Treasury warrant to the Customs Commissioners to permit the Bank of England to export 161,550 ounces of English bullion; being for the service of his Majesty's Forces in Flanders and as in further part of 700,000 ounces authorised by a late Act of Parliament [6 and 7 Wm. [? May 28.] Royal warrant to the Clerk of the Signet for a privy seal to authorise the Treasury Lords to direct the Exchequer to take in loans on the Act [6 and 7 Wm. III., c. 18] granting certain Duties on glass wares, stone and earthen bottles, coals and culm: viz. to a total not exceeding 564,700l. at 7 per cent. interest; levying tallies and making forth and registering orders of repayment etc., all as prescribed in said Act: the orders to be charged on the credit of the Exchequer in general and to be repayable out of the said Act so far as the same shall extend, any unpaid residue of such loans to be hereby charged on the next Aid to be granted by Parliament. May 28. Treasury warrant to Philip Ryley, Surveyor General of Woods, Trent South, to fell dotard timber unfit for the Navy, in New Forest, sufficient to raise 158l. 3s. 6d. in money and a further 90 loads of timber for the repair of the dwelling house etc. of Theodocia Kingdon, widow, who has the custody and keeping of New Park in said forest, which is the pound in the said forest. William Lowndes to the Auditor of the Receipt to issue 164,958l. 17s. 6d. to George Doddington, Agent to Edward Russel, esq., Treasurer of the Navy: to be issued out of loans to be made by said Doddington on credit of 300,000l. per an. of the Customs: same being intended for the wear and tear of the Navy and is to complete 190,958l. 17s. 6d., the proportion [due] to that head out of the said fund. May 28. William Lowndes to the Auditor of the Receipt to issue 3,332l. 2s. 0d. to Richard, Earl of Ranelagh, on the unsatisfied order in his name, for the service of the Forces: to be issued out of loans to be made by said Earl on credit of the 300,000l. per an. of the Customs. The present sum is to be paid to Monsieur Schuylenburg on his order on the following accounts, to wit 1,641l. 8s. 6d., which, with 82,892l. 4s. 6d. already paid, will complete 84,533l. 13s. 0d. in full of his debt (as settled by Mr. Blathwayte) of 853,978 gilders 18 stivers at 10 guilders 2 stivers per £ sterling; and the remaining 1,690l. 13s. 6d. for an allowance of 2 per cent. for having paid the money in Holland instead of Flanders pursuant to the King's pleasure signified in a letter from Mr. Blathwayte dated Loo, 1695, June 2, new style. Same to same to insert in their quarterly [salary] bills the yardkeeper of their Office at 20l. per an. and the porter there at 40l. per an.; it being my Lords' pleasure that said salaries shall not be abated out of the 200l. per an. to the Housekeeper [of said Office]. Ibid, p. 396.

Charles Forrester to act for the searcher in Berwick port, with 20l. per an. from the principal [searcher] or [alternatively to have] the [searcher's] fees of the port; and 20l. per an. from the King.
Edward Martin to be established to reside at or about Winchilsea and to keep an horse for the guard of that part of the coast, at 40l. per an. salary; he having been employed there on a, notice of several frauds at and about Winchilsea.

Treasury reference to the Agents for Taxes of the petition of John Child for an allowance for his extraordinary charges and pains as Receiver General for co. Wilts of the two 4s. Aids. Reference Book VII, p 100.
Report to the Lords Justices [England] on the petition of John Bingham, esq., referred to the Treasury by the late Queen; petitioner shewing that his ship Guift of Donaghadee, laden with iron to the value of 1,000l. (being petitioner's proper goods), was taken out of one of the ports in the north of Ireland by a Fr[ench] privateer called the Sun of St. Malo, commanded by Capt. Welch, and was sent to Brest, but soon after, upon the same voyage, Welch was killed and his privateer was taken by the Soldado, his Majesty's ship of war, and was brought into Plymouth; wherefore petitioner prays a grant of the King's part of said privateer in consideration that he was a great sufferer to the value of 10,000l. by the wars in Ireland and has lost three sons in his Majesty's service. Hereon the Principal Commissioners for Prizes have reported that the said privateer was condemned in the Admiralty Court and “by them” sold (to one Bennet) by inch of candle for 429l., the King's thirds whereof amount to 115l. 4s. 2d., “and had paid the Captain [of the Soldado] 140l. for 14 guns,” as by the late Act of Parliament, which is 14l. 15s. 10d. more than the King's third comes to.
Thereupon Bingham petitioned the late Queen for a grant of same [? the whole 429l.], it being far short of the value of his losses sustained by the said ship.
May 28. Treasury warrant to the Clerk of the Pipe for a lease to John Scugburgh (Shugburgh, Scuburgh), esq., and Frances his wife of 40 acres of arable land in the manor of Maydencot [Maiden Court], co. Berks, with the fence dividing the said manor from the common called Great Shefford Field on the east and abutting south on the enclosure called Nelkbeare in the said manor, and 4½ acres of coppice lying within the coppice called Lodge Coppice, and Yong Oaks and 80 acres of sheep walk and pasture and 1¼ acres of meadow abutting on Little Pightell meadow: being all parcel of the Duchy of Cornwall as demised to Eliz. Moore, widow, 1661, Aug. 19. The present lease is to be for 31 years at the former rents of 7l. 15s. 8d. in all and fine of 20l. Warrants not Relating to Money XIII, pp.540–3; XIV, pp. 433, 476.

