A Message from the House of Commons, by Sir Charles Barrington and others:

Who brought up a Bill, intituled, "An Act for Sale of the Manor of Downham, in the County of Essex (the Estate of Sir Francis Andrews); and for buying and settling other Lands to the same Uses;" to which they desire the Concurrence of this House.

Defective Titles, &c. Bill for the Quiet of the Subject against:

Whereas this Day was appointed for the Second Reading of the Bill, intituled, "An Act for the general Quiet of the Subject against all Pretences of Concealments, Encroachments, or other defective Titles:"

Holmes versus Peacock.

Upon reading the Petition and Appeal of Thomas Holmes Esquire, from a Decree made in His Majesty's High Court of Chancery in Ireland, the Second Day of December last, and other Proceedings there, on the Behalf of James Peacock:

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said James Peacock may have a Copy of the said Petition; and shall and he is hereby required to put in his Answer thereunto, in Writing, on Monday, the Third Day of April next, at Ten of the Clock in the Forenoon; and that, in the mean Time, all Proceedings in the said Cause be stayed.

Dighton versus Greenville, in Error.

Upon reading the Petition of Christopher Dighton Gentleman; shewing, "That there is a Writ of Error depending in this House, to which Bernard Greenville Esquire is Defendant, whereupon Errors are assigned;" and praying, "that a short Day may be appointed for the said Barnard Greenville to join Issue thereupon:"

The Earl of Stamford reported from the Lords Committees, the Bill, intituled, "An Act to naturalize Isaac Gouyquett D' St. Eloy," as fit to pass, without any Amendment.

The House being informed, "That the Indictment found against Edward Earl of Warwick and Holland was returned into this House;" the following Orders were made; (videlicet,)

State of the Navy, Report of.

The Earl of Rochester reported from the Lords Committees, appointed to consider of the List of the Ships the Royal Navy is composed of, and in what Condition they are in as to Repair:

Estimate of Expences for repairing Ships.

"That their Lordships have taken into their Consideration, an Estimate of the Charge of putting that Part of His Majesty's Fleet into Repair, which is now out of Repair, which they received from the Commissioners of the Admiralty, amounting to Four Hundred Thirty-nine Thousand Five Hundred Pounds, Fifteen Shillings, and Eight Pence; of which, what may be repaired before Lady Day 1700, would amount to the Sum of One Hundred Sixty-six Thousand Seven Hundred Thirty-two Pounds, (fn. 1) Two Shillings, and Ten Pence, if the said Sum may be furnished within that Time; and consists in the Particulars following:

Estimate of Expence of repairing Forts, &c.

"And also, that their Lordships have taken into their Consideration, an Estimate of what is necessary to be done towards the Security of His Majesty's Navy in the Rivers and Ports hereafter following, amounting in the Whole to the Sum of Eighty seven Thousand Seven Hundred Pounds; which Works may be finished within the Year 1699, if the said Sum shall be furnished:

Committee to prepare an Address about them.

Lords Committees appointed to draw an Address to be presented to His Majesty, upon the Report made this Day from the Lords Committees appointed to consider of the Estimate of the Work and Repairs necessary to be done at the several Forts and Batteries upon the River Medway and other Forts; and also of the List of the Ships the Royal Navy is composed of, and in what Condition they are as to Repair; and report to the House:
