Hodie 3a vice lecta est Billa, intituled, "An Act for settling certain Manors and Estates in the County of Durham to the Uses of the Marriage Settlement of The Most Honorable Charles William Vane Marquis of Londonderry and The Most Honorable Frances Anne Vane Marchioness of Londonderry his Wife; and for other Purposes therein mentioned."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Message to H.C. with it.

A Message was sent to the House of Commons, by Mr. Wingfield and Mr. Martin;

To carry down the said Bill, and desire their Concurrence thereto.

Bailiff, &c. of Chipping Sodbury et al. Petition to present an Appeal, referred to Appeal Com ee.

Upon reading the Petition of the Bailiff and Bailiff Burgesses of Chipping Sodbury, and of William Higgs, Henry Williams, George Whittington, Richard Arnold and Jasper Fowler, Five of the said Bailiff Burgesses; setting forth, "That the Petitioners are advised that they have good and sufficient Cause of Appeal to their Lordships from certain Orders of the High Court of Chancery, bearing Date respectively the 6th Day of May 1828, the 9th Day of December 1829 and the 24th Day of March 1832, made in the Matter of the Free Grammar School of Chipping Sodbury, in the County of Gloucester: That though the said last-mentioned Order bears Date the 24th Day of March last, yet that the Minutes of the same Order were not settled by The Lord High Chancellor until long after the Expiration of Fourteen Days from the Day on which it bears Date: That unless their Lordships shall be pleased now to receive the Petition and Appeal of the Petitioners from the said Orders, the same will be forthwith put in Execution, and the full and effectual Relief which the Petitioners are advised their Lordships will afford them against the said Orders cannot be given to the Petitioners;" and therefore praying, "That their Lordships will be pleased to receive the said Petition and Appeal, and dispense with their Lordships Standing Order in this Case:"

It is Ordered, That the said Petition be referred to the Appeal Committee.

Message from H.C. for Bp. London to attend Com ee on Observance of the Lord's Day.

A Message was brought from the House of Commons, by Sir Andrew Agnew and others, as follows; (vizt.)

"My Lords,

"The Commons have directed me to request, that your Lordships will give Leave to The Lord Bishop of London to attend to give Evidence before the Select Committee appointed by them to inquire into the Laws and Practices relating to the Observance of the Lord's Day."

And then they withdrew.

The Messengers were again called in, and informed, That the Lords will send an Answer by Messengers of their own.

Labourers Employment Bill.

A Message was brought from the House of Commons, by Sir Charles Burrell and others;

With a Bill, intituled, "An Act for the better Employment of Labourers in Agricultural Parishes until the Twenty-fifth Day of March One thousand eight hundred and thirty-four;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Ordered, That the said Bill be printed.

Appropriation of Duties (Newfoundland) Bill reported:

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to continue certain Acts relating to the Island of Newfoundland, and to provide for the Appropriation of all Duties which may hereafter be raised within the said Island."

After some Time, the House was resumed:

And The Earl of Shaftesbury reported from the Committee, "That they had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Ordered, That the said Bill be read the Third Time To-morrow.

Linen, &c. Manufactures (Ireland) Bill:

The Order of the Day being read for the Third Reading of the Bill, intituled, "An Act for the better Regulation of the Linen and Hempen Manufactures of Ireland;"

The said Bill was accordingly read the Third Time.

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Message to H.C. that the Lords have agreed to it.

A Message was sent to the House of Commons, by the former Messengers;

To acquaint them, That the Lords have agreed to the said Bill, without any Amendment.

Newfoundland Fisheries Bill reported:

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to continue, until the Thirty-first Day of December One thousand eight hundred and thirtyfour, an Act of the Fifth Year of His late Majesty, relating to the Fisheries in Newfoundland."

After some Time, the House was resumed:

And The Earl of Shaftesbury reported from the Committee, "That they had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Ordered, That the said Bill be read the Third Time To-morrow.

Martin's Estate Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for enabling James Thomas Martin Esquire, and the Persons in Remainder under the Will of Mary Jackson deceased, to grant Leases of the Settled Estates, for the Purpose of building upon and otherwise improving the same," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and made several Amendments thereto."

