April 1697, 26-30

April 26. Money warrant for 38,228l. 0s. 4d. to the Bank of England for the deficiency on the 17th May, 1696 of the annual sum of 100,000l. payable to the said Bank out of the 5–7th of the Tonnage Duties up to that date (from which date the said annual sum is payable out of other funds): to be hereby satisfied out of loans to be made by the said Bank or their nominee on credit of the General Letter Office. Money order for 125l. to Peter Guenon de Beaubuisson, Gentleman of his Majesty's Bows and Guns and Keeper of the Private Armoury at Whitehall, for 1¼ years to 1696 Lady day on his allowance of 100l. per an. William Lowndes to the Auditor of the Receipt to report on the enclosed proposal [missing] made by Capt. Stampt to prevent the counterfeiting of the Exchequer Bills. Out Letters (General) XV, p. 218.
Treasury warrant to the Receipt to observe from time to time the following rules in making out, issuing, receiving back and cancelling the Exchequer Bills authorised by the Act for the Land tax [8–9 Wm. III C. 6].: viz. that the Auditor of the Receipt do from time to time make forth indented Bills according to the form approved and sent herewith [missing] for such sum and sums as any three Treasury Lords shall direct for the service of the war and to sign same and cause them to be numbered and sealed or marked with a portcullis; and to contain an allowance of interest after the rate of 5d. a day per £100; and that he keep in books, which he is to provide for this purpose, exact counterparts of the said Bills as well for trying the truth thereof as for keeping an account of the sums issued thereby: and to forthwith deliver over the Bills, so made forth, to the four Tellers of the Receipt, taking their receipt for same: and to keep an exact account in the nature of a comptroll whereby to charge the said Tellers respectively: and to give in charge to the Tellers that they do also cause to be kept a true account of all the Bills which they shall receive and of their issuing and receiving back, paying and cancelling of the same: and weekly on every Friday to examine the said accounts of the Tellers and to make a distinct certificate [to the Treasury] of their receipts, payments and cancellings, separately from the accounts of the Tellers' other receipts and payments. April 26. Entry of the Treasury Lords signature of the docquet of a reversionary lease to Richard Topham Esq. of the tenement called the Sign of King Henry in New Windsor: for 12 years at 4l. 5s. 4d. per an. ut supra Tr. Cal. Vol. XI, p. 412.
And of several lands in Eton Co. Bucks. in reversion for 17 years at 4s. 6d. per an. rent and fine of 56l. towards which 48l. 11s. 8d. is to be allowed for so much paid to the Dean and Chapter of Windsor on the King's behalf. Ibid., p. 280.
The Treasury Lords to the Lords Justices Ireland. The King has directed a grant to Thomas Prendergast ut supra p. — out of the estate of Roger O'Shaghnussy which estate the King is informed will prove deficient of the intended yearly sum of 500l. per an. by reason of incumbrances thereon and also by reason of a lease of the premises for one year to Col. Gustavus Hamilton. It is the King's pleasure that you report a list of such other forfeited lands in Ireland not already granted as will make up the intended 500l. per an. for Prendergast. Out Letters (Ireland) VII, p. 211.

Royal warrant under the King's sign manual "given at our Court at the Hague" to the Lords Justices Ireland to determine as from Jan. 1 last the pension of 10s. a day granted to the Sieur de Sailly by royal warrant of 1695 April 24 and instead thereof to allow him a pension of 5s. a day and no more: to be placed on the military list of French pensioners in the Establishment of the Forces Ireland. William Lowndes to the Earl of Ranelagh enclosing the petition [missing] of Thomas Westerne praying payment of 12l. 10s. due to him for quartering one Thomas Leigh, a Quarter Master in Col. Windsor's Regiment. Please pay same out of the arrears due to said Leigh. Out Letters (General) XV, p. 218.
Treasury reference to the Customs Commissioners of the petition of Phillip Richardson for restoration of a parcel of linen cloth worth 21l. which he brought from Flanders and is seized by the Customs officers. Reference Book VII, p. 206.
Same to the Commissioners for Managing the Duties on Earthenwares &c. of the petition of Thomas Lydall, collector of the said Duties, praying to be heard concerning some accusations against him by one Mr. Robson in order to make out his own innocence and the malice of his accusers. Ibid.
Same to the Excise Commissioners of the petition of Kath. and Mary Marbury praying to be discharged of an arrear of 190l. due from their salt works and to remit the Duty for 2 years to come to enable them to go on with their said salt work. Ibid., p. 207.
