Treasury warrant to the Customs Commissioners to restore a seizure of 1,800 pieces of calico bought at the East India sales by Jacob Gabay of London, merchant, in January and March last, and for which on March 19 last he took out a cocquet for shipping them in the Elizabeth, Gerard Lunen master, bound for Rotterdam, but on the quay they were seized for short weight by Mr. Bertie, one of the searchers, under the Act of Frauds, 14 Car. II, c. 11 (the shipment being by certificate cocquet with purpose to obtain a debenture [for drawback]), the actual shortage in one bale being accidental and amounting only to 45 pieces, on which the drawback would be only 5l. 10s. 0d. Report to the King from the Treasury Lords on the petition of Geo. Blackborne, late Receiver General of Hearthmoney for cos. Yorks, Lancs, Lincoln, Notts and Rutland. Petitioner prays that his arrear of 290l. 15s. 11d. may be remitted him in regard he took upon him, at the time of your Majesty's first arrival, by order of the Marquess of Carmarthen and others then at York, the receipt of the said revenue and in regard of his good services and great expenses in collecting the arrears after Lady day, 1690. April 3. Henry Guy to the Auditor of the Receipt to issue 2,000l. to Edward Russell, Treasurer of the Navy, out of loans to be made by him or his cashier on credit of the second 4s. Aid: to be applied towards wear and tear by paying bills in course. Disposition Book XII p. 56.

Royal warrant to the Lords Justices, Ireland, for the payment to Edward Corker of 800l. out of the arrears due to the Crown before 1692, Aug. 12, from the private estate [of the late King James] in Ireland, which was granted [in trust] to Henry Guy and others and is since conveyed to Richard Topham: as in recompence for his extraordinary services in divers matter relating to the revenue in Ireland and to the said private estate, especially in the Office of Pells in reducing into Exchequer acquittances and entering in that Office all the assignments which for several years had been drawn on collectors, and also for his skill in stating the accounts of John Price, late Receiver General of the Revenues there (whereby he saved the Crown 1,500l.), and in stating the accounts of the said private estate while under the management of Sir William Talbot, and afterwards in managing that estate under the Revenue Commissioners, Ireland, whereby he brought [in] an arrear of above 8,000l. Same to the Surveyor General [of Crown Lands]. Together with the valuation of the manor of Denbigh as above, you are to send my Lords a state of the whole revenue of Wales. Ibid.

I have laid before my Lords your presentment of March 23 last concerning the Velocita Tartan, built at Leghorn, for an advice boat, which is ordered to be discharged; together with the account of money disbursed by Mr. Baker, Consul at Algiers, on account of said vessel. You are to reimburse Baker the money so laid out. Ibid.
Same to Mr. Blathwayt. I have read to my Lords the report from the Earl of Ranelagh and yourself on the petition of Martha Rope and other inhabitants of Rochester concerning the debt due to them from Col. Babington's Regiment; from which it appears that by a certificate of John Cony, chirurgeon to the Navy at Chatham, the quarters of the sick soldiers sent from the Companies of the Prince of Hesse's Regiment, then under Col. Babington, quartered at Sheerness between 1689, Sept. 23, and 1690, March 28, [amounted to] 101l, one half of which being paid by the officer out of the soldiers' subsistence, the remainder has been constantly [i.e. usually] paid by his Majesty; and that 19l 10s. 4d. more is due for cures, conduct money and funeral charges of the said soldiers in said times, “which expense has also been borne by his Majesty and paid out of contingencies.” You are to procure a royal warrant to authorise the payment of these sums of 50l. 10s. 0d. and 19l. 10s. 4d. Treasury reference to Lord Coningsby and Mr. Fox of the petition of Brigadier Leveson on behalf of his Regiment of Horse, late under Brigadier Villiers, praying an allowance of 15l. per horse for 124 horses lost at sea and 135 horses lost at the taking the cannon by the enemy in Ireland in 1690. Treasury warrant to the Excise Commissioners to forbear process until further order against Richard Patrickson, surety for William Benson, a collector of Excise, imprisoned and whose estate is seized for an arrear; Patrickson having done good service as a Justice of Peace and Deputy Lieutenant in co. Cumberland; said Benson being appointed in 1689 collector of Excise in some part of Yorkshire and in 1691 removed to be same for Westmorland and Cumberland, when he prevailed with said Patrickson and Henry Dacres of Lenor Cost [Lanercost] to be his sureties in 2,000l: and having under pretence of transmitting several great sums of money to London from those counties by one Briggs, a carrier, for want of the returns [by bills of exchange] gotten 3,767l. 6s. 9¾d. of the King's moneys in his hands, for which his estate of 40l. per an. is extended, 80l. of his goods seized and he imprisoned, but having made private concealment of the moneys he received the said Commissioners will be unable to recover near the amount of said debt from his estate: but the said Commissioners think that said Patrickson deserves the King's favour as they have found him very ready to serve their Majesties in all matters relating to the revenue of Excise, which very often came before him as a Justice of Peace in co.