Which Amendments, being read Twice by the Clerk, were agreed to by the House.

Ordered, That the said Bill, with the Amendments, be ingrossed.

Marqs of Donegall v. Salt et al. Appellant's Petition for an early Day, referred to Appeal Com ee.

Upon reading the Petition of George Augustus Marquess of Donegall, Appellant in a Cause depending in this House, to which John Stevenson Salt, and others, are Respondents; praying, "That their Lordships will be pleased to appoint an early Day for hearing the said Petition of Appeal:"

It is Ordered, That the said Petition be referred to the Appeal Committee.

Militia Pay Bill.

The Order of the Day being read for the Second Reading of the Bill, intituled, "An Act to defray the Charge of the Pay, Clothing, and contingent and other Expences of the Disembodied Militia in Great Britain and Ireland; and to grant Allowances, in certain Cases, to Subaltern Officers, Adjutants, Paymasters, Quartermasters, Surgeons, Assistant Surgeons, Surgeons Mates and Serjeant Majors of the Militia, until the First Day of July One thousand eight hundred and thirtythree;"

The said Bill was accordingly read a Second Time.

Ordered, That the said Bill be committed to a Committee of the Whole House.

Ordered, That the House be put into a Committee upon the said Bill To-morrow.

Arms, &c. (Ireland) Bill.

The Order of the Day being read for the Second Reading of the Bill, intituled, "An Act to continue for One Year, and from thence to the End of the then next Session of Parliament, several Acts relating to the Importation and keeping of Arms and Gunpowder in Ireland;"

The said Bill was accordingly read a Second Time.

Ordered, That the said Bill be committed to a Committee of the Whole House.

Education, (Ireland,) Petitions in favor of proposed Plan: (Thorne & Stainforth:)

Upon reading the Petition of the Members of the Congregation of Unitarian Christians at Thorne and Stainforth, in the West Riding of the County of York, whose Names are thereunto subscribed; praying their Lordships "to enable His Majesty's Government to persevere in carrying their present equitable and efficient System of National Education for the People of Ireland into full Effect, and by no means to sanction any Modification of it that may prevent any Party from securing the Advantages of Intellectual and Moral Instruction, without infringing on their Religious Principles:"

St. Nicholas, &c. Dublin:

Upon reading the Petition of the Inhabitants of the United Parishes of Saint Nicholas without, Saint Luke, with the Bishops and Deans Liberties, in the City of Dublin, in Ireland, of every Religious Denomination, whose Names are thereunto subscribed; praying, "That their Lordships will continue to support the present liberal and enlightened Plan of Education in Ireland, which, by associating Children of various Sects, but of the great Christian Family, at an early Age, tends to produce in after Life those Feelings of Kindness and Benevolence so essential to the Happiness and Welfare of Society:"

Synod of Ulster.

A Petition of the Ministers and Elders of the Remonstrant Synod of Ulster was presented and read; praying their Lordships, "That their Sanction will be continued to the System of Education in Ireland proposed by His Majesty's Ministers, until a full Opportunity be afforded, either to prove its Inefficiency by the Test of Experience, or to shew, by its Fruits, that it is both worthy the Wisdom of the Council of the Nation, and entitled to the cordial Acceptance of a grateful People:"

Ordered, That the said Petition be received as the Petition of "James Davis, Moderator of the Remonstrant Synod of Ulster," and "William Porter Clerk," who only have signed it.

Boundaries (Ireland) Bill.

A Message was brought from the House of Commons, by Mr. Bernal and others;

With a Bill, intituled, "An Act to settle and describe the Limits of Cities, Towns and Boroughs in Ireland, in so far as respects the Election of Members to serve in Parliament;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Slavery, Petition from Shirley respecting.

Upon reading the Petition of the Inhabitants of Shirley, in the County of Derby, whose Names are thereunto subscribed; praying their Lordships "to enact such Measures as to their Wisdom shall seem fit to raise the Slaves from a Condition which Experience has proved to be inconsistent with the Intellectual, Moral and Religious Culture of its Victims, as it is also opposed to the real Interests of the West India Proprietors, and at variance with the Dictates of a Religion which teaches us to do to others as we would that others should do to us:"

African & Creole Population, Jamaica, Return respecting, Ordered.