Treasury warrant to the Surveyor General of Crown Lands for a particular of the house called the Queen's House, with the garden and ground adjoining (except what is granted for the use of the Royal Hospital of Greenwich) in order to a lease thereof to Henry, Earl of Romney for 31 years: with a clause for re-assumption by the Crown on payment of so much as the lessee shall expend thereon not exceeding 5,000l.
Prefixing: said Surveyor's report on said Earl's petition petitioner shewing that he has a grant during pleasure of the office of Keeper of Greenwich Palace and of the Park there with other the offices and appurtenances thereto as amply &c. as the Earl of Dorset lately held same and that for the better discharging of the said trust and intending to dwell there some part of the year he will be obliged to disburse considerably in building outhouses, coachhouses, stables and in alterations to accomodate his family: therefore paying a grant of said offices and premises.
I find hereon that since the King's accession a grant was passed to the Earl of Dorset inter al of the offices of Keeper of Greenwich Palace, [Keeper of Grenwich Palace and Steward of Say's Court, Deptford Strond] the house called the Fryers and of Greenwich Park "which I take to be all that this honourable petitioner desires should be now confirmed to him by a lease for years." I have not found any such grant for years made of offices. But a lease may be granted him for 31 years of the house called the Queen's House with the garden and grounds adjoining (other than what is already granted out of the Crown for the use of the Royal Hospital for Seamen) and of Greenwich Park. April 27. Treasury warrant to the Clerk of the Pipe to prepare a revocation to pass the great seal of the Exchequer Court to revoke the grant to John Pottenger of the custody or keeping of a certain house or part of the house called the Star Chamber in the city of Westminster.
Followed by: undated entry of the Treasury Lords' signature of the said revocation. Warrants not Relating to Money XV, pp. 291, 282.
The Treasury Lords to the Lords Justices Ireland. The King has directed a grant to William, Earl of Rochford of the lands lately in lease or custodiam to Daniell Wybrantz Esq. ut supra p 131. The grant is likely to prove deficient by reason of prior grants, custodiams &c. It is the King's pleasure that you report on the enclosed list [missing] of other forfeited estates Ireland which was presented to the King by said Earl as desired as an equivalent for such deficiency. Out Letters (Ireland) VII, p. 212, 185.
Same to same to report a list of undisposed forfeited lands Ireland as will provide a grant in fee of 500l. per an. to Col. Gustavus Hamilton which the King is disposed to grant in lieu of the estate of Roger O'Shagnassy now granted to Capt. Prendergast. Ibid., p. 214.
Entry of a Treasury caveat on behalf of John Mogg against Lady Tynt's proceeding on her petition for leave to bring a scire facias against said Mogg's lease of coal mines in the manor of Farrington Gurney; she pretending a title thereto by virtue of a lease to Sir Hugh Tynt which is void for non-payment of rent, but she having intermarried with the bishop of Durham the said Mogg is still prevented from proceeding at law for recovery of possession by reason of the bishop's privilege.
Notice to be given to Mr. Shute, a minister lodging at a grocer's over against the new chapel in Hatton Garden. Caveat Book, p. 48.
Indenture of agreement between the Treasury Lords and the Trustees for Circulating Exchequer Bills and Managing the Subscriptions as by the Act [8–9 Wm. III C. 20] lately passed in Parliament for making good the Deficiencies of certain Funds and for enlarging the Capital Stock of the Bank of England.
To the end that every person, body politic &c. who may have or be entitled to any tallies or orders on any branch of the revenue or funds may not be under any necessity without their consent and good liking to accept payment of such orders and tallies (when they come in course to be paid) in Exchequer Bills as herein, and to the end that ready money may be provided for exchanging the same and for the public benefit and advantage of commerce the subscribers hereto (severally and respectively and not the one for the other) agree with the Treasury Lords that they will within 7 days of the signing hereof advance and pay in milled money or guineas unto —, Trustees in this behalf, a fourth part of each such subscriber's subscription; which fourth part shall be kept at the Receipt of the Exchequer under 2 locks and keys, one in the hands of the Trustees for the King, the other in the hands of the Trustees for the subscribers: and such money shall be applicable to the exchanging of the said Bills of Credit "and shall also serve as a caution for the future advances of payments to be made by the said contractors respectively in manner following, that is to say as any of the said moneys so paid by the said contractors as aforesaid for the said first fourth part shall be required to exchange Bills not accepted or refused in satisfaction of tallies or orders of loan, the said Bills or such tallies or orders of loan (as by the money of the said first fourth part shall or may be taken up or satisfied to the proprietors beforehand) shall be lockt up from time to time in such manner as that there shall always lie as a security in the custody of the said Trustees the value of the said fourth part either in money, Bills or tallies and orders as aforesaid, which shall not be delivered out [to the said respective subscribers for repayment of their subscriptions] till the whole [remaining three fourths of the] sums subscribed shall be advanced, such remaining advances to be in milled money or guineas and in such manner as the Treasury Lords are to give 14 days' notice of in the Gazette and on the [the door of the] office of the Chamberlains of the Exchequer "and as any other part of the money subscribed (beyond the said first fourth part) shall be required and paid for exchanging the said Bills, the Bills that shall be exchanged therewith shall and may immediately be delivered out to the use of the contractors and be current from them as from any other person or persons whatsoever."
