Exchequer Loans Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for raising a certain Sum of Money by Loans or Exchequer Bills, for the Service of the Year One thousand seven hundred and eighty."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Isle of Man Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for granting to His Majesty several additional Duties upon certain Goods imported into the Isle of Man; and for better regulating the Trade, and securing the Revenues of the said Island."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Somerset House Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act to repeal so much of an Act made in the Fifteenth Year of His Majesty's Reign (for settling Buckingham House upon the Queen, in lieu of Somerset House, and for other Purposes) as enables the Commissioners of His Majesty's Treasury to apply the Sums necessary for completing Somerset House, out of the Aids granted for Naval Services, or out of any of the Revenues arising from the Receipt of the several Offices to be erected and established by virtue of the said Act."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Tobacco Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act to admit to an Entry in this Kingdom, under certain Restrictions, Tobacco imported not directly from the Place of its Growth or Produce; and for granting an additional Duty on such Tobacco, during the present Hostilities."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Scotch Bankrupts Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act to continue an Act, made in the Twelfth Year of the Reign of His present Majesty, intituled, "An Act for rendering the Payment of the Creditors of Insolvent Debtors more equal and expeditious; and for regulating the Diligence of the Law by Arrestment and Poinding; and for extending the Privilege of Bills to Promissory Notes, and for limiting Actions upon Bills and Promissory Notes, in that Part of Great Britain called Scotland."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Messages to H. C. that the Lords have agreed to the Five preceding Bills.

And Messages were, severally, sent to the House of Commons, by Mr. Pechell and Mr. Anguish:

To acquaint them, That the Lords have agreed to the said Bills, without any Amendment.

Indemnity Bill.

A Message was brought from the House of Commons, by Mr. Ord, and others:

With a Bill, intituled, "An Act to indemnify such Persons as have omitted to qualify themselves for Offices and Employments; and to indemnify Justices of the Peace or others, who have omitted to register or deliver in their Qualifications within the Time limited by Law, and for giving further Time for those Purposes; and to indemnify Members and Officers in Cities, Corporations and Borough Towns, whose Admissions have been omitted to be stamped according to Law, or having been stamped have been lost or mislaid, and for allowing them Time to provide Admissions duly stamped; and to give further Time to such Persons as have omitted to make and file Affidavits of the Execution of Indentures of Clerks to Attornies and Solicitors;" to which they desire the Concurrence of this House.

Levant Trade Bill.

A Message was brought from the House of Commons, by Mr. Ord, and others:

With a Bill, intituled, "An Act to permit Goods, the Product or Manufacture of certain Places within the Levant or Mediterranean Seas, to be imported into Great Britain or Ireland, in Brtish or Foreign Vessels, from any Place whatsoever; and for laying a Duty on Cotton and Cotton Wool imported into this Kingdom in Foreign Ships or Vessels, for a limited Time;" to which they desire the Concurrence of this House.

The said Two Bills were, severally, read the First Time.

Winchester, &c. Elections Bill.

A Message was brought from the House of Commons, by Mr. Penton, and others:

With a Bill, intituled, "An Act for exempting the City of Winchester, the County of Southampton, the Town of Shrewsbury, and the County of Salop, out of the Provisions of an Act, made in the Eighth Year of the Reign of His late Majesty King George the Second, intituled, "An Act for regulating the Quartering of Soldiers during the Time of the Elections of Members to serve in Parliament," so far as the same relates to the Removal of Troops during the Elections of Members to serve in Parliament, for a limited Time;" to which they desire the Concurrence of this House.

American Trade Bill.

A Message was brought from the House of Commons, by Mr. Eden, and others:

With a Bill, intituled, "An Act to allow the Exportation of Provisions, Goods, Wares and Merchandize from Great Britain, to certain Towns, Ports or Places in North America, which are or may be under the Protection of His Majesty's Arms, and from such Towns, Ports or Places, to Great Britain, and other Parts of His Majesty's Dominions;" to which they desire the Concurrence of this House.

The last-mentioned Bill was read the First Time.

Humberston's and Mackenzie's Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for vesting certain Manors and Hereditaments, situate in the County of Lincoln, (which by the Will of Thomas Humberston Esquire, deceased, were devised to Thomas Frederick Mackenzie Humberston Esquire, for his Life, with several Remainders over in strict Settlement) in Trustees, for the Purpose of selling the same, and laying out the Monies to arise from such Sale, in the Purchase of certain other Hereditaments, Part of the Estates of the Right Honourable Kenneth Mackenzie Earl of Seaforth, in the Kingdom of Ireland, to be settled to the Uses to which the Estates intended to be sold now stand limited."

The House was moved, "That the Standing Order requiring Fourteen Days Notice to be given of the Meeting of Committees upon Private Bills, may be so far dispensed with, as that the Committee to whom the last-mentioned Bill stands committed, may meet on the said Bill on an earlier Day than is appointed, in regard of the approaching Conclusion of the Session:"

It is Ordered, That the said Motion be taken into Consideration To-morrow; and the Lords summoned.

