The Lord Chancellor acquainted the House, "That His Majesty had been pleased to issue a Commission to several Lords therein named, for declaring His Royal Assent to several Acts agreed upon by both Houses of Parliament."

The House was adjourned during Pleasure.

The House was resumed.

Then Three of the Lords Commissioners, being in their Robes, and seated on a Form placed between the Throne and the Woolsack, the Lord Chancellor in the Middle, with the Lord Archbishop of Canterbury on his Right Hand, and the Earl Graham on his Left, commanded the Gentleman Usher of the Black Rod to signify to the Commons, "The Lords Commissioners desire their immediate Attendance in this House, to hear the Commission read."

"His Majesty, not thinking fit to be personally present here at this Time, has been pleased to cause a Commission to be issued under the Great Seal, and thereby given His Royal Assent to divers Acts which have been agreed upon by both Houses of Parliament, the Titles whereof are particularly mentioned; and by the said Commission hath commanded us to declare and notify His Royal Assent to the said several Acts, in the Presence of you the Lords and Commons assembled for that Purpose; which Commission you will now hear read."

"George the Third, by the Grace of God, of Great Britain, France, and Ireland, King, Defender of the Faith, and so forth: To Our right trusty and right well-beloved the Lords Spiritual and Temporal, and to Our trusty and well-beloved the Knights, Citizens, and Burgesses, and the Commissioners for Shires and Burghs of the House of Commons, in this present Parliament assembled, Greeting: Whereas We have seen and perfectly understood divers and sundry Acts agreed and accorded on by you Our loving Subjects, the Lords Spiritual and Temporal, and the Commons in this Our present Parliament assembled, and endorsed by you as hath been accustomed, the Titles and Names of which Acts hereafter do particularly ensue, (that is to say) "An Act to allow the Drawback of the Duties of Customs and Excise upon Wines consumed by Admirals, Captains, and other Commissioned Officers, on board Ships of War, in actual Service, and to allow such Ships to be supplied with Tobacco Duty free." "An Act to amend an Act passed in the Twenty-seventh Year of His present Majesty's Reign, for allowing the Importation and Exportation of certain Goods, Wares, and Merchandize, in foreign Ships, into and from certain Ports and Places in the West Indies; and for amending so much of an Act made in the Thirty-second Year of the Reign of His present Majesty, as relates to permitting the Importation of Sugar into the Bahama and Bermuda Islands, in foreign Ships; and so much of two Acts made in the Twenty-eighth and Thirty-first Years of His present Majesty's Reign, as prohibits the Importation of Timber into any Island under the Dominion of His Majesty, in the West Indies, from any foreign Colony or Plantation in the West Indies or South America; and so much of the said Act, made in the Twenty-eighth Year of His present Majesty's Reign, as prohibits the Importation of Pitch, Tar and Turpentine, into Nova Scotia or New Brunswick, from any Country belonging to the United States of America." "An Act for further continuing and amending an Act made in the Ninth Year of the Reign of His late Majesty King George the Second, intituled, "An Act for further encouraging and regulating the Manufacture of British Sail Cloth, and for the more effectual securing the Duties now payable on foreign Sail Cloth imported into this Kingdom." "An Act to continue several Laws relating to the landing Rum or Spirits of the British Sugar Plantations before Payment of the Duties of Excise; to the giving further Encouragement to the Importation of Naval Stores from the British Colonies in America; to the granting liberty to carry Sugars of the Growth, Produce, or Manufacture of any of His Majesty's Sugar Colonies, directly to Foreign Parts, in Ships built in Great Britain, and navigated according to Law; to the permitting the Exportation of Tobacco Pipe Clay, from this Kingdom to the British Sugar Colonies or Plantations in the West Indies; to the granting a Bounty on certain Species of British and Irish Linens exported, and taking off the Duties on the Importation of foreign raw Linen Yarns made of Flax; to the prohibiting the Exportation of Tools and Utensils made Use of in the Iron and Steel Manufactures of this Kingdom; and to prevent the seducing of Artificers and Workmen employed in those Manufactures to go into Parts beyond the Seas; to the ascertaining the Strength of Spirits by Clarke's Hydrometer; and to revive and continue an Act made in the Twenty-third Year of His present Majesty's Reign, for the more effectual Encouragement of the Manufactures of Flax and Cotton in Great Britain." An Act for requiring