If any contractor fail in his [instalment] payments the said first fourth part shall be forfeited and go to the use of the rest of the contractors and if they fail to make good his instalments then the said forfeited first fourth part shall go to the use of the persons injured or aggrieved by such non payment.
The Trustees shall faithfully from time to time apply the advance [or instalment] moneys to the satisfaction of such tallies and orders as aforesaid, "which such Trustees shall faithfully do and perform in all cases where any of the said Bills shall be actually brought into the Receipt of the Exchequer instead of money for payment of such tallies and orders and where the owners thereof shall be desirous instead of such Bills to receive their payment or satisfaction of or for such tallies or orders in milled money or guineas." In return therefor the Trustees shall receive the said Bills of Credit for the use and benefit of the Contractors.
The Trustees shall keep just accounts in writing of all their receipts, payments and doings herein, to be open to the Treasury Lords and to the Contractors.
If the Trustees think it to be for the public service and the benefit of the Contractors at any time to issue and dispose any of the advance money in taking up and satisfying tallies or orders of loan before there shall be money or Bills actually brought into the Exchequer or other public office for payment thereof it shall be lawful for them, with the concurrence of the Contractors, to do so, taking care not to depart with any of the said moneys of the Contractors until such time as the said tallies or orders are actually delivered and assigned to them the said Trustees; and in every such case the Trustees shall be answerable to the Contractors for whatsoever shall be received at the Exchequer or any of the public offices in satisfaction of tallies and orders so paid whether such [Exchequer] satisfaction be made in money or in Bills of Credit.
On their part the Treasury Lords covenant that the Contractors shall receive 10 per cent. reward for the whole subscribed by every contractor from the date of their several subscriptions for so long as any contractor shall be liable to answer any part of his subscription as above; and if all the money subscribed shall be required from the Contractors in less than a year's time or if there shall not be occasion for issuing or employing the moneys so subscribed for so long time [as a year] the Contractors shall nevertheless be entitled to receive one whole year's interest at 10 per cent. on the sums subscribed.
Further, as soon as all the moneys subscribed shall be required and paid in or advanced for purposes as above the abovesaid first fourth part remaining in the custody of the Trustees shall be delivered out to the respective Contractors: and all the interest due (as well for the subscriptions as what shall be incurred on the Bills or for the intermediate interest on tallies or orders taken up and satisfied beforehand) shall be divided to and among the subscribers at such times as shall be thought most convenient by the Trustees.
The whole charge of executing the Trust as aforesaid shall be borne and defrayed by the King.

Memorandum: that [at] a general meeting of the subscribers at the Guildhall London on the 21st day of April 1697 the subscribers then and there present did declare their good liking (without any contradiction) that on the 23rd April the subscribers should attend at the Guildhall (personally or by such as should bring their tickets subscribed by themselves) to choose the Trustees and that each subscriber should give in a list of 18 names. On the said 23rd April the far greatest part of the whole number of subscribers so appeared and the majority of the voices fell in this manner viz: Mr. Fra. April 27. Treasury warrant to the Surveyor General of Crown Lands for a particular of three closes called the Windmill Fields in the bailiwick of St. James's, in order to a grant thereof to Bennett, Lord Sherrard.
Prefixing: said Surveyor General's report dated 1696 May 2 on said Lord Sherrard's petition for same: same having been granted to Sir William Pulteney 1668 Aug. 11 and part thereof by him assigned to Ralph Wayne 1670 April 25 whose interest now vests in the petitioner. April 28. Money warrant for 300l. to Nicholas Baker for incident charges relating to the execution of the Commission for taking subscriptions for enlarging the capital of the Bank of England. (Money order dated April 29 hereon). Money Book XIII, p. 273, Order Book IV, p. 368.
