" Has been to Chatham, and found that the Triumph and 6 others, having been refitted and had all their stores and provisions shipped, had sailed for Plymouth and Queenborough, and that 6 more were in hand and would suddenly follow. There is a great want of men, as well for the ships gone as those left, and no great help can be expected from the watermen, it being their trade to row backward: it is a pity they should have to return to London for their clothes, they being a goodly number, although 3 only have as yet appeared. Hopes to see an end of the business at Chatham by Monday; and will wait on them next day. 120

Feb. 16 Capt. Edm. Thomson, Expedition, Tynemouth Road. Adm. Com. After arriving in Tynemouth Roads, went to Newcastle as ordered, and finding but few ships or men, applied to the mayor and the rest of the magistrates, but did not procure a man. Has added a few to those he pressed at sea, and on his return, will stop at Sunderland, Whitby, and Scarborough; if any men are to be had by direct means, will use all diligence to execute their orders. 122

Has got all the provisions in, but with much trouble for want of men, and has neither a lieutenant nor master; the master, having hurt both his legs when the Plymouth was getting out of dock, and not being able to stand, has been left behind at Chatham. Has sent up the boatswain to satisfy Mr. Fleetwood concerning the man who died on the coast of Scotland, and on his return, desires 3 or 4 days' leave to come to London to procure necessaries for his voyage. 126

Sparling and his purser, and such persons as they could produce to make good their mutual charge, but find the captain cannot prove his as to the purser making false entries, the books being with the Commissioners, and the purser cannot prove the captain's intemperance as to drink. As there are such animosities between them, the purser ought to be removed to some other ship. With depositions by John Anthony and George Jewell, officers of the Assistance, that Capt. Thos. " Has dispatched the Basing and Lichfield, which are now at Spithead, and as the Centurion and Reserve will be ready this week, the victuallers' instruments must be quickened to send their provisions on board. The Basing wants her captain and 20 men. Sent their letters to Capts. Hedges, Sansum, and Harman, the latter being at Cowes pressing men. 138