Ordered, That there be laid before this House, "A Return of the Numbers and Ages of the African and Creole Population respectively in the Island of Jamaica, as exhibited in the first or original Registry of Slaves for that Island for the Year 1817; distinguishing the Sexes, and classing them in Periods of Age of Five Years respectively."

Reform (Ireland) Bill, Petitions for Alteration of: (Merchants, &c. Galway:)

Upon reading the Petition of the Merchants, Traders, Artizans and Inhabitants of the Town of Galway, whose Names are thereunto subscribed; taking notice of a Bill depending in this House, intituled, "An Act to amend the Representation of the People of Ireland;" and praying their Lordships "to alter and amend the Clause therein contained limiting the Right of voting of Freemen, which, if allowed to remain unaltered and as at present restricted, will deprive the Petitioners of their Right of Franchise under the Galway Elective Franchise Act:"

It is Ordered, That the said Petition do lie on the Table.

Mayor, &c. Galway:

Upon reading the Petition of The Mayor, Sheriffs, Free Burgesses and Commonalty of the Corporation of Galway, under their Common Seal; taking notice of the last-mentioned Bill, and praying their Lordships "so to alter and amend the Clause therein contained limiting the Right of voting of Freemen as not to disfranchise above One thousand Merchants, Traders and Inhabitants of Galway, who had been for Years struggling to obtain the Freedom of the Corporation, and whose Rights to said Freedom their Lordships had acknowledged after the passing of the Galway Elective Franchise Act, and which Act of Grace and Justice on the Part of the Legislature will be rendered nugatory by the above-recited Clause:"

Justices of the Peace, Galway.

Upon reading the Petition of the Justices of the Peace of the County of the Town of Galway, (on behalf of the Inhabitants legally convened and in Tholsel assembled,) whose Names are thereunto subscribed; taking notice of the last-mentioned Bill, and praying, "That their Lordships will be pleased to modify the Clause therein contained which professes to save existing Rights, so as to preserve the Franchises of all resident Merchants, Traders and Artizans deriving by favor since the passing of the Galway Elective Franchise Act; and that the Petitioners may be heard by Counsel at their Lordships Bar against the Disfranchisement of the said resident Freemen:"

St. Pancras Paving Act, Petition from St. Pancras for Alteration of.

Upon reading the Petition of the Commissioners for paving and lighting the Skinners Estate, Saint Pancras, and of other Inhabitants residing in or near to the said Estate, whose Names are thereunto subscribed; taking notice of an Act of the 48th Year of the Reign of His late Majesty King George the Third, "for forming, paving and otherwise improving certain Streets and other Public Passages and Places in the Parish of Saint Pancras, in the County of Middlesex;" and praying their Lordships, "That some Legislative Enactment may be passed, that all Meetings directed to be held on a particular Day of the Year for secular Purposes, pursuant to any Act of Parliament, shall, whenever that Day shall fall upon a Sunday, be held on the Day following; or that their Lordships will be pleased to adopt such other Methods for remedying the Grievance complained of, as to their Lordships shall seem meet:"

Reform (Ireland) Bill, Petitions against: (Conservative Society, Ireland:)

Upon reading the Petition of the Persons whose Names are thereunto subscribed, Members of the Protestant Conservative Society of Ireland; taking notice of a Bill depending in this House, intituled, "An Act to amend the Representation of the People of Ireland;" and praying their Lordships, "That, in sanctioning any Measure for amending the Representation of the People of Ireland, their Lordships will make such Modifications and Alterations therein as the Petitioners have in their Petition suggested; and that the said Bill may be rejected as being inefficient as a Measure of Reform, unjust in its Operation, destructive of the legitimate Influence of Property, and at variance with the best Interests of the Country:"

It is Ordered, That the said Petition do lie on the Table.

