Nov. 1 Prize officers Navy Comrs Will deliver the two ships Church of Edam and the Hope, as soon as the Admiralty Judges have condemned them, having sold the salt. The Black Cock is delivered. 1

Asks how the business of the prize money is settled, as it obstructs the business there. Has acquainted the Admiralty Committee of the miscarriage of some of the sailors of the Portland; is glad Providence has disposed of Mr. Hopkins' stay there. Desires the master of the Great Charity may be proceeded against. 4, 5
Nov. 2 Capt. Fras. Willoughby, Portsmouth. Adm. Com. Most of the ships that were in the harbour have gone to Spithead, and those remaining are in hand. There has been a mutiny amongst the crew of the Portland, which the captain put down by running in amongst them, and putting 14 in the bilboes; 3 or 4 of the worst are to be tried by a council of war. The mariners are generally very unruly until paid, and when they receive their prize money, it will be a rub to their going out. 6
" 3 Prize officers, Prize Office. Navy Comrs Have received their order for paying 350l. to the widow of Capt. Jas. Peacock, but before doing so, ask whether they have received any account of the informations against him. 7
" " Lieut. Jno. Cuttle, of the Mayflower. Adm. Com. Petition for relief for the loss of his left arm in the engagement with the Dutch on 31 July, when the captain was slain. His cure has cost him 40l. With 2 certificates, 3 and 11 Oct.; order by the Navy Commissioners, 28 Oct., referring him to the governors of the chest at Chatham, and their report, 1 Nov., that they cannot assist him, as neither lieutenants nor captains contribute to the chest. 8–11

Returns an order of the Council of State giving him leave to take such Dutch busses brought in as prize as he may require, and desires it may be enlarged to include a flute or two and some hoys. They have paid off the Centurion, Advice, and Expedition, and several of the men promise fair, having volunteered again; has an eye on the rest for the first appearance of mutiny; has routed many of the tippling schools, otherwise would have no quiet. 15

" " Jonas Shish [Navy Comrs.] Ask a convoy for 3 hoys with timber from Walderswick and Woodbridge. Is promised a great quantity to be felled by Sir Wm. Plater in the spring; there are 300 good timber trees at Newhall fit for long plank. 17

" 5 Capt. John Taylor, Chatham. Navy Comrs Asks a warrant to the several builders of ships to put in extra knees or other bindings to enable them the better to bear the weight of their guns, which will be a safety to the ships. 19
" 7 Thos. Shewell, Bristol. " Expects to receive the cordage long before it is wanted. Cannot get the blockmaker to work any cheaper. Sends patterns of English canvas for sails, and asks an order to repair an anchor. 20
" " Wm. John[son], Newcastle. " Has sent away some of the hemp and flax as agreed by Thos. Simpson, and desires that he may have an order to unlade as soon as he arrives, so as to be able to return to take the rest. 21
" " Navy Comrs. Adm. Com. Cannot give a list of the winter guard, never having received one. As the ships in the river and at Chatham want men, have ordered the Marshal of the Admiralty to make proclamation by beat of drum for volunteers, and if that does not procure a sufficient supply, will proceed another way. There have been some consultations at the Trinity House about the service, and the result will be forwarded. 22
Nov. 7 Comr. Peter Pett, Woolwich. Robt. Blackborne. Desires he will deliver the bearer the plans of the 2nd rate ships. Will send a surveyor to Dean Forest, and prepare for a journey there himself, as soon as the fleet has gone from Chatham. 23
" " Wm. Sanders Gen. Monk. Desires his interest in procuring him the medal promised, and thanks him for the gratuity received. Has no friends to procure him preferment, but when the captain of the Triumph was wounded and the lieutenant had to supply his place, the officers selected him from amongst 400 to be the lieutenant's substitute, and that in the midst of the fight. Knows that "Some deserve ere they desire, and yet do lack when they require;' Some desire and never deserve, and get the gain—the other shall starve." 24
" " Capt. Simon Orton, Sun, Yarmouth Roads. T. Turner Not having a clerk of the check, and having occasion to clear some sick and wounded men, sends a list of them, and the date of their entry and discharge. 25

