The King has directed that the 1,100l. payable to Lord Lexinton as Envoy to Denmark and Luneburgh under the privy seal of 1693–4, Jan. 17, shall be paid him out of Army contingencies, it being for a service which had a particular relation to the war. Take care to make memoranda in the books of the Exchequer to prevent payment of said sum in the Exchequer. Ibid, p. 390.
[?] The Treasury Lords to Mr. Ralph Ratliffe at Hitchin and Mr. Holder of Offley. We have received information of irregular proceedings in the assessing the third 4s. Aid in co. Herts, but more especially in the Division of Hitchin and the two Divisions of Broad Water, “amounting to 300l. short each quarter of what the late [second 4s. Aid] tax produced and paid the last year.” We desire you to take such care herein that the Attorney General may have no occasion to exhibit any information concerning it. Ibid.
May 18. Same to Lord Chief Justice Holt, enclosing the petition [missing] of Benj. Coling concerning the fines in the King's Bench upon debt and upon actions of the case and trespass, for which he is farmer to the King. Please consider same with the other judges and make such orders for the payment and recovery of the said fines and put the same in such a way and method of payment as you think fit, so that same may be duly answered to the Crown or the farmer. Please report to us what you shall do in the matter. Ibid.
May 18. Treasury warrant to the Customs Commissioners to employ John Scale (for long an extraordinary waterman in London port) as an established waterman rowing the coastwaters loco Henry Parker, dismissed. Out Letters (Customs) XIII, p. 177.
Same dormant to Phillip Ryley, Surveyor General of Woods, Trent South, to deliver to the Purveyor of the Navy, for his Majesty's service, all such trees of oak and beech cut down in New Forest with intention to be stolen and sold, but seized by the King's officers; making a charge upon the said Purveyor in the next indenture of Navy trees so that same may not be imbezzled or sold to other uses; there having been of late several such trees of considerable value so cut down. Same to same to issue 3,000l. to Lord Auverquer, Master of the Horse, on the order in his name for the extraordinaries of the Stables; to be issued out of loans ut supra: and to be applied towards satisfying the expense in the Office of the Master of the Horse on account of the mourning for the late Queen. Same to same to issue 40l. 7s. 4d. to Charles Fox and Lord Coningsby on the unsatisfied order in their name for the Forces [in Ireland]: to be issued out of loans on the Marriage Duties: to be paid to the Commissioners of Transports to complete the satisfaction of two bills, one of 40l. to Capt. John Price, commander of the merchant ship Loyalty, the other of 30l. to Capt. John Grist, commander of the Barbados Merchant, for transporting soldiers of the Duke of Bolton's Regiment from England to the West Indies in 1690: “the residue, being 29l. 12s. 8d., is abated because they are so much debtor in their Victualling accounts.” (Same to the Transports Commissioners to so pay same.) Affidavit before the Treasury Lords by Francis Gyles of London, merchant, of his shipping in Nov., 1692, of tin, cloth and lead for Turkey in the George, Richard Boucher master, which ship perished in the sea in her voyage; likewise of cloth and tin in the Loyalty, Robert Betton master, to be carried from [sic for to] Smyrna, which ship similarly perished; likewise of tin and cloth for Turkey and Scanderoon in the Aleppo Factor, John Frost master, which goods perished in the sea: [this affidavit being made with a view to an equivalent allowance of Customs free shipment of other goods]. May 20. The like by Thomas Carbonnel of his shipping at Truro of 20 barrels of bar tin containing 100 hundred-weight, in the name of Peter Hill, in the Princess of Tuscany for the Straits, which tin was taken by the French. Out Letters (Customs) XIII, p. 178.
The like by same of his shipping in London port of 270 Perpetuanoes containing 4,320 lbs. on the Sta. Clara, Dominga de Ferrari master, for the Straits; which goods were taken by the French. Ibid.
The like by Peter Delme of his shipping in London port of 504 Perpetuanoes containing 7,546 pounds and eight double bayes in the abovesaid ship, whereof 5,872 pounds and eight double bayes were taken by the French. Ibid.
Treasury reference to the Customs Commissioners of the petition of Edward Fleatham, merchant of York, praying to be remitted the 840l. 7s. 9d. due for Customs on tobacco for which an extent is issued against him, he having had great losses at sea and having paid above 20,000l. in Customs to the King. Reference Book VII, p. 99.
Same to the Principal Commissioners of Prizes of the petition of William Paul and Christopher Clitheroe, executors of James Paul, late farmer of the Prizage and Butlerage of London and other ports; petitioners shewing that they now hold the said farm under a reserve rent, but the Prizes Commissioners refuse to suffer Prizage to be taken on prize wines, whereby petitioners are great losers; therefore praying to be permitted to take said duty on such wines “as of ancient right and constant usage it hath been formerly done.” Ibid, p. 100.
The Treasury Lords to the Lord Deputy, Ireland, to report on the enclosed petition and papers [missing] of Robert Aileway, praying payment of 672l. 12s. 5d. due to him for provisions furnished to the Army at Dundalk in 1689 or that the respit of the rents of 45l. and 10l. per an. payable for some forfeited lands of which he is tenant may be continued till his said debt be satisfied. May 21. William Lowndes to Mr. Knight to pay into the Exchequer 500l. of the moneys of the Four and a Half per cent. Duty. (Same to the Auditor of the Receipt to issue same to the Earl of Kinnoul on his pension.) Disposition Book XII, p. 260.
Same to the Excise Commissioners to pay the tallies of 4,000l. for the Duchess of Buccleuch by 100l. a week; those of 800l. for the Duke of Southampton by 50l. a week; and those of 3,000l. for the Duke of Northampton by 100l. a week from date hereof or from the time their previous weekly payments shall be completed. Ibid.
Same to the Postmasters General to satisfy the tallies of 2,000l. for the service of the Gardens by 300l. a week from the time the tallies for 6,000l. lately levied for the Band of Gentlemen Pensioners shall be fully satisfied. Ibid, p. 263.
May 21. William Lowndes to Mr. Madox. My Lords are informed that the Navy Board have adjusted with you the charge relating to Sir Edward Seymour's account as Treasurer of the Navy. Please attend said Board with the vouchers for the discharge. You are to prosecute the finishing of that account with all diligence and expedition. Out Letters (General) XIV, p. 391.
Same to Mris. Stephens. It is my Lords' pleasure that you proceed in the application of the money orders and tallies remaining in your hands to such uses of the Navy and Victualling as the same were directed for and as they ought to have been paid and applied by your husband if he had lived. In the doing hereof you are to take the assistance of Mr. Dorrington and the advice and direction of the Navy Commissioners. Ibid.