Affidavit by Thomas Trench before the Treasury Lords of his shipping in London port of long and short cloths, detailed, in the George and the Aleppo Factor and the Loyalty; of which ships the George and Aleppo Factor were cast away “with all the said goods, as likewise the Lumley Castle, which took in part of the Loyalty's lading: [all with a view to allowance, ut supra, pp. 1081–2]. May 30. Treasury authorisation to John Shales, one of the [Exchequer Court] Auditors [of the Crown Revenues], to take the accounts of the Crown revenues in cos. York, Durham and Northumberland, the office of auditor whereof is lately void by the death of Anthony Stephens, esq., and the said Shales being willing to undertake the execution thereof without further charge to the Crown save the present allowances, which only defray the clerks' salaries and the incidents charges. Money warrant for 40l. to Paul Boyer for so much laid out by him, pursuant to the King's particular direction, for and towards the maintenance of two sons of Mr. Brassalaye at Eton School for one year ended the 17th inst. Treasury warrant to John Knight, Customs Cashier, to pay 77l. 4s. 9½d to John Tayler for duties on masts and on provisions for shipping imported by him from New England, “the same [Customs] having been promised him to be repaid for the encouragement of that trade.” Money Book XII, p. 535.

May 31. William Lowndes to Mr. Bartholomew Burton. The Trustees of the Orphans Bank have agreed with the Treasury Lords to furnish 15,000l. on the tallies of loan lately levied in your name for 35,000l. on credit of the Hereditary and Temporary Excise at 6 per cent. interest and 2 per cent, gratuity to be paid down. Upon the said Trustees paying you the said 15,000l. you are to deliver to them tallies to that amount and to pay down to them 300l. for the said gratuity or discount. Disposition Book XIII, p. 2.

Consul Gwyn at Malaga has laid out 25l. 8s. 8d. for expresses by direction of Admiral Russell and has drawn a bill for same on the late secretary, Sir John Trenchard, which the Duke of Shrewsbury has allowed under his hand. The Treasury Lords look upon this as a service which particularly respects the Navy. They direct you to make forth a bill on the Navy Treasurer for the immediate payment of Gwyn's bill when it becomes due. Ibid.

Prefixing: (a) Order of the Lords Justices in Council, dated Whitehall, May 30 inst., that the general embargo laid Nov. 13 last or at any time since be taken off from all ships and vessels whatsoever.
Treasury warrant to same to pay John Sansom, Secretary to the Customs, so much as the allowance of 300l. per an. amounts to from the time his perquisites of fees were taken away from him by the last grant of Tonnage and Poundage up to Lady day last; and from Lady day last to put the said allowance of 300l. per an. on the [Customs] establishment. The said sum is in lieu of the 300l. per an. which is paid out of the salary of the said office [of Customs Secretary] to Robert Bertie [senr.] and is to cease when the said allowance to Mr. Bertie shall determine “or so soon as the present oath prescribed by the said last Act of Tonnage and Poundage shall be abrogated, which [ever of these two] shall first happen.” Ibid.
May 31. Treasury warrant to the Customs Commissioners to discharge the seizure of 8½ tons of Brazil wood imported by Isaac Portello from Lisbon in a Portugal built ship manned and owned by Portuguises, said wood being of the growth of Brazil, a Plantation belonging to Portugal: the said commodity having been hitherto imported from Portugal without interruption, and petitioner being unaware that the importation thereof in Portuguese shipping was prohibited under the Navigation Act; the Customs Commissioners having reported their opinion May 6 last that “however it were casus omissus in the said recited law not sufficiently to provide for the importation of the goods of these [Spanish and Portuguese Plantation] countries in their [Spain's and Portugal's] own shipping, which seems to be the general latitude and meaning of the said Act in other points of navigation, or whether the same were purposely restrained in favour of the English navigation, or whether it may be prudent at this time to take the advantage of forfeiture upon the ignorance or inadvertency of a subject of the Crown of Portugal in a commodity which is one of the regalia of that Crown and immediately under the disposition thereof when at the same time the English have liberty to carry any of the commodities of our Plantations in our own shipping to any part of that kingdom you submit to our [the Treasury Lords'] opinion.” Out Letters (Customs) XIII, p. 188.
