1. Deputy Lieutenants of Essex to the Council. Had called before them the persons who refused to contribute to the loan, and finding them resolute in denial, tendered press money to seven of them. They refused to receive the same, but were warned that they would be of the number which would be sent from Harwich to serve the King of Denmark. Inclose,

March 13. 2. Attorney General Heath to the Council. The bill exhibited to the Star Chamber by William Knowler calls in question the decrees of the Commissioners of Sewers for 35 years together. It also mentions an order of that Board in an unfitting and uncomely manner; both which are very unfit to have been so expressed.

3. Commissioners for the Loan in co. Pembroke to the same. After many meetings, the inhabitants agreed to the loan of five subsidies, and, to avoid the great hazard of conveying the money to London at two separate times, had agreed to pay the whole at once.

4. Buckingham to Capt. John Pennington. Warrant to give instructions to Capt. Hull and the rest of his fleet to ply between the Isle of Wight and Dover, keeping on the coast of France, to intercept ships coming out of the Low Countries, for the use of the French King.
March 13. 5. Petition of Robert Bishop to Buckingham. For two years past the neighbourhood of Ilfracombe and Lynmouth has been blessed with great abundance of herring fishery, but various abuses are practised by the fishermen, which threaten to drive the fish away. Pray for a commission to redress these abuses. [Underwritten is a reference by Buckingham to Sir Henry Marten.] Annexed,

The King to the Farmers of the Customs of the Port of London, and all other his officers. Requiring them to collect the moneys directed by the late King to be paid to William Lamplugh, one of the Clerks of his Kitchen, for a light maintained by him at Dungeness. [Prefixed is a copy of Letters Patent of King James I., dated August 18, 1615, granting to Sir Edward Howard, one of his Majesty's Cup-bearers, 1d. per ton on every ship passing Dungeness, in support of a light erected there by Sir Edward Howard. 11. The Council to Sec. Conway, Lord Lieutenant of Hants. The affairs of Christendom still stand upon such uncertain terms as give his Majesty cause not to omit any provident care for the strength and safety of his dominions, but observing that the musters, as well for the frequency as for the times of mustering, have been inconvenient to the country by happening at seed time or harvest; it is his pleasure, that the next musters of the co. Hants, take place in or about Whitsun week.

March 14. 14. Petition of John Stratford to the same, for the renewal of a royal protection granted to him by King James, under which he had sowed 40 acres of land near Winchcombe, co. Gloucester, with flax; had kept in work 200 poor people, and had made large payments on account of his debts. Annexed,

15. Sir James Bagg to Buckingham. Reports the sale of the prizes, sugars, and other things mentioned in his last letter. [See Vol. lvi., No. 69.] Has despatched servants into Cornwall, to procure a supply of wheat, and other desired provisions. Reports what could be obtained out of the stayed French ships; in one of them, 80 tons of oil, "which to an army is as cheap and more useful and healthy than butter." Professes great devotion to the Duke.

Petition of the French merchants of Exeter, William Gould, of St. Thomas's parish, near Exeter, and his company, and Richard Alford, of Lyme, and James Gould, of Dorchester, to Buckinghm. Goods of the petitioners, to the value of 30,000l., being detained in France, they pray for compensation out of French goods stayed in England.

17. Katherine Countess of Suffolk to Sec. Conway. In behalf of a gentlewoman who served the late King. The Countess's son would think himself much beholden to Conway for any favour done to the lady alluded to.

18. Sir James Bagg to Nicholas. Sale of the prize sugars at Plymouth. They fetched prices which made him sorrowful for the buyers; 3l. 6s. 8d. for pannels, 4l. 6s. 8d. for muscovadoes, and 6l. 6s. 8d. for whites. If the merchants of the western parts now in London prevail in their desire to be commissioners for sale of the prize goods, it will not be to the King's profit or the Duke's honour. The Love, the great French ship that came in with a leak, is totally unserviceable.