" The Kent having been ordered for Deptford, sent 40 seamen by her, to be delivered to any of the ships in the Hope; the Gainsborough having arrived with 230 supernumeraries, as also Capt. Blagg's things, and 16 seamen on his account, sent them up in the same frigate. The Acadia also arrived, with several vessels laden with timber on the State's account, and being bound up the river, appointed the Swallow to convoy them for better security, and put on board her 40 more seamen, to be also delivered in the Hope. " Order to send a list of all the State's ships in harbour, the names of the commanders of those at sea, where in service, number of men and guns on board, and the tonnage of each; as also what ships are designed for this year's service, and who commands them. Likewise to certify the state of the public magazines in reference to provisions, artillery, and materials for shipping and sea forces, and of victuals for the navy. 4
Feb. 18 Jno. Ive, Deptford Thos. Turner. As his master is a-bed ill, and will not be able to attend at the office, his letters should be sent hither. 5
" " Navy Comrs. Adm.Com. Sold the Dutch prize Golden Falcon, taken in 1652, to Jacob Blackleach and Hen. Roach, by the candle, since which she has been arrested by some persons claiming an interest in her, and the case is now depending in the Admiralty Court. Messrs. Blackleach and Roach having stated that the ship is now fitted out for sea, and that if she loses her voyage by these proceedings, they will be great sufferers, desire they will write the Admiralty Judge either to take off the arrest and clear the ship, or if she should not be found lawful prize, to order Messrs. Blackleach and Roach to be reimbursed what they paid the State for her. 6
" " Capt. Edw. Nixon, Pearl, Tynemouth Bar. " Received their order to clean and revictual, but had taken in 2 months' victuals. While plying in his station, met 2 Ostenders off Filey, and chased the largest as far north as the Staples, and seeing he heaved most of his provisions and other things overboard and sailed well, heaved his own long boat overboard, in hopes of getting up with her; but it proving of no avail, gave up the chase, and has since been cruising on his station. Has 5 weeks' provisions left, and has been off the ground 4 months. 7
" " Ordnance Officers " Have 800 barrels of serviceable powder in store, and will supply the Lion and Winsby, who will take 211 barrels, and the remainder of the ships and frigates appointed for the rendezvous at Hoseley Bay will take up a far greater quantity than will then remain of serviceable powder. Although not wanting in calling upon the powder makers for what they have on hand by contract, yet find it absolutely necessary to call for a part of that at Windsor, so that the service may not be interrupted; even if they had no occasion for powder from thence, yet it will be a great advantage to consume it first, though it should be replaced by the new that comes in, inasmuch as it has long been lying there. 8
" " Christ. Pett, Woolwich. Navy Comrs Fitting out and sailing of ships to the Hope. Begs that a former demand for knee timber, and an extra fireplace for the smith's forge, may be attended to. 9
" 19 Thos. Newberry Adm. Com. Has supplied the Centurion, Reserve, and Basing, with more ordnance, as also 40 rounds each, and will get the carriages for the ordnance shipped. The Torrington and Portsmouth are fully supplied with gunners' stores, and had sailed before their order for additional guns arrived. 10
" " Christ. Pett, Wm. Acworth, Woolwich. Navy Comrs Have sent up several demands for provisions, but not received any, and the 7 ships that have fallen down the river are not fitted with stores. Wrote Mr. Davies for ensigns, flags, pendants, &c., but cannot have any. Send another demand, and desire the purveyors may see these provisions mentioned and those formerly demanded sent down. There is no plank for present use or for carpenters' stores, and Mr. Ingram will not supply more unless the money is sent to pay fcr it, the State being already so much indebted to him. 11
Feb. 19 Capt. Rich. Rooth, the Dartmouth, King's Road, near Bristol. Robt. Blackborne Coming from Youghall, with Lord Broghill and his retinue on board, the ship struck several times on a sand called the Culver, through the mistake of the pilot in casting his tides, which will sometimes deceive the most knowing of men. Has received no damage, save removing the rudder out of its place, so that he must haul her on shore at Milford to search her. 12

" " Thos. Shewell, Bristol. " The Grantham is ready to sail, but as her captain is ill and like to die, desires orders. The Dartmouth has arrived in King's Road with Lord Broghill; being much importuned by the merchants, desires she may convoy two of their ships bound for Bordeaux and Rochelle, and bring back the Samaritan and 3 others ready laden there, who dare not venture without convoy, the danger being so great and the profit so little. There is a small vessel bound for London going with the Grantham, which can take in 20 tons of shot if they send order. 14

" Is ready to sail, but cannot get his provisions from Ipswich; as be has sent several times to the victualler's agent, hopes they will not think him guilty of neglect of duty. Asks them to consider the burthen of his ship, her dimensions of masts, yards, rigging, and sails, equal to some frigates of the 4th rate, and grant him the same complement of men as the Fagons and Sorlings; also to send him a press warrant, having been without one all the voyage. 17
" " Capt. Phil. Holland, Assurance, Yarmouth Roads. Adm.Com. Has endeavoured to prosecute their orders, but though he used both mild and rigorous ways to bring the seamen in, they obscured themselves so that he could not answer expectation. Had 20 volunteers upon beat of drum, and impressed 15, which are all at present from Yarmouth, but has now got his complement; as several have not got their clothes, will have to wait for them; hopes meantime to do some more business, and will ply for Hoseley Bay. 18