Moss, &c. Enclosure Bill.

The Earl of Clarendon acquainted the House, "That His Majesty having been informed of the Contents of the Bill, intituled, "An Act for dividing and enclosing the Commons and Waste Grounds within the Township of Moss otherwise Moseley, in the Parish of Campsall; and also the Open Arable Fields, Meadows, Pastures, Commons and Waste Grounds, within the Parish of Kirk Bramwith, in the West Riding of the County of York," was pleased to consent (as far as His Majesty's Interest is concerned) that their Lordships may proceed therein, as they shall think fit."

Navigation, Motion for Address for His Majesty's Declaration respecting, negatived.

The Order of the Day being read for the Lords to be summoned;

It was moved, "That an humble Address be presented to His Majesty, beseeching His Majesty, that He will be graciously pleased to order to be laid before this House, "A Copy of His Majesty's Declaration published in the London Gazette on Tuesday the 18th of April last, suspending provisionally all the particular Stipulations respecting the Freedom of Navigation and Commerce in Time of War of the Subjects of the States General;" with Copies of all Memorials presented to His Majesty's Ministers by the Neutral Powers in Europe, respecting their Claims of free Navigation and Commerce with His Majesty's Enemies in Time of War, with the Answers given thereto; as also, Copies or Extracts of all Correspondence with His Majesty's Ministers, so far as relates to the same Subject, or to any Step taken, or Engagements entered into between the said Neutral Powers in Europe, from the 1st of May 1779, to the present Time."

Gloncester Gaol, &c. Bill.

The Earl of Radnor reported from the Lords Committees, to whom the Bill, intituled, "An Act for erecting a New Gaol and House of Correction, and for removing certain Gateways in the City of Gloucester; and for amending the several Acts passed for the Maintenance and Support of the Poor of the said City, and lighting, paving and regulating the Streets there," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Adjourn.

Mile End Poor, &c. Bill.

The Lord Walpole also reported from the Lords Committees, to whom the Bill, intituled, "An Act for the better Relief and Employment of the Poor of the Hamlet of Mile End New Town, in the Parish of Stepney, in the County of Middlesex; for paving, cleansing, lighting and watching the Streets and other Open Passages and Places within the said Hamlet, and removing Nuisances and Annoyances therefrom, and preventing the like for the future; for consolidating the Highway Rates with other Rates within the said Hamlet; and for paving and regulating Great Garden Street, in the Parish of Saint Mary Matfellon otherwise Whitechapel, in the said County, and removing a Bar now standing across the same, and other Nuisances and Annoyances therefrom, and preventing the like for the future," was committed, "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Gloucester Gaol, &c. Bill.

It was resolved in the Negative.

Ordered, That the said Bill be read a Second Time on Tuesday next.

Notice taken of a tumult at the Doors of the House:

The Order of the Day being read for the Lords to be summoned;

Notice was taken of a tumultuous Assembly of People being assembled at the Doors of this House and the Avenues thereto:

Justices examined, and ordered to dispeise the Mob.

Ordered, That such of the Justices of the Peace as are about this House be called in:

They were accordingly called in:

And Two Justices appearing at the Bar, they were examined as to what Orders had been given and Steps taken to prevent the Lords from being interrupted in their coming to and going from this House.

Then the said Justices were ordered immediately to go, and by all legal Methods disperse the Mob assembled at the Doors and Avenues of this House, and return and acquaint the House with what they have done.

And then they withdrew.

After some Time the House being informed, "That the Justices desired to be heard at the Bar;"

They were accordingly called in; and acquainted the House, "That they had been to Guildhall, that the Mob had assembled there and broke the Windows; and that they had not been able to send for any more Justices; that Mr. Addington was the sitting Justice for the Day, and had come down in the Morning early."

Lords summoned.

Ordered, That all the Lords be summoned to attend the Service of the House To-morrow.

Hodie 3a vice lecta est Billa, intituled, "An Act for dividing and enclosing the Commons and Waste Grounds, within the Township of Moss otherwise Moseley, in the Parish of Campsall; and also the Open Arable Fields, Meadows, Pastures, Commons and Waste Grounds, within the Parish of Kirk Bramwith, in the West Riding of the County of York."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Mile End Poor, &c. Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for the better Relief and Employment of the Poor of the Hamlet of Mile End New Town, in the Parish of Stepney, in the County of Middlesex; for paving, cleansing, lighting and watching the Streets and other Open Passages and Places within the said Hamlet, and removing Nuisances and Annoyances therefrom, and preventing the like for the future; for consolidating the Highway Rates with other Rates, within the said Hamlet; and for paving and regulating Great Garden Street, in the Parish of Saint Mary Matsellon otherwise Whitechapel, in the said County, and removing a Bar now standing across the same, and other Nuisances and Annoyances therefrom, and preventing the like for the future."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Address to prosecuts the Authors of the Riots near the House.

