to his Place as Earl.

Then the House adjourned during Pleasure, that the Peers might put on their Robes.

The House being resumed;

Message to H. C. to come and hear the Commission read.

The Gentleman Usher of the Black Rod, by Command of the House, went to desire the House of Commons would come up, with their Speaker, to be present at the Prorogation of the Parliament, by virtue of His Majesty's Commission under the Great Seal of England.

The Commons being come, with their Speaker; the Clerk of the Crown's Deputy presented His Majesty's Commission to the Earl of Anglesey as Speaker (who was now placed on a Form, betwixt the State and the Woolsack, between the Archbishop of Cant. and the Duke of Albemarle), who delivering it to the Clerk of the Parliaments Deputy, it was publicly read; the Tenor whereof followeth:

Commission to prorogue the Parliament.

Octavo die Maii, Anno Regni Nostri Tertio Decimo, inchoari et teneri ordinavimus, À quo die idem præsens Parliamentum Nostrum per separales Prorogationes usque ad et in Vicesimum Primum diem Junii ult. præterit. continuatum fuerat, eodemque die idem Parliamentum Nostrum usque ad et in instantem Primum diem Augusti prorogatum fuerat, ibidem tunc tenendum & prosequendum: Sciatis tamen, quod, certis urgentibus Causis & Considerationibus Nos specialiter moventibus, idem Parliamentum Nostrum ulteriùs prorogandum duximus. De Fidelitate igitur, Prudentiâ, & Circumspectione, vestris plurimùm confidentes, de Avisamento & Assensu Consilii Nostri, assignavimus vos Commissionarios Nostros, dantes vobis, & aliquibus Tribus vel pluribus vestrum, Tenore præsentium, plenam Potestatem & Auctoritatem, hoc instante die Martis, ad præsens Parliamentum Nostrum, Nomine Nostro, ad & in Tertium diem Octobris jam proxime futuri, usque prædictam Civitatem Westm. prorogandum & continuandum, ibidemque tunc tenendum & prosequendum. Et ideo vobis mandamus, quod (fn. 1) circa præmissa diligenter intendatis, ac ea in Formâ prædictâ effectualiter expleatis. Damus autem universis & singulis Archiepiscopis, Ducibus, Marchionibus, Comitibus, Vicecomitibus, Episcopis, Baronibus, Militibus, Civibus, & Burgensibus, ac omnibus aliis quorum interest ad dictum Parliamentum Nostrum conventuris, Tenore præsentium, firmiter in Mandatis, quod vobis in præmissis faciend. agend. & exequend. pareant, obediant, & intendant, prout decet. In cujus Rei Testimonium, has Literas Nostras fieri fecimus Patentes.