a certain Form of Oath, of Abjuration, and Declaration, from His Majesty's Subjects professing the Roman Catholic Religion, in that Part of Great Britain called Scotland." And forasmuch as for divers Causes and Considerations, We cannot conveniently at this Time be present in Our Royal Person in the Higher House of Our said Parliament, being the Place accustomed to give Our Royal Assent to such Acts as have been agreed upon by you Our said Subjects, the Lords and Commons, We have therefore caused these Our Letters Patent to be made, and have signed the same; and by the same do give and put Our Royal Assent to the said Acts, and to all Articles, Clauses and Provisions therein contained, and have fully agreed and assented to the said Acts; Willing, that the said Acts, and every Article, Clause, Sentence and Provision therein contained, from henceforth shall be of the same Strength, Force, and Effect, as if We had been personally present in the said Higher House, and had openly and publickly, in the Presence of you all, assented to the same: And We do by these Presents declare and notify the same Our Royal Assent as well to you the Lords Spiritual and Temporal, and Commons aforesaid, as to all others whom it may concern: Commanding also, by these Presents, Our right trusty and well-beloved Counsellor Alexander Lord Loughborough, Our Chancellor of Great Britain, to seal these Our Letters Patent with Our Great Seal of Great Britain; and also, commanding Our Most Dear and entirely beloved Son and most faithful Counsellor George Prince of Wales; Our Most Dear Sons and faithful Counsellors Frederick Duke of York, William Duke of Clarence; Our Most Dear Brother and faithful Counsellor William Duke of Gloucester; the Most Reverend Father in God, Our right trusty and wellbeloved Counsellor John Archbishop of Canterbury, Primate and Metropolitan of all England; Our said Chancellor of Great Britain; Our right trusty and right well-beloved Cousin and Counsellor Charles Earl Camden, President of Our Council; Our right trusty and entirely beloved Cousin and Counsellor Granville Marquis of Stafford, Keeper of Our Privy Seal; Our right trusty and right entirely beloved Cousins and Counsellors John Frederick Duke of Dorset, Steward of Our Household; Charles Duke of Richmond, James Duke of Montrose, Master of Our Horse; Our right trusty and entirely beloved Cousins and Counsellors James Marquis of Salisbury, Chamberlain of Our Household; Thomas Marquis of Bath, Groom of Our Stole; Our right trusty and right well-beloved Cousin and Counsellor John Earl of Chatham, First Commissioner of Our Admiralty, and Our right trusty and well-beloved Counsellors William Wyndham Lord Grenville, One of Our Principal Secretaries of State, Jeffery Lord Amherst, Charles Lord Hawkesbury, and Lloyd Lord Kenyon, Our Chief Justice assigned to hold Pleas before Us, or any Three or more of them, to declare and notify this Our Royal Assent, in Our Absence, in the said Higher House, in the Presence of you the said Lords and the Commons of Our Parliament, there to be assembled for that Purpose; and the Clerk of Our Parliaments to endorse the said Acts with such Terms and Words, in Our Name, as is requisite, and hath been accustomed for the same, and also to enroll these Our Letters Patent and the said Acts, in the Parliament Roll; and these Our Letters Patent shall be to every of them a sufficient Warrant in that Behalf: And finally, We do declare and will, that after this Our Royal Assent given and passed by these Presents, and declared and notified as is aforesaid, then and immediately the said Acts shall be taken, accepted, and admitted good, sufficient, and perfect Acts of Parliament and Laws to all Intents, Constructions, and Purposes, and to be put in due Execution accordingly; the Continuance or Dissolution of this Our Parliament, or any other Use, Custom, Thing or Things to the contrary thereof notwithstanding. The Earl Fitzwilliam reported from the Lords Committees, to whom the Bill, intituled, "An Act for effectuating an Exchange between the Dean and Chapter of Lincoln, and Richard Ellison Esquire," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and made some Amendments thereto."

Trefusis' Petition claiming the Barony of Clinton.

The Lord Grenville (by His Majesty's Command) presented to the House, a Petition of Robert George William Trefusis Esquire, in respect to his Claim to the Barony of Clinton, as Lineal Descendant and Heir General of the Body of Lady Arabella Clinton, Second Daughter of Theophilus Earl of Lincoln, and Baron of Clinton, and Aunt and Co-heir of Edward Earl of Lincoln, and Baron of Clinton, who died without Issue in 1692; with a Pedigree thereunto annexed; together with His Majesty's Reference thereof to this House; and the Report of His Majesty's Attorney General annexed.

