Register Book of Warrants for issuing Letters of Marque and Commissions to take Pirates, granted by the Duke of Buckingham during the whole Period of his Lord Admiralship.
[Besides Warrants for issuing Letters of Marque and Commissions to take Pirates, this Volume contains copies of various Letters and Papers principally relating to the revenues of the Lord Admiral. The Warrants for issuing Letters of Marque and Commissions to take Pirates will be found at p. 285, thrown together in a tabular form; such of the Letters and Papers as fall within the period comprehended within the present Volume are introduced in their chronological places; and the following are those which are of earlier dates in the reign of Charles I.]
1625.
April 7.
The King to the Duke of Buckingham. Commission for granting letters of marque against subjects of Spain residing in the Low Countries, and also against those who live under the obedience of the States General of the United Provinces of the Low Countries, according to articles agreed upon by the Council. April 7. Articles set down by the Council for the observance of persons who obtain letters of marque under the preceding Commission. [Copy; ibid., p. 15.]
[May?] Buckingham to Sir Henry Marten, Judge of the Court of Admiralty. He is to receive complaints of persons who desire letters of marque against subjects of Spain in the Low Countries, or against those who live under the obedience of the States General, and to certify to the Duke the names of such as prove the justness of their complaints. The same to Sir James Bagg. The Earl of Warwick, or some of his captains, have given out that, though they bring in any prize, they will not pay tenths. That by the countenance of great words the Duke may not suffer in the ancient rights of his place, Sir James is commanded, that if any prize be sent in by the said Earl, tenths shall be taken for the same.