Received their order to enter all ships into harbour victuals on their arrival, but finding a general complaint, both of officers and men, of the badness of the two months' beef and pork on board, and they threatening they would not take in any petty warrant victuals until it was changed, has forborne sending any until further order. 21
Feb. 20 Capt. Fras. Parke, Portsmouth. Adm. Com. Will sail to Hoseley Bay as ordered, but the ship being damaged by beating on the Scaw Reef, all her provisions and guns had to be taken out, and her ballast shifted; has had as many caulkers and carpenters at work upon her as could be employed. Has only 100 men at present mustered on the check book, but hopes to get his complement when he arrives at Spithead next week. Asks to be allowed 4 more guns to make his number 44, as also men in proportion. 22
" " Comr. Peter Pett, Chatham. " Sends a note from Phineas Pett of 270 men sent up by Vice-Adm. Goodson, and of 655, including 87 watermen, also sent up and distributed in 4 ships named at Chatham; if he can keep them to their duty for 3 or 4 days, they will dispatch those ships; in order that they may, has put all their clothes on board, and has taken away all the boats from the ships, so that they may not be able' to go on shore. Desires, if any money can be spared on Tuesday, they will order payment of Mr. Munday's bill of imprest for 500l., as there is a great want of plank, which cannot be brought in until the money is ordered. 23, 24

" Notwithstanding all care used in prosecuting their orders at Newcastle, and although he applied to all the military and civil officers there for their assistance, has not obtained more than 20 men above his complement; cannot say much for the assistance of the military. As a fleet is expected in a day or two, and he may obtain some men out of them, hopes he will be pardoned for prolonging his stay for that purpose, after which he will proceed to the place ordered. 25

Thomson, Navy Comrs Will fit the vessel as desired, and if informed where the Admiral's ship is, will repair to her; only desires to be allowed the same as others in like cases are, viz., to be entered into pay when this letter comes to hand, to be allowed the State's victuals for 5 men and a boy, 4 months' pay down, and a warrant to clear his men from impress. 46

Navy Comrs Understanding that the Falcon flyboat, laden with 90 loads of compass timber and knees, as also 44,000 tree-nails for the use of the State, was lying in Portsmouth waters, and there being great want of such goods in the stores at Chatham, has prevailed with Mr. Willoughby to send them there, and desires a warrant to the storekeeper to receive them. The price is to be as it shall be found they are worth. 47

" Has been lately hard put to it for ironwork, and has often spoken with and sent to Mr. Timbrell about it; he says that both his iron and credit are wrought out, and that unless he has money, he must give up, not having wherewith to furnish himself with iron, or to pay his workmen, the State now owing him over 2,000l. If he could obtain 100l. a month until the rest was paid, he might carry on the service. Much ironwork is wanted for the ships in the dock, all the old iron in the stores being used up; asks direction how the stores are to he supplied, so that the service expected may not be protracted. 48

" 23 Capt. Anth. Young, Deptford. Robt. Blackborne. Has all his provisions on board and only wants men. Went to Watermen's Hall, but they would not hear of shipping the men off from Tower Wharf, but promised the 100 allotted to him at Gravesend to-morrow or Friday; has ordered his lieutenant to attend with the boat to receive them. Is daily using his utmost to press men, and send them on board, and as he hopes to get manned within a week, desires leave to stay that time, as he can get them sooner on shore than on board, and will be able to settle a business relating to property left for his family; his wife being ill and subject to fits, his sudden departure may be prejudicial, Has received orders from the Vice-admiral to sail to Hoseley Bay, when fitted, and to send an account of his condition to the Commissioners. 50

Sent to Bridport and other places to get more, and has 40 or 50 on board besides his company; would have sent them by the Torrington, had she not sailed before receiving their order. 54

Navy Comrs Whereas it is of extraordinary importance that the fleet be forthwith dispatched to sea, and the commanders' absence from their ships giving encouragement to the inferior officers to take the same liberty, whereby the service is retarded;—Order to give notice to all the commanders of the fleet to repair forthwith to their charges, and not depart from on board without leave in writing from the Admiralty Commissioners, one of the Generals, or the Vice-admiral. Also to employ some of their instruments to enquire after the inferior officers, so that they do not stay longer than needs must to procure men, and get their stores on board, and to return the names of such; also to enquire what boatswains' and carpenters' stores are yet unsupplied to the fleet, and see that they are immediately dispatched. 58

Has engaged with the victualler for 10 weeks' more, to complete the 6 weeks to 4 months, and having received them, will sail to-morrow. 62

There are 18 vessels with corn bound along the coast that dare not put to sea, from fear of being surprised; desires a convoy may be appointed, as also that Capt.