William Lowndes to the Earl of Ranelagh to treat with Sir Jos. Herne for the immediate delivering up into your hands for the King's use of 20000l. part of the tallies for 25000l. remaining of those formerly struck for the Duke of Savoy. Please acquaint him that my Lords are willing that the remaining 5000l. should continue in his hands as a security for any damage he may sustain by this transaction and to answer his provision and charges in such measure as the king shall hereafter direct. Same to the Auditor of the Receipt to issue 6000l. to the Earl of Portland for the Privy Purse: to be issued out of loans to be made by Mr. John Smith on credit of the Malt Duties. Ibid.
Treasury reference to the Commissioners for managing the Duties on earthenware on the petition of John D'Grave of London merchant, showing that he bought from the Prizes Commissioners 3000–4000 "Rheams" of course paper and paid duty for same as French paper and same was thereon landed in order to exportation to some foreign market: that same is seized by an officer for managing the Duty on Paper for not entering the same with the Commissioners of that Duty according to the directions of that Act which laid the said Duties: therefore praying to be admitted to an entry, petitioner being ignorant of the said Act. Same to same of the petition of Antho. Staples shewing that he is a cardmaker and had several rheames of paper by him to be made into cards which he thought was not chargeable by the Act for laying a Duty on paper and therefore he made no entry of the same and thereupon same was seized: therefore praying to be relieved. April 28. The Treasury Lords to the Lords Justices Ireland. It is the King's pleasure that you report a list of undisposed forfeited lands Ireland as will yield 300l. a year clear which he is pleased to grant to Mordecai Abbott on the said Abbott's petition enclosed [missing]. Wm. III c. 6.] And you are to take care that the said issues exceed not 1,500.000l. as by the said Act. And you are to make weekly certification to us, the Treasury Lords, what sums by the said Bills are issued and to whom so that it may appear when the said 1,500.000l. issue is completed. Royal warrant under the King's sign manual dated at our Court at Breda to Lord Edward Russell, Treasurer of the Chamber, to pay Sir Richard Blackmore 200l. per an. as from March 25 during the continuance of his employment as one of the King's physicians in ordinary, into which he is sworn. April. 30. William Lowndes to the Customs Commissioners. The Council of Trade has sent to the Treasury the copy of an address to the King from the House of Lords together with the copy of a bond prepared by the Attorney General for the security to be taken from the Proprietors of Plantations for their respective Deputy Governors pursuant to the said address. [?] Form of a letter from the Treasury Lords [to the Master Worker of the Mint and the Deputy Masters of the Mints in the country]. You are hereby to send to the Agents for Taxes at their office in Westminster on Saturday of every week an account of what moneys have been paid the same week into your Mint at— upon the respective taxes granted by Parliament and by what Receivers General and what hath been paid back again to be brought into the Exchequer; also in what time that which remains [in your custody] will be coined. This return is to be continued weekly so long as the payments and coinage of this kind shall be made.

(3) for 100l. a year to Martha Barry for life on the Irish Establishment.

Same to Mr. Blathwaite. Lord Coningsby has applied to the King for an allowance of 1000l. a year as Vice Treasurer in Ireland. The Treasury Lords command me to represent that the office of Receiver General and Paymaster of the Revenues of Ireland did formerly attend and go along with the said offices of Vice-Treasurer; that in respect thereof the officer had a fee of 65l. 13s. 4d. per an. and a deduction of 6d. per £ on the whole Establishment; that some time before the late happy Revolution the poundage, which was very considerable, was reserved to the Crown and John Price Esq. who was Receiver General had only 1000l. a year out of same; that the said offices upon the King's accession were held by Mr. Harbord with a yearly fee of 65l. 13s. 4d. and the said poundage until the king (upon granting the said offices of Receiver General and Paymaster to Charles Fox and Lord Coningsby with poundage) was pleased to make up a separate grant of the said office of Vice Treasurer to the said Mr. Harbord with the fee of 1000l. per an. in lieu of all other fees, salaries and profits formerly annexed to the same and moreover that upon the death of said Harbord the said 1000l. per an. was particularly excepted out of the grant which was then made of the said office [of Vice Treasurer] to Lord Coningsby and his Majesty did not think fit to continue the same; that the Treasury Lords lately represented to the King (upon occasion of the addition to Mr. Methwyn's allowance) the inconvenience of making such precedents to officers whereon the King declared his intention of suffering no such precedent for the future. Treasury reference to Samuel Travers, Surveyor General of Crown Lands, of the petition of Thomas Foley shewing that he is desirous to treat with the Earl of Bath for his interest as Housekeeper of St. James's and Keeper of St. James's Park of which he [said Earl] hath a lease of 3 lives as also for his interest in a lease of 30 years yet to come in a spot of ground adjoining St. James's Park: therefore praying that, in case he can come to terms with the Earl, the said leases may be exchanged to 99 year leases with liberty to build and with a grant of a market.
