Ordered that the Committee of the Navy do pay the commander and company and also for the victuals of the "Green" frigate of Dublin, taken by Lord Broghill for the service of the State until this time being three months. In future there are to be allowed 20 men upon her, with victuals and pay for six months, to attend the Lord Broghill. [2/3 p.] 2

That the Commissioners of the Navy do contract with John Lawson, commander of the ship "Covenant" of Hull, for to be one of the next summer's fleet for 8 months' service. The same The same To give order that so many of the ships named in the list as are at Chatham and in the river Thames be surveyed, repaired, and fitted forth to sea for the next summer's fleet, as likewise such of the ships as are now at sea when they shall come in. Jan. 14. Lord Admiral Earl of Warwick. Commissioners of the Navy. Warrant to be issued to the Victualer of H.M. Navy to furnish the "Crescent" frigate, now fitted for service on the coast of Ireland and Milford Haven, with provisions for six months. And in regard she is likely to continue abroad all the next summer, the victualer is to deal with the commander and purser to victual her from time to time, while she remains at sea, so as not to be forced to return to Portsmouth or into the river to revictual. Moulton for the guard of the coast of Ireland to be paid by the King and Parliament, according to their burdens and number of men kept on them, and to return the same to this Committee; likewise to consider of the ship "Blessing," of London, Thos. To give order that the pink, formerly called the "Fortune" prize, but now the "Dove," lately brought into the river, be surveyed and fitted to sea in the service of the State. Likewise that you certify me what number and quality of guns this vessel will bear. Also to give order that the commander be allowed tallow for tallowing her as often as he shall see cause. [½ p.] 23
Feb. 21. Order of the Committee of the Navy. That the Commissioners of the Navy do attend this Committee to-morrow at 2 p.m. in the Treasury Chamber. That they bring with them a list of H.M. ships, and of such merchants' ships as they have taken up for this summer's fleet, together with the paper of rates and prices of victuals to be forthwith provided for the fleet and their opinion thereupon; when they shall receive further directions from this Committee. The same The same Whereas a fleet is now abroad and another preparing to be sent out the next summer for safeguarding of his Majesty's kingdoms and Parliament, preventing foreign invasions, and securing trade, which services may require a greater proportion of men than may voluntarily offer themselves; these are by virtue of an Ordinance of both Houses to enable and authorise you, as occasion shall require, until the first of January next, to raise, impress, and levy such and so many mariners, sailors, watermen, surgeons, gunners, ship carpenters, caulkers, and hoymen, as also carmen for carriage of victuals as you may conceive requisite and necessary for that service. To which persons, so to be impressed, conduct money and wages are to be allowed. To the Ordinance I refer you for direction about the penalty of any persons declining the said service, and of any pressmaster's corrupt carriage in the managing thereof. [¾ p.] Annexed, 27

Ordinance of Parliament, that having appointed certain ships to be set forth this spring for guard of the narrow seas, preservation of trade, and necessary defence of his Majesty's dominions, which at this time is of great necessity by reason of the home-bred distractions and great preparations making in foreign parts ; the Lord High Admiral, appointed by Parliament, shall have authority to impress until January the first 1645[–6] so many mariners and others as shall be requisite. March 4. The same The same I have commanded Butler Nodes, master-gunner of H.M.S. "Defiance," to go as master-gunner in the frigate "Constant Warwick," employed to sea upon special service; you are therefore to give order that he may be allowed, during the time of his employment, wages and diet on the "Defiance," as if he were upon her in harbour, and the rather for that he is no charge to the State in the service wherein he now goes. Moreton, being come into Portsmouth through want of victuals, you are to give order for putting of three months' victuals aboard her that she may return to Guernsey; likewise for furnishing her with stores for the next summer's expedition, and for paying off such of her men as are sickly, that able men may be entertained in their room. The same The same The commanders of the "Cygnet," "Crescent," "Nicodemus," and "Robert" frigates, with the "Dove" pink, having informed me that they are not able to do the State that service expected of them without these vessels be tallowed monthly, you are to give order that the requisite supply be issued forth of the stores. You are therefore to send for Peter Andrews or Nathaniel Good[lad], and let him know I desire he would come to me on Monday and take his commission, and then away within 2 or 3 days. [1 p.] 36

That the Commissioners of the Navy, with Mr. Hutchinson, deputy to Sir Henry Vane, junr., Treasurer of the Navy, do make up an account of what moneys are owing to the owners of shipping for hire and freight of their ships, set forth in the service of King and Parliament, from the time when the Parliament did first employ any ship unto this present. Returning the same to this Committee, and Mr. Hutchinson is specially desired to attend this service. [½ p.] 37

I have just received your letter concerning taking charge of H.M.S. the "Lion," as captain for Milford Haven, and leaving her there with Capt. Swanley, to return with the "Leopard" for Chatham. I could heartily wish my ability was answerable to my willingness, but not having recovered from my late great sickness, I dare not yet venture to sea. All estimate of iron ordnance and shot to be provided by John Browne, the gunfounder, for the next summer's fleet. Iron ordnance, viz., 16 demi-culverins and 10 sakers, 428l. 15s.; 20 saker drakes and 4 demi-culverin cuts, 416l.; 10 minion cuts, 115l. 10s. Round shot for the several species of ordnance, 1,392l. 17s. 2d.; bars of iron, 29l. 17s. 4d.; hand grenades for demi-culverins and sakers, 125l. Total, 2,507l. 19s. 0½d. [1 p.] 40

An agreement or contract made with the artificers named to serve in provisions of gunners' stores for this summer's fleet, provided the money be paid for the same, the first third on 25th June, and the other two thirds at 3 months and 3 months. Specification of goods to be supplied by each of the contractors named and the prices. [6 pp.] 41

Lord Admiral Earl of Warwick. Commissioners of the Navy. Having observed a backwardness in the surgeons to get aboard, which may be specially inconvenient now that the ships for the summer fleet, on their coming into the Downs, will receive orders to put forth to sea; you are to take order for the surgeons speedy preparing of their chests and persons, that they may be ready to go aboard at the first entering of the ships into sea victuals. [½ p.] 42
March 17. Order of the Committee of the Navy. That the Commissioners of the Navy do contract with the pursers of H.M.SS. the "Lion" and "Entrance" for completing these ships with 8 months' victuals, and likewise with the purser of the "Cygnet" frigate for six months' victuals. The Committee also suggest that, in regard the said pursers will make use of the old cask and bags, and for that they must be furnished with present money, that 7d. per diem a man will be a reasonable rate. March 17. The like. That the beef remaining in store at Yarmouth, provided for last year's fleet, but not used, be sold to the best advantage of the State. [½ p.] 44
March 17. In regard that the Commissioners of the Navy cannot conveniently make up the accompt, and it appearing to the Committee, by information of diverse members of the Commons' House, the want wherein Col. Moore's wife now is, it is thought fit that for the present they do make out a bill of imprest for 40l. [¼ p.] 45
March 18. Wm. Cook Lord Admiral Earl of Warwick. That petitioner has served the State for above 40 years in H.M.'s ships as master, and 20 years as one of the four principal masters, but has not amassed an estate sufficient to maintain himself and his charge in that manner and quality as becomes him in a place of so great trust, his means and salary hitherto allowed him not exceeding 40l. per annum and 12l. per annum for dict. The taxes and assessments wherewith he is charged towards the public in these times amounting to the greater part thereof, which emboldens him to present this petition. Prays your Lordship to give order to the Commissioners and officers of the Navy for such allowance to be made him by bill as is allowed to Mr. Scott and Mr. J. Goodwin, of Portsmouth, for their attendance, he having much the most business to do in graving and fitting of ships, &c., besides his daily attendance about the navy preventing him from seeking to better his means. Underwritten, 46
i. Reference by the Lord Admiral Warwick to the Commissioners of the Navy to consider the above allegations, and to give such allowance to petitioner in respect of his extraordinary services as they shall think fit, it appearing that the same allowance should be made to him as to the rest of the Masters in Attendance as is desired. Send to the victuallers to hasten down the remainder of the provisions for those ships, likewise to the Officers of the Ordnance that they send down the guns and gunners' stores, that they may be in readiness to go along with me to the Downs. March 27. Lord Admiral Earl of Warwick. Commissioners of the Navy. To cause the "Hart" frigate and the doggerboat lately come from Ireland, and reported unfit for the State's further service, to be appraised and sold at as good a rate as you shall be able for the State's use. [½ p.] 58
March 27. The same The same To cause a survey to be taken of the "Maria" pinnace at Portsmouth, and give order for repairing her defects. Also to issue your warrant to Mr. Holt for allowing its commander flesh in Lent for two days a week upon the Vice-Admiral's order. [1 p.] 59

