Prefixing: (a) Order of the King in Council, dated Kensington, May 2 inst., for payment of 1,700 livres (or their value in English money) to Peter Gaillardet in compensation for loss as follows and in consideration of his services; he having laden goods to that value on the Unity, the better to discover the designs of persons concerned in a trade with France, which ship in her voyage to Guadeloup was taken and adjudged prize in the Admiralty Court here [London] by the help of petitioner. He is to be repaid out of the sale of prize ships and goods.

William Lowndes to the Earl of Ranelagh to report on the enclosed petition [missing] of Stephen Faget and Peter Fauconnier, shewing that they contracted in 1694 for clothing the Dutch Foot Guards, which came to 15,250l., and should have been paid them in two years from 1692–3, Jan. 1, but to their great prejudice they have only received 5,083l. 6s. 8d. Treasury reference to the Auditor for Wales of the petition of the Mayor and Recorder etc. of Chester for a grant out of arrears of Crown revenues in Cheshire and North Wales to enable them to new build the Common Hall there, which is the usual place for keeping his Majesty's Courts, which is so ruinous that it must be new built, and though several gentlemen of the city have contributed toward it, the charge will exceed the said contributions by 500l. Same to the Excise Commissioners of the petition of Samuell Lubbock for a place as collector or supervisor of Excise, he having been a landwaiter at Bristol, but obliged to sell that place by his great losses in serving the present Government. Ibid.
Royal warrant to the Lords Justices, Ireland, for a patent to pass the great seal of Ireland for a grant to Henry, Earl of Romney, of the manors, townships etc. as follows: The manors etc. of Clashanaffrin, Castlenehinichy [Castleinch], Curribeg [Curraghbeg] and Currymore, Barnagore, Knockaneroe and Maghereen, Mullaghroe and Lackareagh, Killenesty and Ballynemorenagh, Clashenure, Garryhesty and Farranavarra, Cloyda and Ardra Currybeagh, Poularick, East and West Curry, Cloghs, East and West Coolduff, all in the Barony of Muskerry, co. Cork, being sometime the estate of Justin Mac Carty, forfeited for treason. This grant is by reason that the patent of grant of 1693, July 1, to said Earl (then Visct. Sidney) of the forfeited estate of Mathias, Baron of Trimlestown, contained a covenant for reprisals to said Visct. in case of diminution etc. in said grant, and the said estate has since been recovered by Jo[h]n Barnwall, brother of said Mathew, Lord Trimlestown, the yearly value of the estate as recovered being 599l. 10s. 0d. Further, by reason that the King originally intended to settle on said Earl 4,000l. per an. in lands and that the present reprisal will still leave him deficient thereof, he is therefore hereby to be further granted the following forfeited lands in fulfilment of the said intention of the King, viz. Sarsfeild Court, Templeusky, Ballyrosheene, North Butlerstown, Cooleneweny, Ballindeenisk, Crossiriry, Kildonogha, Ballynaparson, Killalough, Conybeg, in the Barony of Barrymore, co. Cork, being sometime the estate of Dominick Sarsfeild of Sarsfeild Court, esq.
And also the moiety of two ploughlands of Coole, a moiety of the ploughland of Knockacaragan, a moiety of the ploughland of Ballinollig, a moiety of 10l. per an. chief rent issuing out of five of the ploughlands of Rahanisky, viz. Moncard, Rathpeaken, Killiverane, Ballybegg, Ballinvarreg, Killenlly and Carrow, situate in the North Liberties of the city of Cork, being sometime also the estate of said Sarsfeild.
Also the manors etc. of Killydooling, Ballydologher [Ballydonagh], Rathanelly [Rathuneague], Mitchelstown and two mills there, Kilrussane, Ballingohig, Ballymore in the Great Island and Ballyrobert, in the Barony of Barrymore, co. Cork, being sometime the estate of Edmund Barry of Barrydologher, esq.
Also the manors etc. of Garrancloyne, Killacloyne, in the said Barony, being sometime the estate of Thomas Coppinger of Ballyvolane.
Also the manors etc. of Ballincurrig and south part of Coppinger's Stang, ten acres in St. John's parish, one acre in Ballinlough, a fishing pool in the river Lea called Ploody, all in the South Liberties of the city of Cork; a messuage from street to wall in the north east corner of the city of Cork in the tenure of John Hamar; the half ploughland of Ballyvolane, the mill and Coppinger's Acre situate in the North Liberties of Cork; three thatched houses and gardens in the tenure of John Taylor, two tenements in that of Cornelius Mahowney et al., a thatched house or stable in that of Mary Taylor, all in the north suburbs of Cork city and sometime the estate of Thomas Coppinger.
Also the manors etc. in co. Meath of Drindaly of 234 acres, sometime the estate of Adam Crump.

Further, a covenant is to be inserted in the said grant that if any part thereof be recovered against said Earl within five years hereof he shall have reprisals for same out of other lands and shall be enabled to pass patents for same without any further warrant from the Crown than this present warrant.
May 8. The Treasury Lords to the Lord Deputy, Ireland, to report on the enclosed petition and papers [all missing] of Sir Lawrence Parsons, bart., praying the discharge of an arrear of Crown rent for the rectory of Dunboyne, co. Meath, amounting to 305l. 1s. 9d. “due the year 1688.” Out Letters (Ireland) VII, p. 23.
May 8. The Treasury Lords to the Lord Deputy, Ireland, to report on the petition [missing] of Lord Robert Russell and Letitia his wife, shewing that for satisfaction of a debt of 10,000l. due to said Letitia as executrix to Thomas Cheak, her late husband, the Kong granted her 600l. a year for 31 years payable out of the 1,500l. per an. reserved to the Crown on a grant made by James II. to the Countess of Dorchester of 5,000l. per an. of quit rents, Ireland: therefore praying an order that she may receive the arrears of said 600l. per an. from the date of the grant and that same may be duly paid for the future. May 9. Royal warrant for a pension of 10s. a week to John Whittell, clerk, as from April 10 last, during pleasure. King's Warrant Book XVIII, p. 206.
Treasury warrant dormant to Sir Peter Killegrew, kt. and bart., Receiver General of the Duchy of Cornwall, to detain in his own hands 400l. for two years to Lady day last on the rent for the scite of Pendennis Castle, co. Cornwall, payable to him by the Crown under the lease dated 1695, May l thereof for 21 years from 1693, Lady day: and to detain the said rent of 200l. per an. in future during said terra: and if his said office of Receiver General be disposed of his successor is hereby to pay said rental to said Killegrew or his heirs as it falls due. William Lowndes to the Auditor of the Receipt to advance to Phillip Papillon, cashier to the Treasurer of the Navy, 15,000l. out of loans on the Duties on Marriages etc.: to be for the Victualling Commissioners, to be applied for payment of bills drawn from Cadiz for victualling the Fleet there. Take the said Papillon's receipt for same till a power can come from the Navy Treasurer to discharge the Exchequer by regular issues or payment; there being a necessity of making this advance upon the occasion of the death of Mr. Stephens [late cashier], who had the Navy Treasurer's sole authority in this behalf and the said Treasurer being now in the Straits. Prefixing: (a) Order of the King in Council, dated Kensington, May 2 inst., that the King's thirds of the several prizes taken by Capt. Benbow (who has lately commanded some of his Majesty's ships on the coast of France) be allowed to the seamen for their encouragement; they having fetched them from the French shore and some from under their forts: all pursuant to a late Act of Parliament.

William Lowndes to the Auditor of the Receipt to issue to the executors of Bernard Eales, late goldsmith to the King, 6,665l. 10s. 4d. out of loans to be made by them or others at their nomination on credit of the Hereditary and Temporary Excise, “for which they are to receive interest at the rate of 6 per cent.” Disposition Book XII, p. 252.

