Upon reading the Petition of the Inhabitants of the United Parishes of Clonoulty and Rossmore, in the County of Tipperary, Ireland, whose Names are thereunto subscribed; taking notice of the last-mentioned Bill, and praying their Lordships "to bestow on the same that kind Attention and lend to it that liberal Encouragement which it has so lately received from The Honorable The House of Commons, which Bill will purify the present System of Representation from all its Corruption; and their Lordships will thereby restore to themselves that Influence in Society to which, under a well-regulated Government, they are by Rank and Fortune entitled, while they give to the Acts and Wishes of the Third Estate of the Realm that kind Consideration to which they have an undoubted Right by the British Constitution:"

Yeomanry Corps, (Ireland,) Petition from Killegny, &c. for disbanding.

Upon reading the Petition of the Inhabitants of the Union of Killegny and Chapel, County of Wexford, Ireland, whose Names are thereunto subscribed; praying their Lordships "to disband and disarm the Yeomanry of the County of Wexford, who, by long Experience, have been proved, in Cases of Emergency, totally insufficient to maintain Tranquillity, and only remarkable for their Cruelty and Cowardice:"

Ministers Money, (Ireland,) Petition from Dublin respecting.

Upon reading the Petition of the Inhabitants of the City of Dublin, whose Names are thereunto subscribed; complaining of the Grievances which they suffer by the Taxation denominated Ministers Money; and praying their Lordships "to enact that the Collection of Arrears thereof shall be limited to a Period of Two or Three Years, or such other reasonable Time as their Lordships may deem meet; and that further Relief may be extended to Petitioners by making it Law that they may not be mulcted for Arrears due by those who may be insolvent; and that as all those Taxes are for the general Good of the City, that such Taxes may be levied equitably on the Citizens, and not on Petitioners locally or parochially:"

Causes Rehearing Bill presented:

The Lord Chancellor presented to the House a Bill, intituled, "An Act to enable the Lords Spiritual and Temporal in Parliament assembled to re-hear Two Causes therein mentioned."

The said Bill was read the First Time.

Standing Orders 26 & 155 to be considered on it.

Ordered, That the Standing Orders No. 26 and No. 155, relative to Bills not being read or proceeded in Twice the same Day, be taken into Consideration To-morrow, in order to their being dispensed with on the last-mentioned Bill; and that the Lords be summoned.

Vestries Bill.

Ordered, That the Bill, intituled, "An Act for the better Regulation of Vestries, and for the Appointment of Auditors of Accounts, in certain Parishes of England and Wales," be read a Second Time To-morrow; and that the Lords be summoned.

Whiteboy Offences (Ireland) Bill.

Ordered, That the Bill, intituled, "An Act to amend an Act passed in the Parliament of Ireland in the Fifteenth and Sixteenth Years of the Reign of His Majesty King George the Third, intituled, "An Act to prevent and punish tumultuous Risings of Persons within this Kingdom, and for other Purposes therein mentioned," be read a Second Time To-morrow; and that the Lords be summoned.

Public Works (Ireland) Bill:

The Order of the Day being read for the Third Reading of the Bill, intituled, "An Act for the Extension and Promotion of Public Works in Ireland;"

The said Bill was accordingly read the Third Time.

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Message to H.C. that the Lords have agreed to it.

A Message was sent to the House of Commons, by Mr. Wingfield and Mr. Roupell;

To acquaint them, That the Lords have agreed to the said Bill, without any Amendment.

Reform (England) Bill, Petition from Kingsbridge against.

Upon reading the Petition of the Inhabitants of Kingsbridge and its Vicinity, in the County of Devon, whose Names are thereunto subscribed; taking notice of a Bill lately depending in this House, intituled, "An Act to amend the Representation of the People in England and Wales;" and praying, "That their Lordships will (should they not, in the Exercise of their Wisdom, reject the same,) propose such Alterations and Modifications therein as they may deem best calculated to preserve inviolate the Altar, to ensure a permanent Stability to the Throne, and secure the Honor, Happiness and Prosperity of the British Nation:"

Baking Trade (Ireland) Bill:

Hodie 3^a vice lecta est Billa, intituled, "An Act to regulate the Baking Trade in Ireland."

Warrington, &c. Railway Bill, Petition that the Comee may proceed, to be considered.

Ordered, That the Petition of the several Persons whose Names are thereunto subscribed, being Shareholders in the Warrington and Newton Railway Company, and Directors thereof, presented to the House on Thursday the 22d of September last; praying their Lordships, "That the Committee to whom the Bill, intituled, "An Act to enable the Company of Proprietors of the Warrington and Newton Railway to extend the said Railway from the Termination thereof at Bank Quay, in the Parish of Warrington, in the County Palatine of Lancaster, to Norton, in the County Palatine of Chester," stands committed, be instructed to proceed in the Consideration of the Clauses of the same, or that, if necessary, the Bill may be reported, and re-committed with such Directions as in their Lordships Judgment may seem right," be taken into Consideration on Wednesday next.

Cruelty to Animals, Petition from Marylebone, &c. respecting.

Upon reading the Petition of the Inhabitants of Marylebone and in the Parish of Paddington, in the County of Middlesex, whose Names are thereunto subscribed; praying, "That their Lordships will pass a Law to include the Bull within the powerful and humane Protection afforded to other Cattle by the Act passed in the Third Year of the Reign of His late Majesty to prevent the cruel and improper Treatment of Cattle:"

Molasses, Petition from Banff against Use of, in Breweries, &c.

Upon reading the Petition of the Landholders of the County of Banff, praying their Lordships "not to pass any Legislative Measure sanctioning the Introduction of Molasses to be used in Brewing or Distillation in Scotland:"

Galway Franchise Bill.

Ordered, That the House be put into a Committee upon the Bill, intituled, "An Act to repeal so much of an Act passed in Ireland in the Fourth Year of King George the First, for the better regulating the Town of Galway, and for strengthening the Protestant Interest therein, as limits the Franchise created by the said Act to Protestants only," on Thursday next; and that the Lords be summoned.

Cotton Factories Bill reported:

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to repeal the Laws relating to Apprentices and other young Persons employed in Cotton Factories and in Cotton Mills, and to make further Provisions in lieu thereof."

After some Time, the House was resumed:

And The Earl of Shaftesbury reported from the Committee, "That they had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Ordered, That the said Bill be read the Third Time To-morrow.

Customs Management Bill reported:

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to repeal so much of an Act for the Management of the Customs as allows certain Fees to be taken by Officers of the Customs, and to make further Regulations in respect thereof."

After some Time, the House was resumed:
