Penn and others. Also report of the proceedings of a court-martial held on board the Swiftsure at Jamaica in June 1655, upon Capt. Tickell and John Maddox his master, on a charge of making false tickets and other matters, when they were both ordered to be suspended, and suffered to go to England, the matter to be referred to the Admiralty Commissioners. 10–16

" " Capt. Robt. Robinson, the Preston, Portsmouth. " Arrived at Portsmouth from the Downs with the men for the other ships on the 29th ult., and has them still on board, but Capt. Gethings has taken 50 for the Newcastle; is badly manned, and has but two days' victuals; has been off the ground some time and needs to be tallowed. 22
" " Capt. Fras. Willoughby, Portsmouth. Navy Comrs Finds on survey that he has sufficient masts in store, and will bring up an account. Sends an account of men entered in the ships in the road, and hopes they will soon be completed. As the Sparrow and Truelove will be tallowed and in the road next week, and the Admiralty Commissioners have given order they shall be paid to 3 months, wants the money, so that they may go on the service intended while they are clean. 23

Has only received one landsman from Hampton, and none from the west. The Preston has arrived with 68 men and the Colchester with 40, who have been distributed amongst the other ships; as several of them have 10 months' pay due, they desire some payment on account, to procure necessaries. Wants a boatswain and gunner sent for the Essex, that the boatswain now on the Newberry may be discharged of the stores of the Essex. 24

Hearing there were two vessels in the road judged to be men-of-war, having 8 guns each, and full of men, went out, but they set sail in opposite directions; chased one of them with 18 sails out for 8 hours, but she went over the sands, where he could not follow; having broken some masts, and it being bad weather, with much snow and rain, put in again, but will resail with speed. 32
Feb. 3 Capt. Danl. Baker, Weymouth. Adm. Com. Is waiting, by Col. Willoughby's order, to transport such seamen as Capt. Dove may procure, or to convoy vessels for Jersey or St. Malo. 33
" 4 Jas. Clarke, Lynn. Navy Comrs Having shipped some hemp for the stores at Woolwich in the Marigold of Boston, asks an order to the storekeeper to weigh it carefully and give an account. There are 6 or 7 men-ofwar upon the coast; hopes it will arrive safe. Recommends Capt. Simants for a purser's place, he having served the State and suffered losses at sea. 34

Thanks for the pay ordered hin for services in the Hare pink; as she was lost on the sands, asks the command of the Fox fire ship, when he will have had both Fox and Hare, "Then, Spanish Admiral, stand you clear, for Cranwill means the chain of gold to wear." Hopes to see the Spaniard quail; and if fortune should bring it to pass, hopes to be as much in their honours' favour as when ranging the Scottish shore, where, with thundering cannons he made them fly "from town and castle to mountains high," and also played a part in the peace that was made. 35
" " Capt. Hen. Hatsell, Plymouth. " Will give all despatch to the two Bresters; sends a paper about boatswains for them. Recommends Rich. Penhallowe and Isaac White as commanders; 30 men will serve for the biggest and 16 for the other, but will direct the officers to get 40 for one and 25 for the other, and endeavour to get pursers, &c. Left orders with the captain of the Paradox, when he came from Barnstaple, to return to his station after he had assisted Beecher and Tooker. 36
" " J. Greene " Returns warrant of Saml. Higland, J.P., to the constables of Surrey, to apprehend 19 seamen named, and convey them to Deptford or on board one of the State's ships; it is partly executed, he having received and put 16 of them on board the Andrew in the Hope. 37
" " Geo. Kendall, Deptford. " Recommends Hen. Hudson for boatswain of the Old President or any other. Has orders to fit out the John Baptist, but the State will save money by burning her at home, as she must have rigging, masts, &c., and much work to the hull. 38
" " Capt. Robt. Mackey, Yarmouth. " The Pembroke has gone into the roads for the Downs with 90 pressed men. The Greyhound, hearing there were two men-of-war upon the coast, went in pursuit and has not returned. Is forced to secure the men daily pressed for want of a ship to put them in, or they would run. Wants a ship appointed to remain in the roads until the impressing has been brought to an end. 39
" " Capt. Robt. Plumleigh, Reserve, Downs. " Will dispose of the 200 men's victuals as needed when received. The Pembroke has arrived from Yarmouth, with 90 pressed men, the Mermaid from Ipswich with 50, and the Advice is expected from the north coast with a considerable number. The ships bound for Jamaica are waiting in the roads for the brandy. With list of ships in the Downs. 40
" " Capt. Fras. Willoughby, Portsmouth. Navy Comrs It will be better husbandry to supply the brazier out of the stores there than from London. The caulkers sent down were entered on their arrival, and then had liberty to seek for accommodation, and the day they were paid off, they were paid for, and no other. The stores have arrived and been distributed. 41
Feb. 4 Capt. Fras. Willoughby, Portsmouth. Adm. Com. The vessels with the stores having arrived, hopes to dispatch the ships. Has taken 16 men out of the Drake, and appointed her to transport the Bailiff of Guernsey. Several commanders require chaplains. No men have yet appeared from cos. Hants, Dorset, or elsewhere. 42

Wants money for 6 cwt. of bread he has taken up at 12s. per cwt. Has 250 men on board. 45

" " Jno. Gough Adm. Com. Begs a speedy determination on his petition respecting his services in the condemnation of a ship wrecked or derelict, having long attended at great expense. Begs the command of a vessel; can furnish testimony of his skill and fidelity. 48

Navy Comrs Returns 3 bills, also an account from Mr. Hayward of extra provisions sent to the West Indian fleet, with Mr. Sewell's return of stores in his custody and of what is required. Has taken up some smacks, and given to Mr. Hill, the searcher, instructions for impressing men, and also 40l. Particulars of ships. 49
" " Capt. Rob. Vessey, Nightingale, Plymouth Sound. Adm. Com. Has done his best to press men for the fleet, and will turn over to the Fagon what he has, as also some of his own men, and then proceed to Falmouth to recruit. Has often demanded of the Commissioners for Prize Goods payment of the salvage for the Thomas of Apsom, but they say he will never have a penny, and use other unfit language; has resolved not to move any further in it without authority. 50

The Commissioners for Prize Goods so little value the order of the Admiralty Commissioners for payment of the salvage, that they laugh at his demands, and use very high language, and De la Place has received a letter from Ald. Hill, forbidding payment of any salvage. If they could charge him or his company with any embezzlement, it might be another matter; but as they cannot, is not discouraged, being confident the Admiralty Commissioners will maintain what they have ordered. 51
Feb. 5 Capt. Wm. Whitehorn, the Gainsborough, Spithead. Robt. Blackborne. Has been waiting on the commander-in-chief in the Downs, and has come in by order of Capt. Plumleigh with several vessels under convoy, as also to victual. Will then return to the Downs. 52
" " J. Whittell, Prize Office. " The bearer, who had employment in the Probate Court, will attend the Commissioners, who will give him the employment promised, though much below him; being on board the Fortune day and night is not likely to suit him, as being too mean, and would be of short duration, as the Admiralty Judges refuse to order the landing and sale of the wines, they being claimed by Dutch and French, though bound for Ostend. The captain who took her had doubtless grounds for his seizure, and if the intelligence the Commissioners have received was communicated, it might prevent the loss the State is likely to suffer by the acts of the claimers. 53
" " Jno. Whitworth, Chester. Navy Comrs Capt. Cowes of the Paradox has arrived from Dublin by order of the Council there, and wanting money, applied to him; not having any, referred him to Jno. Anderson, from whom he received 25l. and gave a bill upon the Navy Commissioners; hopes not to be made liable for performing such thankless offices. 54

" " Capt. Hen. Pack, Amity, Spithead. " Had orders from Capt. Wm. Hill to sail to the Downs, with the Speaker and 4 others, but has been forced to come in, having sprung a leak which may take 10 days to stop, being under the girdling. 57
" " Robt. Sewell, Chatham. Navy Comrs Will send 4 of the 10 cables ordered to the Marigold, at Woolwich, for the use of the fleet, but has not the others in store; will have to make some for the ships fitting out at Chatham. 58

Blake is present; has spoken to him and Mr. Hopkins thereon. She has lost all her estate, and is now living upon his in Ireland, and he has had to maintain her 4 children ever since the Rebellion. Would have attended himself, but as there are seldom more than two in the office, is tied by the leg, or the service would suffer. 59

Navy Comrs Has landed the stores sent, but the colours and pendants were so much rat eaten as to be useless; will send up a sample, so that they may believe their own eyes. It would have been better to send the material as he desired, and have them made as required. Several ships have arrived from the river, including the Amity to stop her leaks. 62
Feb. 6 Capt. Fras. Willoughby, Portsmouth. Adm. Com. Arrival of ships; defects of the Amity, whose men should be turned over to other ships. No men have yet arrived from the north, but his number increases; hopes to be complete in a few days, but has desired Captains Coppin and Blake to go to Southampton to quicken the mayor there. Hopes the ships for Plymouth will be able to sail tomorrow; will put those from the Downs into petty warrant, and take an account of their sea stores. As the pursers generally require a supply of leather hose for their water casks, asks if he shall distribute those in store. Will order the delivery of their letters, and the discharge of the man from the Colchester; sends a list of the officers of the Hampshire, of whom Capt. Blake, their late commander, gives a good account. 63

General Blake has sent for a pilot for the Naseby; will accompany him part of the way to the Downs tomorrow, as will also the Lyme. The ships should be furnished with sufficient victuals on petty warrant to carry them to their rendezvous, and thus save their sea provisions. 69
" " Capt. Giles Shelley, the Colchester, Spithead. " Is sorry to have incurred their displeasure through not sending men, but only pressed 3, which he kept. His boat was employed, while in the Hope, getting in things left behind at Deptford through the frost, which only broke up yesterday; only met 5 ships off Beachey. Wants men himself, 20 of his seamen having run to Yarmouth and other northern parts; hears they have all been pressed into other ships since. Their habit of running away when they have money, and losing 3 months' pay thereby, is not unknown. Has marked them all as run in the muster book. 70
" " Thos. Toll, Lynn Robt. Blackborne. Being still troubled by Mr. Shadwell for the office of comptroller or check in the port, again requests he will appear before one of the barons and give his testimony in the Exchequer; doubts not but this will quell the presumption of his adversary. 71
Feb. 7 Capt. Fras. Willoughby, Portsmouth. Adm. Com. Defects of the Amity. Asks whether to supply the ships in the river with provisions in lieu of those they expended in coming down. The Hopewell brought in 30 men from Capt. Dove; will distribute them amongst the other ships. Desires an order to the victualler's agent to pay the pursers the money allowed for sick and wounded, as several ships have sailed without it; several of the ships from London need pursers. Was in hopes of reducing the men in the yard, but there is so much work that he fears he will want 20 or 30 more for another month. 72

Hopes the Paradox, or some vessel from Portsmouth will be sent to Barnstaple, to receive the pressed men, but it would be better to give them conduct money to come to Plymouth. Desires a press warrant for Capt. Tayler of the Griffin, and will then send him to Sidmouth and other parts to procure men. Particulars of ships. Only arrived this day from Gen. Desborow at Exeter, so can assign no reason for the Phœnix coming in, save that some of her chain plates are loose and she wants men. 82
Feb. 8 Capt. Hen. Hatsell, Plymouth. Robt. Blackborne. Thanks for his letters; will soon draw his money from Mr. Powell by exchange; will need that and more to help on the public works at Plymouth. Gen. Desborow left Exeter for Dorsetshire yesterday, and may be in town in 14 days. He is as fresh as ever, and has done much good work in the west. Remembrances to Ladies Desborow and French. 83

Desborow, and while there, enquired into the state of the powder, which was generally very bad; having separated the good, will supply the Nantwich, Assurance, and others, and hasten them to Portsmouth. Is glad the Commissioners have ordered them there, as the business of issuing false tickets may now be examined, and by paying off the men, they will lighten their spirits, now very flat. The Assistance has almost been rebuilt. The Prize Commissioners have ordered the sale of the two Biscay men-of-war next week. Will trouble him in his next respecting the poor people in the parish where he lives, who, by means of the Governor of Windsor, are without a minister. 84

Have been much disabled on account of a frigate, which has lain at the mouth of the river for several days, impressing all that came into the river; will still proceed and raise what they can, though they have no hope of finding the number mentioned. 89

The ship belongs to himself and other Frenchmen named, who bought her of a Frenchman for 6,200 livres. Came from St. Malo with linen cloth for Cadiz, where he reloaded and received his freight; reloaded with hides, wine, fruit, three pegs of silver, and a bag of pieces of 8, and returned for St. Malo, but was forced into Lisbon, where he took in some sugar and tobacco on his own account. When off the Isle of Bass, was surprised and taken by Capt. Sparling of the Assistance, and brought into Plymouth, but threw all his writings and bills of lading overboard. Capt. Sparling took possession of the bags of silver and pieces of 8, as also of a packet of letters and other writings, and carried them to his own ship. The ship is very leaky, and if speedy course is not taken for her unlading, the goods will be spoiled. 74

It is but reasonable that they may instruct whom they please to act for them until the Commissioners find another. As for the widows, he will act without charge, which will be no small matter to them, as without his help they might have lost all that their husbands got with the price of their lives; could bring many sad instances of that nature, but one word to the wise is enough. 120

Formerly intimated that 3 pirates, suspected to be Spanish and Flemish, had taken 2 small colliers near Bridlington, since which they have ranged the coast daily, put several ships on shore, and took a new one belonging to the town, but the men saved themselves in their boat, and were so hotly pursued that they gladly left their boat and what was in it, and fled for their lives. Hears they have taken two or three more ships since. They are more venturous than the Dutch, as they keep near the coast and ply to and again daily, coming into the road, but not within shot. Has not seen any of the State's frigates on the coast since they came, but hears there is one in the Humber. His child is still very ill, and has risings and fits daily. Hears of one about 20 years of age that had the like, which Dr. Lee said were caused by a bladder of wind, and gave something that broke and oured it, but his child is so weak, and has used so many bitter potions, he hardly knows what to do. 1

One of their number went to Deptford and Woolwich, and found the fire ships and the Marigold and Hope complete as to their hulls, but want of officers and men to see to their fitting will delay their sailing. They will not stow much more than their own provisions and stores. Have contracted for one ship which will stow 280 tons, and ask whether to freight another. Again suggest the necessity for a slight storehouse being erected near the water side at Woolwich yard for the reception of cables and cordage for the ships; it will only cost 300l., and as the yard can find the timber, 200l. is the most that need be disbursed, and it will prevent much expense and waste. Groves to the Lords, to know the extent of their commissions, and whether they were authentic; could get no answer, but the ViceAdmiral and Capt. Hudson said they were of no force. Smith and Mr. Gill on that matter, as also respecting one of the masters of the prizes, who was kept prisoner on one of the men-ofwar as security for 130l. for the release of his vessel; the President agreed to his release on their putting in security for the money, but alleged that the other matter was referred to the Lords, who would do what was right; has received no further satisfaction. Navy Comrs It would have been better wisdom if Mr. Baylie had tried whether he had timber enough to load a ship before writing them, as he had enough to load 3. Baylie has brought up a ship that will carry 350 tons, but he will not find such a dead weight of timber like merchants' goods. Sent up an account of 108l. for carriage, but has since been stopped by the rains, save bringing up 17,000 trenails on horseback; hopes his hard travail for the last year will not be forgotten. When Messrs. Edgebury and others were sent down to survey the Forest, there were 100 trees to 1 now, or as some say 500 to 1, and no one dared to attempt what he has since done in felling and squaring, of which they will enjoy the fruits. Has sent an account of 700 loads, which is a wonder in these parts; the remainder, besides what he has now shipped, lies in the woods; will soon fall upon it if he can procure carriage but is forced to advance money for that purpose.
