Whereas in Queen's Ferry (Portu) in Scotland, which by royal gift was made over to the abbot and convent of Dunfermeling, by some abuse it has come about that any clerk of whatever condition or dignity, immediately subject to the apostolic see, who crosses the port, even a papal nuncio, pays two pence for each horse, and every noble or his servant pays one penny, so that ecclesiastics of that realm, who are free, and not bound to pay anything, are compelled to pay more than others, contrary to the institutes of the holy fathers, the said ecclesiastics pray the pope to remedy this abuse, and to order discreet persons to compel the abbot and convent to observe the liberties of ecclesiastics.
