Baldwin's Petition referred to Judges.

Upon reading the Petition of Acton Baldwyn Esquire and Elianor his Wife; praying Leave to bring in a Bill, for Sale of Estates in the Counties of Worcester, Salop, and Radnor, for discharging Incumbrances on an Estate in Staffordshire, and Payment of the Petitioner Acton's Debts, and other Purposes in the Petition mentioned:

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the Consideration of the said Petition shall be, and is hereby, referred to Sir Littleton Powys One of Her Majesty's Justices of the Court of Queen's Bench and Mr. Justice Blencowe; who are forthwith to summon all Parties concerned in the Bill; and, after hearing them, to report to the House the State of the Case, with their Opinion thereupon, under their Hands, and whether all Parties that may be concerned in the Consequences of the Bill have signed the Petition; and also that the Judges, having perused the Bill, do sign the same.

Proceedings on the late Ld. Blantyre's Appeal revived.

The Lord Balmerino reported from the Lords Committees, to whom was referred the Consideration of the Petition of Robert Lord Blantyre; praying the Revival of the Proceedings upon the Appeal of Walter late Lord Blantyre deceased, brought into this House the last Session of Parliament, and to be made a Party to the said Appeal, being Brother and Heir to the said Lord, and came in his Place, as follows; (videlicet,)

"That the Committee have looked into the Journals of this House, in some Cases of this Nature; but, not finding any directly applicable thereunto, are of Opinion, That the Appeal of Walter late Lord Blantyre, brought into this House the last Session of Parliament, may be proceeded on according to the Prayer of the said Petition; and, in order thereunto, that the Respondent to the said Appeal should have such Time given him to answer as this House shall think fit to appoint; and in case he shall not answer by the Time appointed, or shew sufficient Cause why the said Appeal should not be proceeded on, that then this House will proceed to determine as shall be just."

Which Report, being read by the Clerk, was agreed to by the House. And

Ordered, That the said Appeal be proceeded on, according to the Prayer of the said Petition; and that the Respondent to the said Appeal hath hereby Time given him to answer, until Friday the Seventh Day of May next; and in case he shall not answer by that Time, or shew sufficient Cause why the said Appeal should not be proceeded on, that then this House will proceed to determine as shall be just.

Queen to be attended with Address concerning the Pretender, &c.

The Lord Treasurer acquainted the House, "That the Lords with White Staves had (according to Order) waited on Her Majesty, to know what Time Her Majesty would please to appoint, to be attended by this House with an Address; and that Her Majesty had been pleased to appoint Monday next, between One and Two a Clock, at Her Palace of St. James's.

Queen's Answer to Address, concerning Popish Priests.

"And likewise that they had presented to Her Majesty the Address of this House of Yesterday, that Her Majesty will be graciously pleased to issue Her Royal Proclamation, commanding all proper Officers and Magistrates to make diligent Search for and to apprehend all Popish Priests, and to put the Laws in Execution against them; and likewise to inquire after and apprehend all such Persons as have served in Arms against Her Majesty, or Their late Majesties King William and Queen Mary, and who are now within this Kingdom contrary to Law, to the End they may be brought to Justice: And that Her Majesty was pleased to return this Answer, That She would give Order pursuant thereunto."

Queen's Speech, and Protestant Succession, considered:

The Order of the Day being read, for taking into further Consideration Her Majesty's most Gracious Speech; and particularly to consider what farther Security can be provided for the strengthening the Protestant Succession in the House of Hanover:

After Debate, the House came to the following Resolution; (videlicet,)

Rebels not to be received as Public Ministers.

"That no Person, being a natural-born Subject of Great Britain, or within any of the Dominions thereunto belonging, and who having traiterously served in Arms against Her Majesty, ought to be received as a Public Minister, or with any Character, within this Kingdom."

Money distributed to Highlanders in Scotland, Resolution that it was well applied.

Then, it being moved, "That an humble Address be presented to Her Majesty, that Her Majesty will be graciously pleased to order an Accompt to be laid before this House, of what Pensions or Payments have been made to the Highlanders in Scotland for Three Years last past, and upon what Account:"

And the Lord High Treasurer, in his Place, acquainting the House, "That, in the Year 1711, he did, by Order of Her Majesty, distribute amongst the Highlanders in Scotland the Sum of £.3760:"

And thereupon a Motion being made, and the Question being put,

"That the Sum of £.3760, disposed of by the Lord High Treasurer, in the Year 1711, amongst the Highlanders in Scotland, was well and usefully applied, for Her Majesty's Honour, and for preserving the public Peace and Quiet of this Kingdom?"

It was Resolved in the Affirmative.

Queen's Speech, and Protestant Succession to be considered.

Ordered, That, on Tuesday next, this House will take into further Consideration Her Majesty's most Gracious Speech; and particularly to consider what further Security can be provided, for the strengthening the Protestant Succession in the House of Hanover.
