Lord High Admiral and Commissioners of the Admiralty 1660-1870

The powers and functions of the Admiralty were vested in the office of Lord High Admiral throughout the period except for the years 1684-9 when they were exercised directly by the crown. (fn. 1) The office was held by individuals during the years 1660-73, 1702-9 and 1827-8; at other times it was placed in commission. Appointments were made by letters patent under the great seal. (fn. 2) Except in the case of the Duke of York who was appointed for life, tenure was during pleasure.

Between 1673 and 1679 the Board was composed of between twelve and sixteen Privy Counsellors who served without salaries. In 1673 provision was made for the holders of the offices of Lord Chancellor (or Lord Keeper), Lord Treasurer and Lord Privy Seal to be ex officio members. (fn. 3) This arrangement was extended to include the Secretaries of State in the following year. (fn. 4) In 1679 a smaller number of paid Commissioners were substituted who were not necessarily members of the Council. The number of Commissioners was fixed in principle at seven although between 1679 and 1718 it fell on occasion to six or to five. From 1683 to 1684 there were seven paid Commissioners and one supernumerary Commissioner who served without salary. Between 1718 and 1822 the Board was invariably composed of seven Commissioners. In the latter year the number was reduced to five. (fn. 5) It was increased to six in 1832 but reduced again to five in 1868.

Although the standing of all the Commissioners was in theory the same, the First Commissioner or First Lord exercised an ascendancy over his colleagues from an early date. (fn. 6) Until the early nineteenth century it was not unusual for the First Lord to be a naval officer; after 1806 the only naval officer to occupy the post was the Duke of Northumberland (1852). (fn. 7) During the eighteenth century it was usual for at least one of the junior Commissioners to be a naval officer; occasionally the number rose to three. Between 1804 and 1822 there were invariably three junior 'Naval' Lords. (fn. 8) The number fell to two in the latter year when the membership of the Board was reduced to five. Barham was apparently the earliest First Lord to introduce a settled arrangement for the distribution of duties amongst the members of the Board. In 1805 he assigned specific functions to each of the Naval Lords, described as 'Professional' Lords, while leaving to the 'Civil' Lords the routine business of signing documents. (fn. 9) This arrangement was revised and given greater definition during Graham's period of office as First Lord (1830-4) when, following the abolition of the Navy and Victualling Boards, the work of the Admiralty Board was reorganised and each of its members given particular responsibility for areas of naval administration. (fn. 10) From 1830 it was fixed in principle that, apart from the First Lord, there should be four Naval Lords; a Civil Lord was added in 1832. This arrangement was subject to minor variations. In 1834-5 there were three Naval and two Civil Lords while in 1852-3 and again in 1866 there were five Naval Lords and no Civil Lord. In 1868 the number of Naval Lords was reduced to three and the office of second Naval Lord (or Third Lord) was combined with that of Comptroller of the Navy. (fn. 11) Originally all the Commissioners of the Admiralty were entitled to sit in the House of Commons; in 1832 the number so entitled was reduced to five. (fn. 12)

Substantial perquisites were attached to the office of Lord High Admiral. The Duke of York was the last occupant of the office to receive these for his personal use. Both the Earl of Pembroke and Prince George surrendered their rights to the crown. In the case of the Duke of Clarence the perquisites were specifically reserved to the crown in the patent of appointment; when the office was in commission they were invariably so reserved. (fn. 13) With the exception of the Duke of Clarence each Lord High Admiral was granted a patent salary payable at the Exchequer. The Duke of York received 200 marks and the Earl of Pembroke and Prince George 300 marks. (fn. 14) In addition Pembroke was granted £5000 from Admiralty perquisites in recognition of his brief period of service as Lord High Admiral in 1702. (fn. 15) On his reappointment in 1708 he was accorded £7000 a year payable by the Treasurer of the Navy in addition to his patent salary. (fn. 16) The salary of the Duke of Clarence as Lord High Admiral was £5000. (fn. 17)

From 1679 the salaries of the Admiralty Commissioners were fixed at £1000 each payable by the Treasurer of the Navy. (fn. 18) Originally the First Lord received the same as the others. In 1699 an attempt was made to increase his remuneration in view of his special responsibilities but was unsuccessful. (fn. 19) The earliest First Lord to be granted an additional salary appears to have been Orford (1709-10) who received £2000 from an unknown source. Strafford (1712-14) was granted the same amount paid by the Treasurer of the Navy out of money arising from the sale of old stores. (fn. 20) However, Orford received only the basic Commissioner's salary of £1000 during his period of service as First Lord from 1714 to 1717. It was not until the appointment of Berkeley in 1717 that it became the invariable practice for each First Lord to be granted the additional salary of £2000. At first this sum was carried on the ordinary establishment but from 1718 to 1806 it was again paid out of old stores money. (fn. 21) In 1806 the First Lord was provided with a salary of £5000 on the ordinary establishment. (fn. 22) In 1831 this was reduced to £4500. (fn. 23) In addition to their salaries some of the Admiralty Commissioners were entitled to official residences and various other allowances. (fn. 24) In 1869 their remuneration was fixed as follows: First Lord £4500 a year with a residence, First and Second Naval Lords £1500 a year with residences, Third Naval Lord £1000 a year with a residence and Civil Lord £1000 a year without a residence. (fn. 25)
