Agricultural Labourers Employment Bill.

The Lord Kenyon reported from the Lords Committees, to whom the Bill, intituled, "An Act for encouraging and facilitating the Employment of Labourers in Agriculture," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and made several Amendments thereto."

Ordered, That the said Bill, as amended, be printed.

Cotton Factories Bill Report from Select Comee:

The Earl of Shaftesbury reported from the Lords Committees appointed a Select Committee to enquire into the Expediency or Inexpediency of the Regulations contained in the Bill, intituled, "An Act to repeal the Laws relating to Apprentices and other young Persons employed in Cotton Factories and in Cotton Mills, and to make further Provisions in lieu thereof;" That the Committee had met, and considered the said Bill; and that it appears to the Committee, That it is expedient that the House should proceed in the Consideration of the said Bill."

Which Report, being read by the Clerk, was agreed to by the House.

Then the said Bill was read a Second Time.

TitheSystem, Petition from Wellow for Revision of.

Upon reading the Petition of the Owners and Occupiers of Land in the Hundred of Wellow, consisting of Thirteen Parishes in the County of Somerset, whose Names are thereunto subscribed; complaining of the Evils resulting from the Operation of the Tithe Laws, and praying their Lordships "for a Commutation of Tithes at a Tenth Part of the Rental; and that if the Tithe Owners are to receive a Tenth of any Improvements, they, in Equity, may bear a Tenth of the Expences thereby incurred:"

Etzerodt's Naturalization Bill.

A Message was brought from the House of Commons, by Mr. Ellice and others;

To return the Bill, intituled, "An Act for naturalizing Christian Etzerodt;" and to acquaint this House, That they have agreed to the same, without any Amendment.

Regulations passed by the Governments of India, delivered.

The House being informed, "That Mr. Preston, from the Court of Directors of The East India Company, attended;"

He was called in; and delivered at the Bar, pursuant to the Directions of an Act of Parliament,

"Regulations passed by The Governor General in Council of Bengal, The Governor in Council of Fort St. George, and The Governor in Council of Bombay, in the Year 1830."

And then he withdrew.

Churches Building Bill.

The House proceeded to take into Consideration the Amendments made by the Commons to the Bill, intituled, "An Act to amend and render more effectual an Act passed in the Seventh and Eighth Years of the Reign of His late Majesty, intituled, "An Act to amend the Laws for building and promoting the building of additional Churches in populous Parishes."

And the said Amendments, being read Three Times by the Clerk, were agreed to by the House.

And, A Message was sent to the House of Commons, by Mr. Trower and Mr. Roupell, to acquaint them therewith.

Baking Trade (Ireland) Bill.

The Earl of Shaftesbury (according to Order) reported the Amendments made by the Committee of the Whole House to the Bill, intituled, "An Act to regulate the Baking Trade in Ireland."

And the said Amendments, being read Twice by the Clerk, were agreed to by the House.

Ordered, That the said Bill, with the Amendments, be ingrossed.

Customs Management Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act to repeal so much of an Act for the Management of the Customs as allows certain Fees to be taken by Officers of the Customs, and to make further Regulations in respect thereof."

Ordered, That the said Bill be committed to a Committee of the Whole House.

Ordered, That the House be put into a Committee upon the said Bill on Monday next.

Turnpike Roads (Scotland) Bill:

The Order of the Day being read for the Third Reading of the Bill, intituled, "An Act for amending and making more effectual the Laws concerning Turnpike Roads in Scotland;"

The said Bill was accordingly read the Third Time.

Then it was moved "to disagree to Clause (A.) added by the Committee to the said Bill."

The Question was put thereupon?

It was resolved in the Affirmative.

Then it was moved, in Press 53, Line 1, after ("Act") to insert the following Clause:

"And be it further enacted, That it shall not be lawful for the Justices of the Peace for any Shire or Stewartry to grant to the Tacksman of the Tolls, or Tollgatherer, or other Person situated at any Toll Bar, any Licence to sell any Wine, Ale, Spirituous Liquors or Provisions, unless an Application shall have been previously made to such Justices by the Trustees of the District of Roads within which such Toll Bar shall be situated, recommending that such Tacksman, Tollgatherer or other Person who from Time to Time may be situated at such Toll Bar should be so licensed as aforesaid."

The Question was put thereupon?

It was resolved in the Affirmative.

Then the following Amendments were made to the said Bill:

Pr. 64. L. 10. Leave out ("said Trustees") and insert ("Justices at any stated Meeting, on the Application of the Trustees of such Road")

Pr. 102. L. 6. After ("Road") insert ("Provided always, that such Trestles or Bars shall at all Times be placed in such Manner as not to be more inconvenient to Passengers than may be necessary to prevent Interruption to the Work, or to prevent Carts or Carriages from running in Tracks injurious to the Road")

The Question was put, "Whether this Bill, with the Amendments, shall pass?"

It was resolved in the Affirmative.

A Message was sent to the House of Commons, by the former Messengers;

Tithes Composition Bill.

The Order of the Day being read for the Third Reading of the Bill, intituled, "An Act for encouraging and facilitating Compositions for Tithes and other Profits arising and payable to Incumbents of Ecclesiastical Benefices in England and Wales;" and for the Lords to be summoned;

Ordered, That the said Bill be read the Third Time on Tuesday next; and that the Lords be summoned.

Education, (Ireland,) Petitions from Colerain & Ballynure for continuing Grants for.

Upon reading the Petition of the Inhabitants of Colerain and its Vicinity, County of Londonderry, whose Names are thereunto subscribed; praying their Lordships, "as the Legislators of a Nation professing Christianity, as the Assertors of Civil and Religious Liberty, and as the Friends of suffering Humanity, to disregard the Clamours of the selfish and ignorant against the Education Society of Kildare Place, and guided, not by vain Theories, but well-attested Facts, to persevere in applying the divinely-ordained Remedy for the Distractions of Ireland, by continuing National Support, as heretofore, or more abundantly, to the above-named Society, and to every other which is established for the Promotion of Scriptural Education in that Land and elsewhere under the British Sceptre, that Truth and Peace, and Righteousness and Happiness, may flourish and abound:"

Upon reading the Petition of the officiating Clergy of the Town of Southampton and the adjoining Parishes, whose Names are thereunto subscribed; praying, "That such Measures may be adopted as may appear to their Lordships the most efficacious in promoting the Morals and Comforts of the Poor, by prohibiting the Consumption of Beer on the Premises where it may be sold as authorized by the Act for permitting the general Sale of Beer by Retail:"

Reform (England) Bill, 2d Reading put off for 6 Months:

The Order of the Day being read for resuming the adjourned Debate on the Motion, "That the Bill, intituled, "An Act to amend the Representation of the People in England and Wales," be now read a Second Time;" and on the proposed Amendment, to leave out ("now") and insert ("this Day Six Months"); and for the Lords to be summoned;