Ordered, Nemine Dissenticnte, That an humble Address be presented to His Majesty, that He would be graciously pleased to give immediate Directions for prosecuting, in the most effectual Manner, the Authors, Abettors and Instruments of the Outrages committed Yesterday in Old Palace Yard, Guildhall Westminster and Places adjacent, and upon the Houses and Chapels of several of the Ministers from Foreign States.

Ordered, That the said Address be presented to His Majesty, by the Lords with White Staves.

Ordered, That Mr. Wright, one of the Justices of the Peace, who attended at the Bar of this House Yesterday, do immediately attend.

Sir Geo. Rodney's Dispatches, Motion for, negatived.

Moved, "That the proper Officers be ordered to lay before this House, the late Dispatches from Sir George Rodney, those Particulars only excepted which concern the future Operations of the Fleet, and which by being made Public might be of Service to the Enemies of this Country."

Mr. Wright was also examined to the same Matter.

Then they were directed to withdraw.

The Duke of Richmond presented to the House, a Bill, intituled, "An Act for declaring and restoring the natural, unalienable and equal Right of all the Commons of Great Britain (Infants, Persons of insane Mind and Criminals incapacitated by Law only excepted) to vote in the Election of their Representatives in Parliament; for regulating the Mode and Manner of such Elections; for restoring annual Parliaments; for giving an Hereditary Seat to the Sixteen Peers which shall be elected for Scotland; and for establishing more equitable Regulations concerning the Peerage of Scotland."

The said Bill was read the First Time.

Then it was moved, "To reject the said Bill."

The Lord Chamberlain reported, "That the Lords with white Staves had (according to Order) waited on His Majesty with their Lordships Address of Saturday last; and that His Majesty was pleased to say, "He would give Directions accordingly."

Levant Trade Bill.

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to permit Goods, the Product or Manufacture of certain Places within the Levant or Mediterranean Seas, to be imported into Great Britain or Ireland, in British or Foreign Vessels, from any Place whatsoever; and for laying a Duty on Cotton and Cotton Wool imported into this Kingdom in Foreign Ships or Vessels, for a limited Time."

Indemnity Bill.

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to indemnify such Persons as have omitted to qualify themselves for Offices and Employments; and to indemnify Justices of the Peace or others, who have omitted to register or deliver in their Qualifications within the Time limited by Law, and for giving further Time for those Purposes; and to indemnify Members and Officers in Cities, Corporations and Borough Towns, whose Admissions have been omitted to be stamped according to Law, or having been stamped, have been lost or mislaid, and for allowing them Time to provide Admissions duly stamped ; and to give further Time to such Persons as have omitted to make and file Affidavits of the Execution of Indentures of Clerks to Attornies and Solicitors."

With a Bill, intituled, "An Act to vest certain Messuages, Lands, Tenements and Hereditaments in Trustees, for the better securing His Majesty's Dock, Ships and Stores at Chatham;" to which they desire the Concurrence of this House.

The said Bill was read the first Time.

Winchester &c. Elections Bill.

The Order of the Day being read for the Second reading of the Bill, intituled, "An Act for exempting the City of Winchester, the County of Southampton, the Town of Shrewsbury and the County of Salop, out of the Provisions of an Act, made in the Eighth Year of the Reign of His late Majesty King George the Second, intituled, "An Act for regulating the Quartering of Soldiers during the Time of the Elections of Members to serve in Parliament," so far as the same relates to the Removal of Troops during the Elections of Members to serve in Parliament, for a limited Time;"

The said Bill was accordingly read the Second Time.

Ordered, That the said Bill be committed to a Committee of the whole House.

Ordered, That the House be put into a Committee upon the said Bill on Thursday next.

Halifax, &c. Small Debts Bill.

The Order of the Day being read for the Second reading of the Bill, intituled, "An Act to repeal so much of an Act, made in the Seventeenth Year of His present Majesty's Reign, as relates to the more easy and speedy Recovery of Small Debts within the Parishes of Halifax, Bradford, Kighley, Bingley, Guiseley, Calverley, Batley, Birstal, Mirfield, Hartishead cum Clifton, Almondbury, Kirkheaton, Kirkburton and Huddersfield, and the Lordship or Liberty of Tong, in the West Riding of the County of York, and for granting other Powers for those Purposes; and for extending the Jurisdiction of the Court Baron of the Manor of Kighley, in the said County;" and for the Lords to be summoned; and for hearing Counsel for and against the same:

Ordered, That the said Bill be read a Second Time on Thursday the Fifteenth Day of this Infant June; and the Lords summoned; and that Counsel be then heard for and against the same:
