A Message was sent to the House of Commons, by Sir Robert Legard and Mr. Dormer:

A Message was brought from the House of Commons, by Sir Robert Davers and others:

To return the Bill, intituled, "An Act to repeal the Act of the Third and Fourth Year of Her Majesty's Reign, intituled, An Act for prohibiting all Trade and Commerce with France, so far as it relates to the prohibiting the Importation of French Wines;" and to acquaint this House, that they have agreed to their Lordships Amendments made thereto.

A Message was also brought from the House of Commons, by Mr. Pitt and others:

To return the Bill, intituled, "An Act to vest the Manor, or reputed Manor, of Wadborough, alias Wadberrow, in the County of Worcester, and other Lands there, which came to the Right Honourable Other Earl of Plimouth by his Mother, in Trustees, to be sold, for raising more Money, to pay off Debts charged upon his Paternal Estate, and for other Purposes," and to acquaint this House, that they have agreed to the same, without any Amendment.

American Pine Trees, for Preservation of, Bill.

Whereas this Day was appointed for the House to be in a Committee, upon the Bill for the Preservation of White and other Pine Trees, growing in Her Majesty's Colonies, for the masting Her Majesty's Navy:

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That this House shall be put into a Committee on the said Bill, on Thursday next, at Twelve a Clock.

Naval Stores, Account of the Importation of, to be brought in.

Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the Commissioners of Trade and Plantations do, on Thursday next, at Eleven a Clock, lay before this House an Account, in Writing, of what hath been done, pursuant to the late Acts of Parliament, for encouraging the bringing into this Kingdom Naval Stores.

Bills passed by Commission.

The Lord Keeper acquainted the House, "That Her Majesty had been pleased to grant a Commission to the Lord Archbishop of Canterbury, and other Lords, for declaring Her Royal Assent to several Acts therein mentioned."

The House was adjourned during Pleasure, to robe.

The House was resumed.

Then Five of the Lords Commissioners, in their Robes, being seated on a Form placed between the Throne and the Woolsack; the Lord Keeper in the Middle; the Lord President and Lord Chamberlain on his Right Hand; and the Lord Steward and Duke of Ormonde on his Left; commanded the Gentleman Usher of the Black Rod to go to the House of Commons, and desire their Attendance, presently, in the House of Peers.

Who being come, with their Speaker;

The Lord Keeper said,

"My Lords, and Gentlemen of the House of Commons,

"Her Majesty, not thinking fit to be Personally present here at this Time, has been pleased to cause Her Letters Patents to be issued under Her Great Seal, and hath thereby given Her Royal Assent to several Acts therein mentioned, which have passed both Houses; and, by Her said Letters Patents, hath commanded us, in Her Absence, to declare and notify Her Royal Assent to the said Acts in this House, in the Presence of you the Lords and Commons here to be assembled for that Purpose; which Letters Patents we desire may be read."

And the same was accordingly read, by the Clerk, as follows; (videlicet,)

