To the bailiffs of Scardeburgh. Order henceforward not to suffer strangers and aliens not dwelling continually in the town to ply the herring business there until further order by advice of the council, and on sight etc. to cause proclamation to be made of the king's intent, that speedy notice be given to all such strangers etc. now in the town or hereafter flocking thither for the purpose; as by report and complaint of the burgesses the king is informed that great number of them, immoderately opening the mouth for excessive gain, did last year in the season for taking herring repair to the town with ships and salt etc. needed for drying them, and anticipated others in buying fresh herring of the fishers there, salting some in barrels, drying other and putting it in little casks (copulis), and for their particular advantage taking it all over to foreign parts, to the hurt and prejudice of the king, the ruin it is like of the burgesses, who are charged to him with no small fee farm, and live and have heretofore maintained a middling estate by the said business, and the general loss of the other lieges by destruction and obstruction of the common weal, and what is still worse, they have now returned a second time to the town with ships etc. as before.