Which Petition and Reference were read by the Clerk, and are as follow; (videlicet)

To the King's Most Excellent Majesty.

"The Humble Petition of Robert George William Trefusis Esquire, in respect to his Claim to the Barony of Clinton, as Lineal Descendant and Heir General of the Body of Lady Arabella Clinton, Second Daughter of Theophilus Earl of Lincoln, and Baron of Clinton, and Aunt and Co-heir of Edward Earl of Lincoln, and Baron of Clinton, who died without Issue in 1692.

Sheweth,

"That the Petitioner's Ancestor, the said Theophilus Earl Lincoln, was seised of the said Barony of Clinton, by Descent from his Ancestors who had been severally and successively summoned to Parliament from the Time of King Edward the Third, and died in the Year 1667, having had Issue one Son, Edward, and three Daughters; Lady Catherine, Wife of George Booth, afterwards Lord Delamere; Lady Arabella, Wife of Robert Rolle Esquire; and Lady Margaret, Wife of the Honourable Hugh Boscawen.

"That the said Edward died in the Life-time of his Father, leaving Issue only one Child, Edward, who succeeded his Grandfather as Earl of Lincoln, and Baron of Clinton, and died without Issue in 1692; upon which Event the Earldom of Lincoln passed (according to the Patent) to Sir Francis Fiennes, alias Clinton, Grandson of Sir Edward Fiennes, alias Clinton, Uncle of the said Theophilus, as Heir Male of the Body of the first Earl. But the said Barony of Clinton being a Barony by Writ, fell into Abeyance among the Issue of the said Catharine, Arabella, and Margaret, Daughters of the said Theophilus, and Aunts of the said Edward Earl of Lincoln, and Baron of Clinton, and so continued until the Year 1720, when His Majesty King George the First, was pleased to exercise His Royal Prerogative, and to determine the said Abeyance by summoning Hugh Fortescue, Grandson and Heir of the said Lady Margaret Boscawen, to the Parliament by the Title of Hugh Fortescue de Clinton Chevalier.

That the said Hugh Fortescue, Baron of Clinton, died without Issue in 1751, and Margaret Fortescue, his only surviving Sister and Heir, used and enjoyed the Title of Baroness of Clinton during her Life, and died unmarried in 1760.

That upon the Death of the said Margaret Lady Clinton, all the Issue from the said Lady Margaret Boscawen, third Daughter of the said Theophilus Earl of Lincoln, became extinct.

That the Issue of Lady Catherine Booth, eldest Daughter of the said Theophilus Earl of Lincoln, had also become extinct in 1717, by the Death of her only Child Vere Booth, who died unmarried in that Year, and therefore the said Barony of Clinton did upon the Death of the said Margaret Lady Clinton, devolve on Margaret Countess of Orford deceased, as only Daughter and Heir of Samuel Rolle Esquire, Son and Heir of the said Lady Arabella Rolle.

That the said Margaret Countess of Orford, and Baroness of Clinton, died at Pisa in January 1781, leaving Issue only one Son, George, late Earl of Orford, and Baron of Clinton.

That the said George, late Earl of Orford, and Baron of Clinton, died without Issue in December 1791, and Your Majesty's Petitioner is advised that the said Barony of Clinton is thereby devolved upon him as Heir General of the Body of the said Lady Arabella Rolle, being great Grandson and Heir of Samuel Trefusis, only Son that left Issue of Francis Trefusis, by Bridget his Wife, only Daughter that married of the said Lady Arabella Rolle.

Your Majesty's Petitioner therefore most humbly prays, that Your Majesty will be graciously pleased to admit his Claim to the said Barony, and to Order a Writ to be issued to summon your Petitioner to the Parliament by the Title of Baron of Clinton;

And Your Majesty's Petitioner shall ever pray, &c.

The Order of the Day being read for the House to be put into a Committee upon the Bill, intituled, "An Act for placing the Stock called East India Annuities under the Management of the Governor and Company of the Bank of England, and ingrafting the same on the Three Pounds per Centum Reduced Annuities, in Redemption of a Debt of Four Millions two hundred thousand Pounds, owing by the Publick to the East India Company; and for enabling the said Company to raise a Sum of Money, by a further Increase of their Capital Stock, to be applied in Discharge of certain Debts of the said Company."