To Our Right Trusty and Right Well-beloved the Lords Spiritual and Temporal, and to Our Trusty and Well-beloved the Knights, Citizens, and Burgesses, and the Commissioners for Shires and Boroughs, of the House of Commons, in this present Parliament assembled, Greeting. Whereas We have seen, and perfectly understood, divers and sundry Acts, agreed and accorded on by you Our Loving Subjects the Lords Spiritual and Temporal and the Commons in this Our present Parliament assembled, and endorsed by you, as hath been accustomed, the Titles and Names of which Acts hereafter do particularly ensue; (that is to say,) "An Act for enabling and obliging the Bank of England, for the Time therein mentioned, to exchange all Exchequer Bills for ready Money, upon Demand; and to disable any Person to be Governor, Deputy Governor, or Director of the Bank of England, and a Director of the East India Company at the same Time:" "An Act to repeal the Act, of the Third and Fourth Year of Her Majesty's Reign, intituled, An Act for prohibiting all Trade and Commerce with France, so far as it relates to the prohibiting the Importation of French Wines:" "An Act for ratifying several Purchases lately made with the Public Stock of the County of Devon; yet nevertheless the same are not of Force and Effect in the Law, without Our Royal Assent given and put to the said Acts: And forasmuch as, for divers great and urgent Causes and Considerations, We cannot conveniently at this present be Personally, in Our Royal Person, in the Higher House of Our said Parliament, being the Place accustomed to give Our Royal Assent to such Acts as have been agreed upon by you Our said Subjects the Lords and Commons, We have therefore caused these Our Letters Patents to be made, and have signed the same; and these Our Letters Patents shall be to every of them a sufficient Warrant in that Behalf: And finally We do declare and will, that, after this Our Royal Assent given and passed by these Presents, and declared and notified as is aforesaid, that then and immediately the said Acts shall be taken, accepted, and admitted, good, sufficient, and perfect Acts of Parliament and Laws, to all Intents, Constructions, and Purposes, and to be put in due Execution accordingly; the Continuance or Dissolution of this Our Parliament, or any other Use, Custom, Thing, or Things, to the contrary thereof, notwithstanding. In Witness whereof, We have caused these Our Letters to be made Patents.

Then the Lord Keeper said,

"In Obedience to Her Majesty's Commands, and by virtue of the Commission which has been now read, we, Five of the Commissioners therein named, do declare and notify to you, the Lords Spiritual and Temporal and Commons in Parliament assembled, That Her Majesty has given Her Royal Assent to the said Acts in the Commission mentioned; and the Clerks are required to pass the same, in the usual Form and Words."

Then the Clerk of the Parliaments received the Bank Bill from the Hands of the Speaker, and brought it to the Table; where the Clerk of the Crown read the Title of that and the other Bills to be passed, as follows; (videlicet,)

An Act for enabling and obliging the Bank of England, for the Time therein mentioned, to exchange all Exchequer Bills for ready Money, upon Demand; and to disable any Person to be Governor, Deputygovernor, or Director, of the Bank of England, and a Director of the East-India Company, at the same Time."

To this Bill the Clerk of the Parliaments pronounced the Royal Assent, in these Words; (videlicet,)

Mugglestone's Bill:

Hodie 3^a vice lecta est Billa, intituled, "An Act for the Sale of certain Lands and Tithes, in the Parish of Tonge, in the County of Leicester, late the Estate of William Mugglestone deceased; and for the Distribution of the Money thereby arising, pursuant to a Settlement made of the said Lands and Tithes by the said William Mugglestone."

The Question was put, "Whether this Bill shall pass?"

It was Resolved in the Affirmative.

Hardres Bill.

The Earl of Clarendon reported from the Lords Committees, to whom the Bill, intituled, "An Act to enable John Hardres Esquire and Anne his Wife to sell certain Lands, in the County of Kent, and for settling of others to the Uses therein mentioned," was committed: "That they had considered the said Bill; and think it fit to pass, with some Amendments."

Which were read Twice, and agreed to; and the Bill ordered to be engrossed, with the said Amendments.

Lyon's Petition, for Recovery of Costs in Scotland.

Upon reading the Petition of Catharine Lyon; shewing That she hath sent into Scotland the Order of this House, of the Four and Twentieth of January last, for dismissing the Appeal of the Lord Kinnard and Elizabeth his Wife, brought against John Riddoch, as Assignee of the Petitioner, by which said Order the said Lord Kinnard and his Lady were required to pay to the said John Riddoch, or the Petitioner, the Sum of Forty Pounds, for her Costs and Charges caused by the said Appeal; and that the said Lady Kinnard, being served therewith, refuseth to obey the same; as by an Affidavit (also read) appears;" and praying the Consideration of the House, and Relief in the Premises:

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the said Petition shall be taken into Consideration on Thursday next, at Twelve a Clock.