Sheriffs, &c. Dublin:

Upon reading the Petition of the Sheriffs and Commons of the City of Dublin, in Common Council assembled, whose Names are thereunto subscribed; taking notice of the last-mentioned Bill, and praying their Lordships, "That, before the passing of any Act that may deprive them of their unalienable Birthright, they may be heard at the Bar of their Lordships House against such Enactment, as well as against the other Clauses in the Irish Reform Bill which may affect the Protestant Part of His Majesty's Subjects of Ireland:"

Upon reading the Petition of the Members of the Royal Schombergh Orange Lodge, No. 1,690, of the City of Dublin, whose Names are thereunto subscribed; taking notice of the last-mentioned Bill, and praying, "That their Lordships will not pass the same, nor any other Bill tending to weaken the Protestant Interest in Ireland, which has been already too much depressed by the Relief Bill of 1829, being fully convinced that any such Measure must be productive of evil Consequences to the Empire at large, and would in all probability have the Effect of inducing the great Body of Irish Protestants to seek for a Repeal of the Act of Legislative Union, under the Impression that in an Irish Parliament they would still be able to defend the Rights, Privileges and Immunities for which their Forefathers bled:"

Orange Lodge, (Sligo,) No. 1,674:

Upon reading the Petition of The Master, Wardens and Brethren of the Corporation of Weavers, under their Common Seal; taking notice of the last-mentioned Bill, and praying their Lordships, "That the Privileges of Freemen may be continued as at present; that the Rights of Election may be preserved, so that Property may be fairly and justly represented; and that Power may not be extended to a Principle which would tend to overthrow the valuable and venerable Institutions of the Country:"

Upon reading the Petition of the Corporation of Tailors or Guild of Saint John the Baptist, under their Common Seal; taking notice of the last-mentioned Bill, and praying their Lordships, "That they may not be deprived of their Franchise, Birthright and Inheritance, and the Property, Privilege and Freedom dependant thereon, but that, before such Bill be passed into a Law, their Lordships would first pass another Bill, affording to His Majesty's Protestant Subjects of this Country both Time and Means to emigrate to some other, in which they and the Petitioners might find Protection in their Religion, their Property, their Persons and their Lives, for all or any of which the Petitioners have had no Certainty, Safety or Security in Ireland for these several Years last past; and that the despoiling Bill, miscalled Reform, may not be suffered to pass into a Law, but that the Divine Providence will direct their Lordships Councils not to sanction such partial and unconstitutional Spoliation of ours and our Childrens' Inheritance by depriving them of their Freedom, their Franchise and their Birthright, the Privilege of the Laws of Man, or more profanely depriving the Children of the Poor of Ireland of the still more valuable, imperishable and unadulterated Fountain of the Laws and Word of God:"

Education, (Ireland,) Petition from Sturminster Newton against proposed Plan.

Upon reading the Petition of the Inhabitants of Sturminster Newton and its Vicinity, whose Names are thereunto subscribed; praying their Lordships "to provide that all Grants of Public Money for National Education in Ireland be applied only to the Support of Systems of Instruction which are founded upon the entire Word of God, and which encourage the free and general Use of the Holy Scriptures amongst all Descriptions of Persons:"

The King's Answer to Address.

The Earl of Shaftesbury (in the Absence of the Lords with White Staves) reported, "That they had (according to Order) waited on His Majesty with their Lordships Address of Tuesday last; and that His Majesty was pleased to receive the same very graciously, and to say, He would give Directions accordingly."

Courts of Local Jurisdiction, Petition from Leicester to establish.

Upon reading the Petition of the Bankers, Merchants, Manufacturers, Tradesmen and other Inhabitants of Leicester, whose Names are thereunto subscribed; praying, "That their Lordships will enact a Law establishing Courts of Local Jurisdiction empowered to commence, hear and determine all Suits and Actions not amounting to One hundred Pounds, and more especially to effect a speedy and summary Mode of adjudging and settling such as are under Five Pounds, that thereby the Expences with which the Administration of the Laws is attended may be greatly reduced by rendering the Proceedings short and plain, that all unnecessary Delays may be prevented, and that such other Relief may be afforded as to their Lordships shall seem meet:"

Reform (Ireland) Bill.

The Order of the Day being read for the House to be put into a Committee upon the Bill, intituled, "An Act to amend the Representation of the People of Ireland;" and for the Lords to be summoned;

It was moved, "That the House do now resolve itself into a Committee upon the said Bill."

It was resolved in the Affirmative.

Then the House was adjourned during Pleasure, and put into a Committee upon the said Bill.