Same to the Farmers of the Lotteries. My Lords desire you to advance 50l. to Col. Leighton on his pension of 200l. per an. payable out of the Lotteries, if it will be no inconvenience to you. Deduct it out of what will be due to him at Michaelmas next. Ibid.
Same to Mr. Lowther. In reply to yours of the 4th inst. my Lords do very readily consent to your coming over for three months about your affairs as soon as Mr. Roberts or the other [Revenue] Commissioners who are now going to Ireland shall be arrived there. Ibid, p. 387.
Same to the Customs Commissioners to send an officer to Mr. Whatcott's house over against the Royal Exchange in Cornhill to seal the goods as in the enclosed note [missing] in order to their transport to Turkey, being for the use of Lord Paget, Ambassador there. Ibid, p. 391.
Same to the Secretaries to the Admiralty. By royal warrant of April 20 last the King ordered payment of 12l. 19s. 0d. every 28 days out of the subsistence of Col. Coote's Regiment during its being abroad for the subsistence of some of the officers' families. Please signify this to the Admiralty Lords for directions to the person authorised to pay said subsistence, whilst the Regiment is in the Fleet, to stop said sum accordingly. Same to same. Out of the supplies granted for the service of the war for this year 1695 the sum of 70,000l. was resolved by vote of the House of Commons to be allowed towards building, rigging, sea stores and ordnance and gunners' stores of [four] second rate ships of 90 guns each. Please desire the Admiralty Lords to inform the Treasury how much of the said 70,000l. they think proper to be paid to the Office of Ordnance for the guns etc. for the said four ships. Ibid, p. 2.
May 13. William Lowndes to the Customs Commissioners to immediately send on board for Flanders for the King's use some wine sent as a present to his Majesty by the Duke of Tuscany; same being stopped at the Custom House because of its being entered by an alien. Out Letters (General) XV, p. 1.
Declaration by the Treasury Lords in the matter of the question which arose some time since between the Customs Commissioners and the East India Company whether the goods imported by permission or by aliens in their ships Charles II. and Sampson, lately arrived from India, were to enjoy the benefit of the Company's Charters in regard to the allowance of 2 six months' time for the payment of the duty thereon; in connection wherewith Sir Thomas Cook, kt., and Nath. Horneby entered into a bond 1694, Dec. 20, in 5,000l. conditioned to pay Sir John Shaw, bart., collector [inwards] London port, 6 per cent. interest on said duties if the Treasury decision were against said enjoyment of said privilege by aliens or by English under permission. On the said question Sir Edward Ward, kt., late Attorney General, and Sir Thomas Trevor, Solicitor General, have delivered their opinions that said privilege extends only to the goods brought in on the said Company's own account. Hereupon the Treasury Lords declare that the said aliens' or permit goods imported in the said two ships are not to enjoy the benefit of the said clause and that 6 per cent. interest be paid to Sir John Shaw on the duties thereon from the time of passing the sights [manifests] of the said two ships in the Custom House. May 14. William Lowndes to Mr. Blathwaite to lay before the King a memorial of Lieut. Col. Hastings and three other Captains in the First Regiment of Foot Guards, together with the Earl of Ranelagh's report thereon. If the King agree with said report, please procure a royal warrant accordingly. Out Letters (General) XV, p. 2.
Please also procure the King's sign manual to the enclosed six warrants [missing], being (1) for 2,000l. for Lord Capell's equipage; (2) for said Lord Capel's [annual] allowance in Ireland; (3) for 400l. for Mr. Bernard Granville; (4) for 200l. for Lord Colepeper; (5) for [a lease of] the manor of Killingworth [Kenilworth] to the Earl of Rochester without fine; (6) for 200l. for Sir Godfrey Kneller as Chief Painter per an. from Lady day, 1695, and 1,000l. for five years thereof from 1690, Lady day [struck through].
Treasury warrant to Mr. Knight, Customs Cashier, to pay to Abraham Clarke, Remembrancer of the City of London, 100l. 16s. 0d. for an impost bill for wines to the Lord Mayor, Sheriffs and officers of the said city, detailed. Money Book XII, p. 515.
May 14. William Lowndes to the Auditor of the Receipt to issue 36l. 4s. 6d. to Charles Fox and Lord Coningsby on the unsatisfied order in their names for the service of the Forces [in Ireland]: to be paid to Capt. Arnold Thomas for an allowance of half pay as a Reformed Engineer in Sir Henry Belasyse's Regiment from 1690, March 31, to 1691, July 27: to be issued out of loans on the Duties on Marriages etc. Disposition Book XII, p. 252.
Same to the Postmasters General to discharge the warrant for 2,350l. to the Duchess of Cleveland out of the money the Post Office revenue shall produce in every or any week over and above the weekly payments already charged thereupon. Ibid, p. 257.
Same to the Commissioners of Transports, enclosing a petition [missing] of William Phippard, owner of the Mary, Thomas Gentle master, concerning the money owing to him for carrying stores and provisions to the West Indies. Please inform yourselves what contracts were made for the said freight either by the Principal Officers of the Ordnance or the Victualling Commissioners and of the ship's burthen and the time of her employment and report thereon to my Lords. Same to the Victualling Commissioners, enclosing a report [missing] made by Sir Edward Gregory and Mr. Dummer, two of the Commissioners of the Navy, concerning the Victualling Office at Chatham. The Treasury Lords direct you to take a 21 years' lease of the office and ground at 100l. per an. rent. Ibid.
Same to the Navy Commissioners. My Lords direct you to send them your certificates in the usual form of the money received by the Treasurer of the Navy out of the Exchequer and otherwise; and of the assignments of bills ordered by your Board to be paid; and of the moneys certified to be paid to his paymaster [cashier] for wages and victualling etc., viz. from Feb. 28 (the day your last certificate ended) to April 14 last. William Lowndes to the Excise Commissioners to pay to the Treasurer of the Prince and Princess of Denmark their last Lady day quarter's 7,500l. by 1,000l. a week for the next five weeks and 500l. a week thereafter; “over and above the 5,000l. directed to be paid [to them] for that quarter by Act of Parliament.” Disposition Book XII, p. 253.

William Lowndes to the Auditor of the Receipt to issue 35,383l. 11s. 0d. to Charles Bertie on the unsatisfied order in his name as Treasurer of the Ordnance: to be issued out of loans to be made by said Bertie on credit of the third 4s. Aid. This sum is intended to complete 76,383l. 11s. 0d. for the proportion payable to sea service in the Office of Ordnance out of the 1,000,000l. appropriated by the Act for said Aid [6 and 7 Wm., c. 3]. May 15. The Treasury Lords to the Earl of Bath. Before his departure for Flanders the King signified his pleasure to us that some care should be taken to repress the disorders in St. James's Park and that the former orders should be observed for the keeping of the said Park as were directed last summer by the late Queen, and particularly that no coaches be suffered to pass through it but such as were allowed by her said orders. Prefixing: said Surveyor General's report on said Platt's petition for same. Petitioner holds by assignment from William Beheathland of London, salter, under a grant from Charles I., renewed in 1661 and 1682. The tenement and lands have been surveyed at 28l. per an., but 'tis alleged that the premises are old and part thereof must be rebuilt. Beheathland found it so chargeable that he has been forced to sell to petitioner.