Blackborne Is glad he has been able to quiet the seamen in London; has done the same at Portsmouth, and now hopes to get out the Essex, Bristol, and Little Charity, and pay them off. Desires orders as to the timber in the forests, as also an order to come to London. 26
" " Navy Comrs. Adm. Com. Have perused Capt. Mill's accounts for money expended in impressing men and conveying them to the ships, and find that 136l. has been paid him, therefore recommend that 68l. more be allowed him, thus raising his salary to 18s. a day. 27
" 8 " " " Recommend that the salary of their clerk, Mr. Turner, be augmented to 200l. a year, as it will take off all expectations of gratuities, and a low salary often exposes men to temptations in that kind. 28
" " Anth. Wells, Hull Navy Comrs Has drawn a bill upon them for 50l. for freight of the Truelove of Bridlington, while carrying provisions to the fleet. 29
" 9 Capt. Fras. Willoughby, Portsmouth. Adm. Com. The Portland and two other ships are paid off, will proceed with the Bristol to-morrow. Intends to haul the Ruby and Guinea ashore for repairs, and the Discovery is also coming in. Has ordered the Dutch ships in harbour to turn over most of their men into the frigates, but they will yet want more men. Other ships named are ready to sail. 30
" 10 Jas. Puckle for Major Wm. Burton, Yarmouth. Navy Comrs Desires they will order a man-of-war to convoy in the Frances and Jane, laden with hemp and flax, from Newcastle to Yarmouth, as she has been run into by a flyboat, and much damaged, and her lading likely to be lost. 31
" " Comrs. for Sale of Prize Goods, Prize Office. Adm. Com. Received their order to deliver a prize worth 260l. to Jacob Blackleach, in satisfaction for the David of London, lost in the service, but being ordered by the Council of State to sell all prizes to the best advantage, which they believe to be at auction by the candle, ask leave to allow him so much money, or so much in any ship he shall buy of them. 32
Nov. 10 Saml. Bridgewell, clerk to the bailiffs, Great Yarmouth. Account of clothes and linen supplied to sick and wounded men from the fleet. Total 101l. 3s. 11d. 33
" " Wm. Johnson, Newcastle. Navy Comrs Sends notice of his former letter as to shipping hemp, flax, &c., hopes the ship has safely arrived. Has paid the customs and excise. 34
" 11 William Burton, Whitehall. " Has given two bills upon Mr. Hutchinson, navy treasurer, for 400l., and 57l. 17s. 1d., being the amounts received at Yarmouth and of Thos. Davell for the service. 35
" " Comr. P. Pett, Chatham. Adm. Com. Sends Mr. Aldridge, a fit man, for his letter and instructions as forester in Dean Forest, and to mark and view timber fit for 2nd rate ships. Can get no assistance from the pressed seaman sent down; wishes some course could be thought of to keep them to their duty. Is getting the fleet away to the Hope, and the Triumph is coming in to be graved. 36
" 12 Comrs. for Sick and Wounded Seamen, Little Britain. " Have examined the account of John Carter of Deal, and find the items mentioned, amounting to 88l. 18s., are duly certified from the several ships. 37
" " Capt. Fras. Willoughby, Portsmouth. " The Essex, Bristol, and Little Charity, being paid off, will ply between this and Portland, and the Sampson will come in to refit; others have also been paid, and will sail with speed. As the Lily has been staved, her stores should be put on board the prize she brought in, and sent to the stores here. 38
" " Wm. Johnson, Newcastle. Navy Comrs Asks for a convoy to be sent to Scarborough to bring the ship with the hemp and flax to Yarmouth. Encloses a letter reporting that a great flyboat ran into her the night she sailed from Newcastle. 39
" 14 Wm. Waddington " For an order to have the books of the Hamborough Merchant examined, so that his account may be settled, and he discharged, as his continual attendance is very prejudicial to him. 40
" 15 Gen. Monk, Swiftsure, Hope. Adm. Com. Recommends Capt. Wilkes, 4 years commander of the Swan, for the command of some other ship 41
" 16 Capt. Fras. Willoughby, Portsmouth. Navy Comrs Has paid the Portland and other ships at Spithead. Asks for a surgeon to be sent down for the Essex, and the old one called to account, as he went to London 6 weeks since, and never returned. Will put the canvas into the stores when it arrives. 42
" 17 Navy Comrs. Adm. Com. Received their order and letter to Lieut.-Col. Salmon as to the plank to be had in Lancashire, and having considered quality and price, do not think the proposition advantageous for the service. 43
" 18 Capt. Hen. Hatsell, Plymouth. Navy Comrs Asks an order to the Commissioners for Prize Goods to advance the money allowed for sick men. Will furnish the Assistance with masts. The Richard and Martha has brought in a Dutch ship laden with currants. 44
" " Navy Comrs. Adm. Com. Never heard of the ship Relief being engaged by the State, neither can Capt. Badiley give any information; therefore cannot certify what is due to her owners. 45
Nov. 18 Navy Comrs. Adm. Com. Received their order for building of four 2d rate ships but not the plans; although Mr. Pett is very able in ship building, yet as it is a business of such great concern, and many able men's parts have been laid out in that way, it will be best to take the advice of able shipwrights and commanders of experience, and build them upon such dimensions and contrivances as shall be agreed. 46
" " Jno. White, Ordnance Office. Certificate that Godfrey Reader, master gunner of the Kentish frigate, on his return from sea, delivered his remains of powder, shot, and ammunition into the stores, which was found just, besides 5 barrels 37 lbs. of gunpowder, which he alleged was taken prize. 47
" " John Reeve, check of the Great President. Adm. Com. Petition for an order for payment of his wages, the other ship officers whose wages were stopped at the same time, being now paid. With certificate by Capt. Fras. Parke in his favour. 48, 49