21. Sir John Jephson to William Earl of Pembroke. Urges the immediate repair of the fortifications of Portsmouth, which now consist merely of ruins, which show that it was once a fort. Disgrace of the present state of neglect, especially at a time of rumour of intended invasion.
March 14. 22. Lord Treasurer Marlborough to Attorney General Heath. The King having appointed Sir Robert Harley Master of the Mint, with an allowance of 500l. per annum, the Council, on a reference, ordered that he should have the usual profits of that office. Sir Robert, being willing to resign his former grant, the Attorney General is to prepare a new bill for the King's signature accordingly.

Mr. Boate one of the Masters-assistant at Chatham, being sick, and the other, Mr. Apslyn, being ordered to Bristol, there will be no one but Mr. Goddard to oversee the important works carrying on at Chatham. He is entreated to move the Lords Commissioners that Mr. Apslyn may stay for the present.
March 14. 26. Agreement between Thomas Musgrave and Nicholas Carter, for the discharge of the former from imprisonment, on proof of his being Muster-master of Northumberland.

37. Mayor and others of Hull to Philip Burlamachi. Set forth the impediments in the way of their procuring ships at "6s. 8d. per poll" for transport of 1,350 men to Stade. It will be necessary for them to have the power of pressing ships and sailors, and the men ought not to be sent to Hull until the ships are ready.

March 18. 51. Commissioners for stay and discovery of French goods to Buckingham. John Webber and others had proved to them that the cargo of the Oliver, of London, chartered at St. Malo, was their property, and that none of the subjects of the French King were interested therein.
[March 18.] 52. Petition of John Webber, John Stoner, Peter Simons, and Daniel Bonnell, to the same, for his order to Sir John Hippisley to re-deliver the bond which they had entered into for the ship Oliver. The Lord Treasurer had made such an order in respect of the bond for the cargo.

The Downs, aboard the Star.
53. Sir Dodmore Cotton to Sec. Conway. The merchants have richly accommodated the Persian, and to Sir Robert Sherley and Sir Dodmore have given kennels. They allow him wine, but none to them. They are are arranging to go to Surat before they land them, which will make the voyage three months longer. Lady Sherley had petitioned that they might not be landed at the same place as the Persian, but without result. Cloth of Sir Robert Sherley stayed, on pretence of nonpayment of customs.

54. Gilbert Raleigh to Nicholas. He would receive from Capt. Salleneuve an inventory of the goods taken by him in the derelict. The wines and prunes required to be sold immediately. Bickerings as to the right to custom upon such goods, with Gardner and Polhill, in which Raleigh had been supported by Nicholas's father.

Discharge to the Duke of Buckingham for certain jewels, particularly described, which were delivered to him to be disposed of as the King should direct, but were afterwards returned to the King, and by him disposed of to the Queen, the King of Denmark, and others. 59. Sir John Hippisley to the same. There began a fight betwixt five Dunkirkers and four Hollandmen on Thursday at 10 o'clock at night, and fought till 12 the next day, all which time the King's ship never stood out of the Downs. The Captain should be sent for to give account of this. Hippisley's ship, the John and Fortune, has taken a French man-of-war, out only for pillage. 13 Dunkirk ships came out on Thursday; eight are gone to the north. Has received letter that Mr. Burlamachi is to have the tobacco that is there. Hopes he is to buy it of them at a reasonable rate.

The Exchequer has afforded her nothing since the death of the late King. The King has granted Lady Nottingham her annuity, and Lady Bedford and others help in other ways. Her cousin Goring and others that have annuities and pay the King's rents have authority to pay themselves.

85. Deputy Lieutenants of Dorset to the Council. Have received letters directing them to send the 23 companies billeted in that county to the place of rendezvous, marching to Winchester on the 27th instant; also to appoint a treasurer to carry a month's allowance for their victuals; also to provide for every soldier a shirt, a pair of stockings, and a pair of shoes, and to pay for the necessary repair of their arms. All these payments are to be made out of the loans, as well as certain allowances to soldiers and officers for the 26 weeks during which they have been billeted in that county. These charges amount to 10,503l. 5s., whereas the loans amount only to 5,120l., whereof little or nothing is collected. It is impossible to raise such great sums without supplies from neighbour counties.

The Earl refers the Duke to Mr. Fotherley, who is acquainted with the Earl's grant, and begs the Duke to direct his Vice Admiral to forbear to make such seizures in future.