The same The same Having appointed Charles Harris gunner of H.M.S. the "Happy Entrance" during this summer's expedition in place of Ralph Chessell, who is transferred as gunner into H.M.S. the "Nonsuch," to serve in her, until the "Entrance" shall return into harbour, I desire you to so enter his name, allowing him such wages and diet for himself and his servant as is usual. You are therefore to despatch such provision of victuals and other necessaries within your charge as may be sufficient for the ships at Chatham, that they may be ready to go to the Downs lest an easterly wind do shut them up in the river. March 27. The same The same I have hitherto withheld my warrant for payment of their wages to the carpenter and boatswain of the "Providence" expecting Capt. Ellison's coming up, there being a charge against them yet depending: but because they and their families are in want, by reason they have been diverse months out of employment and Captain Ellison's coming home is yet uncertain, and for that there is no brand upon their tickets, I would have them receive payment of their wages, or at least a part thereof; and in the event of crime being proved against them, they may be punished corporally or removed from their places. March 29. The same The same So soon as John Garnett, boatswain of H.M.S. the "Assurance," shall be settled in his place upon the "Leopard," you are to give order that David Mitchell be entered boatswain of the "Assurance" which is to remain in harbour, by reason of his great age. [2/3 p.] 63

The same The same At my coming to Chatham, I find there will be great need of an assistant to the masters attendant at Chatham for directing the works both afloat and on shore there, Mr. Cooke going to sea as master of the "James," and Mr. Rabnett in the "Henrietta" pinnace, for guard of the river Medway. You are, therefore, to give order that Thos. Arkinstall be entered assistant to the masters attendant at Chatham with such salary as hath been heretofore allowed. In order that he may be enabled to perform the duty required in that trust, the boatswains of the ships in harbour at Chatham are hereby commanded to obey his directions in the necessary absence of the master attendant. The same The same I perceive by Capt. Danske that he desires to go out to sea with letters of marque and to have the State victual him, but I have caused Solomon Smith to stay his ship from going to sea until sufficient security be furnished that he will remain trusty in the service of the Parliament. He says he is unpaid for his service in the "Star" and for money laid out by him to victual her, I pray account with him if it be so. Hasten out the "True Love" to the Downs, or any other ships in the river, as also the Vice and Rear-Admirals' ketches, and a ketch to send to Capt. Swanley in the Irish seas; these are all listed but not provided, haste them out. P.S.—Danske says the owners will put the ship at the State's service if the Committee will entertain her, but the same danger may be then of her going over into the King's service. [1 p.] 66
March 31. Chatham. Lord Admiral Earl of Warwick. Commissioners of the Navy. At my coming to Chatham I find that the small store of hemp which was sent down is well nigh wrought out. You had, therefore, better apply to Mr. Greene and the Committee of the Navy to furnish a speedy supply, as the quantity left here will hardly employ the ropemakers for one month, and the stores of ground tackle are so exhausted that there is not sufficient to furnish out four ships upon any sudden occasion. April 1. Ralph Chessell, gunner of H.M.S. "Happy Entrance." Lord Admiral Earl of Warwick. Petitioner has been at 20l. expense in journeying between Chatham and London to attend the Officers of the Ordnance for gunner's stores for the "Happy Entrance" and carrying them down to Chatham the last year, and this, but through some displeasure taken against him, has not been permitted to go this voyage. Prays the Lord Admiral to signify his pleasure to the Commissioners of the Navy that he may have some allowance towards his pains and expenses. Underwritten, 68
i. Reference to the Commissioners of the Navy to make some allowance for petitioner's attendance and expense in shipping the gunner's stores, Chatham, 1 April 1645.