" " Comrs. for Sick and Wounded, Little Britain. " Rich. Graves, Rich. Deane, Cornet Wm. Combie, and Peter Scutt, draper of London, will be security for the proportion of the 1,000l. granted by Parliament for Capt. John Mildmay, which is for his children. 54
" 19 Capt. Fras. Willoughby, Portsmouth. " Sends account by Thos. Newberry of disbursements in bringing powder, shot, arms, and ammunition specified from the magazine at Weymouth to Portsmouth, total 29l. 19s. 3d., as also of what is remaining. Most of the seamen when paid run, and all the ships in St. Helen's Road want from 40 to 60 men. Capt. Arthur of Weymouth has given press and conduct money to 180 men, but only 40 have appeared, and most of those pretend their clothes are in London. The Sussex and 3 others are in harbour, but will shortly be ready if men are not wanting. 55–58

Sends copy of his letter of 23 Oct. to the Navy Commissioners as to where 20,000 loads of timber may be had, also of one from the Admiralty Committee. The master of the Great Charity, who was committed to prison for an unnatural crime, is dead. 60, 61

Navy Comrs Sends letter from Chatham for a supply of cordage, &c. required, but cannot comply, as there is a hoy already waiting for cables that are to come from Mr. Davison and others, and Mr. Pumfield has also failed in making them. The want of seamen stops work, as the labourers are taken off from their proper duty. 64
" " Phineas Pett, Chatham. " Sends an account of men entered on ships fitting out. Distributed the 100l. amongst the soldiers, who are very serviceable, and urgent for more money. Wants an order to pay some seamen from Harwich, and other remote places, their conduct money. 65

Woodford, as to concealed lands in Kent, but as they cannot arrive at any discovery, some person should be appointed to examine the records in the Exchequer, and confer with Auditor Darrell; he refuses to give any account, although he alleges he knows something about them. 83

Nov. 29 Gen. Geo. Monck, Swiftsure, Hope. Adm. Com. Has ordered a strict search to be made after the Dutch prize, sold and refitted by several Dutchmen for a man-of-war; Mr. Vandeput ought to be summoned to give an account of her, she having been bought by him. 93
" " Major N. Bourne, Harwich. Robt. Blackborne. Is hastening the despatch of the remainder of the ships, but this place is very wild in the winter, the westerly winds being so fierce that they can only work half time. Is very wishful to come to London, but would return if required. 94
