PRAYERS.
Orders, &c. of this House, Copies of Records and Acts of Parliament, not chargeable by the Act for granting Stamp Duties.
The House, pursuant to the Order Yesterday, took into Consideration, "Whether the Orders and Proceedings of this House, and Copies of their Records, and of Acts of Parliament, are chargeable within the Act for granting to Their Majesties several Duties upon Vellum, Parchment, and Paper, for Four Years, towards carrying on the War against France."
And, after Debate thereupon, this Question was put,
"Whether any Question shall be asked the Judges, upon the Subject-matter of the present Debate?"
It was Resolved in the Affirmative.
Then this Question was asked the Judges,
Whether the Clerks of this House are liable to the Penalties of the said Act, if they issued out Orders and other Proceedings as formerly?"
And, after hearing the Judges thereupon, this House was of Opinion, That the Clerks of this House are not liable to any the Penalties in the Act (for granting to Their Majesties several Duties upon Vellum, Parchment, and Paper, for Four Years, towards carrying on the War against France), if they issue the Orders and Proceedings of this House, and Copies of Records and of Acts of Parliament, as they usually did before the making of the said Act.
