Whereas the king has committed the governance of the realm of England and of the lands of Wales and Ireland to Queen Eleanor with the counsel of his brother Richard, earl of Cornwall, until his return from Gascony; he wills that when the archbishoprics and bishoprics of the realm of England, and the bishopric of St. David's in Wales, fall void, licence to elect shall be sought of him, and when the elections have been made the royal assent shall be required; and the same with respect to the abbeys of Westminster, Waltham, St. Edmunds, Ramese, Peterborough, St. Albans, Rading, Oseneye, Cyrencestre, Hyde, Glastonbury, sede vacante, Malmesbury, St. Peter's, Gloucester, Evesham, St. Mary's, York, St. Augustine's, Canterbury, and the archbishoprics and bishoprics of the land of Ireland, as the journey from Ireland to Gascony is easier than that from Ireland to England. But on the voidance of the bishoprics of Llandaff, St. Asaph's and Bangor, and of the abbeys and priories of England, Wales and Ireland, not mentioned above, the king wills and grants that licence to elect be sought of the queen and after the elections her assent be required with the counsel of the said earl.