April 1. Treasury Chamber, Westminster. Order of the Committee of the Navy. That the Commissioners of the Navy do give order to the Victuallers of the Navy to put aboard a vessel a proportion of beef and pork for 600 men for 8 months, to be carried to Portsmouth and delivered to John Holt, victualler there, upon account, that he may be able te supply the small ships and frigates employed this last winter and appointed for this summer's expedition, which will suddenly come into Portsmouth to revictual. [¾ p.] 69
April 1. The like. The Committee of the Navy having received propositions for the blocking up of Bristol, which have been approved by a subcommittee with the Commissioners of the Navy, and likewise assented unto by the House of Commons and referred from that House to this Committee to take care for the putting of the same in present execution. And this Committee finding that there is required for the performance of this service 6 ships and pinnaces to be manned with 500 mariners besides 6 shallops, order that the Commissioners of the Navy do consider whether those ships may be presently taken out of the Irish or western squadron or any other, and to return the names of such ships and pinnaces, to consider how these squadrons may be supplied with other ships in convenient time, and to return their opinions to this Committee. April 2. The like. That the Commissioners of the Navy do give order to the Victuallers of the Navy for sending down to Portsmouth a proportion of fish and cheese for 600 men for three months, there to be delivered to John Holt upon account. [1 p.] 71
April 3. Petition of Nicholas van Reden, late master of the "Hope," of Hamburg, to the Committee of the Navy and Customs. That after his ship was surprised, and he a prisoner aboard the man-of-war, he desired the master's mate, when he went aboard the prize, to bring him a suit of clothes and 70 pieces of 8 of his own money, which he accordingly did, and he then gave 10 pieces to some of his company at Yarmouth to carry them for Hamburg, and the other 60 he delivered to the master of the ship to lay up for him, which 60 pieces of 8 were afterwards delivered to the Commissioners of the Navy, who returned him 10 to subsist by. Prays that the Committee of the Navy would give order for the restoration of this money, he having 7 of his men here upon his charge, besides himself, and nothing left them to enable them to return to their country. April 4. Order of the Committee of the Navy. That, according to an order of the Commons annexed, the Commissioners of the Navy do make out a bill of imprest to the Treasurer of the Navy for payment of 50l. to Capt. Thos. Kettleby for his present support and relief. [⅓ p.] Annexed, 73
i. Order of the House of Commons. That it be referred to the Committee of the Navy to examine the truth of Capt. Kettleby's petition, and to state to the House the whole matter concerning him. And that in the meantime they do pay him 50l. for his present support. 4 Apr. 1645. [Copy. ½ p.]
April 5. The like. That the Commissioners of the Navy do cause the "Charles" frigate, lately come into Portsmouth, to be surveyed, and her defects supplied, as desired by the Lord Admiral, she being suddenly to go for Ireland, being employed as a packet-boat betwixt this kingdom and Ireland. April 7. The like. There being a proportion of the beef and pork appointed for the last year's fleet remaining in store, which cannot be used for this summer's service, being over salt, it is thought fit that the Commissioners of the Navy do dispose of the beef to the best advantage of the State. April 7. The like. In obedience to an order of the Commons, together with a paper presented to and approved of by that House, the Commissioners of the Navy are desired to take up three colliers or merchant ships, and likewise to provide the "Spy" frigate and 4 shallops to be despatched speedily. In the meantime, in the absence of the Lord Admiral, they are to prepare fit instructions to be sent to Capt. Swanley for putting this design [the blocking up of Bristol] in execution, for which purpose they are to have conference with Captain Batten. Also to consider what shipping of this summer's fleet are fit to be employed on this service besides the former ships, and to make return to this Committee of their doings herein with all speed. Batten for a gratuity of 40l. to be given to Henry Goddard, master shipwright at Chatham, for his great care and pains taken in rebuilding of the graving dock there, the charge of which came to 1,400l. at least. That the Commissioners do make out bills for 6 months' victualing of the ship "Endeavour," whereof was Captain Reeve Williams; which was lately set out by way of reprisal upon the Ordinance of 30 Nov. 1643, allowing 40 men to 100 tons. May 30. The like. That the Commissioners do by the first conveyance take order to send two of the four shallops, prepared for Bristol, to the Governor of Weymouth, who shall have order to dispose of them for the State's service. [½ p.] 82
June 27. Office of the Ordnance. Officers' of the Ordnance certificate concerning debentures, made out according to an order from the Commissioners of the Navy of the 2nd present, chargeable upon the estimate for the last summer's fleet. That according to the bills in our hands, all the debentures are made out, but some hereafter mentioned are yet unpaid. We would request this Honble. Committee to give order to Sir Walter Erle, late Lieutenant of the Ordnance, to pay the same out of money remaining in his hands received upon the estimate for the last summer's fleet.
