L. Maynard's Bill.

The Lord Viscount Stafford reported, "That the Committee hath considered the Bill for rectifying a Mistake in a general Settlement of the Lord Maynard's Estate upon the Marriage of his Son; and having heard all Parties concerned, the Lords have thought fit to make some small Alterations therein, which are offered to the Consideration of the House."

The said Amendments, being read Twice, were Agreed to; and ordered the said Bill should be engrossed, with the said Alterations.

Squib's Bill.

Hodie 1a vice lecta est Billa, "An Act to enable the Sale of certain Lands, in Winterborne Whitchurch, in the County of Dorset, lately belonging to Laurance Squib Esquire, deceased."

Church Rates and Small Tithes Bill.

L. Grey takes his Seat.

This Day Ford Grey Chevalier sat first in Parliament as a Peer, by virtue of His Majesty's Writ of Summons, dated the Tenth Day of February, in the Twenty-ninth Year of the Reign of our Sovereign Lord King Charles the Second, upon the Death of Ralph Lord Grey de Warke.

Tobacco Pipemaking Bill.

ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That His Majesty be humbly moved, from this House, "That He would be pleased to direct the Lord Archbishop of Canterbury and the Lord Archbishop of Yorke, That the Convocation of the Clergy may meet frequently; and that Writs may issue out, for supplying the Places of such Members of the Convocation as are dead or removed; and that when they are (fn. 1) met, they do make unto the King's Majesty such Representations as may be for the Safety of the Religion established."

Their Lordships, or any Five of them; to meet on Tuesday next, at Three of the Clock in the Afternoon, in the Prince's Lodgings; and to adjourn themselves as they please.

Heads for securing the Protestant Religion.

It was moved, "That the House might be put into a Committee, to consider further of that Part of His Majesty's Speech for securing the Protestant Religion, in regard some of the Heads agreed upon Yesterday are not so clear as the Judges desire, for their Direction in drawing up the Bills."

Hereupon the House was adjourned into a Committee during Pleasure.

The House being resumed;

The Earl of Bridgwater reported, "That the Committee had been in further Consideration of securing the Protestant Religion, and have agreed on some Particulars to be added to the Heads delivered to the Judges for preparing Bills thereupon."

The Particulars were read, as follow:

"That all Papists be appointed by a Day certain to register themselves.

"That this Register be a Conviction of Recusants.

"That they who do not register themselves shall have the Test in the Act for preventing of the Dangers which may happen from Popish Recusants offered to them, by a Lord Lieutenant, a Deputy Lieutenant, or a Justice of the Peace; the Refusal of which to be a Conviction.

"The Relaxation of Laws to Persons convicted by registering themselves, to extend to none but Laypersons; nor to give them any Power or Ability to bear any Office of Trust, Civil or Military, other than chargeable Offices; which they are not to execute, but to fine for.

"That they be not Guardians to Children, nor be Executors, nor come into His Majesty's Court without License.

"That Provision be had, to avoid secret Trusts made by Convicted Papists, to the frustrating of the Law.

"That a Blank be brought in, for a Pecuniary Penalty upon Papists convicted by registering themselves; to be employed towards maintaining such poor Papists as shall turn to the Protestant Religion.

"That, if any registered Papists go about to pervert others to their Religion, all Benefit of this Law to be lost, and the Penalties of former Laws to fall on them.

"Protestants revolting after this Law to have no Benefit by it; but a further Punishment to be inflicted than is already provided by former Laws.

"That, as to the First Head agreed on Yesterday, concerning the Education of the King's Children, it be construed to be the Children of such a Prince as shall be pleased to refuse an Oath (to be prepared by Act of Parliament) to be tendered to Him within after the Crown shall devolve to Him; and that, for supplying all Vacancies of the Bishoprics, the Bishops of the respective Provinces shall present the Names of Three Persons to such Prince, out of which He is to name One; which if He please not to do, the First of the Three presented shall fill up the vacant Dignity.

"That a Penalty shall be provided, to be laid on the Bishops that shall refuse or omit to tender the said Test to such a Successor of the Crown, or to present such Persons as aforesaid for the supplying of vacant Dignities."

Bills to secure the Protestant Religion.

ORDERED, That this House agrees with the Committee in these additional Heads, and orders the same accordingly.

ORDERED, That the Lord Chief Justice of the Court of King's Bench, the Lord Chief Justice of the Court of Common Pleas, and the Lord Chief Baron of the Court of Exchequer, have hereby Power given them to insert such general Clauses into the Bills to be prepared by them, as may best suit to the Ends intended by the Directions öf this House given to them.
