May 11. Treasury warrant to the Excise Commissioners to pay 1,000l. out of the Excise to Bartholomew Burton, their cashier, to be by him from time to time paid for such Excise Office incidents as the said Commissioners shall appoint. Money Book XIII, p. 279.

Bucks. for the year ended 1696 Sept. 29, being paid by him for the apprehending and convicting of George Lee Lay for robbery on the highway whereof he was convicted at the assizes at Ailesbury 1695–6 Mar. 16 before Sir Edward Ward, Lord Chief Baron of the Exchequer: the said Sir Edward Ward's certificate hereof having been mislaid the said sheriff has made affidavit as to his said payment. Treasury reference to the Postmasters General of the petition of William Mathews deputy postmaster of Oxford shewing that some short time before Sir John Wildman was dismissed from being Postmaster General he [petitioner] gave in his account upon oath amounting to 7l. 5s. 0d. which account being mislaid in the General [Post] Office no allowance has been made to him for same; that in Nov. 1694 he sent up to the Receiver General [of said Office] 18l. 16s. 9d. in white [or tin] farthings but the same is not applied to his credit in his account; that he received order from the Postmaster General to send up all such clipped hammered moneys as he had received for portage [of] letters before 1696 Nov. 18 and he sent 200l. by the barge but a frost happening the barge was locked up [in the ice] so that it could not be paid [into the Exchequer] till after Nov. 18 so that 'tis not applied to his credit by tale [but is credited at the rate of] 3s. 8d. per ounce by weight which reduces the said 200l. to 164l. 8s. 1d.: therefore praying allowance of the above 3 items making 61l. 13s. 10d. in all. Treasury warrant to the Postmasters General to pay to the executors of Sir Leonard Robinson (out of the revenue of the Post Office after or over and above the 600l. per week appropriated thereout for payment of tallies in course) 100l. a week beginning from this week until the complete satisfaction of the sum of 2,648l. 11s. 3d. still remaining due to said Robinson as follows viz.: he having in the year 1695 advanced several sums amounting to 25,823l. 6s. 9d. to the Paymaster of the Works on securities of certain tallies of sol or anticipation struck on the Post Office revenue for the service of the Works which were then directed to be paid and satisfied out of 500l. a week of Post Office revenue, upon which tallies the sums following still remain unpaid viz. 1695 Aug. 22, 731l. 1s. 3d.; Dec. 20, 417l. 10s. 0d.; 1695–6 Mar. 2, 500l., 500l. and 500l. making in all 2,648l. 11s. 3d. which said tallies carry no interest and the advances thereon were made by said Sir Leonard upon the allowance of 1 per cent. only. Aid yet by virtue of a subsequent Act and of the Royal Proclamation in this behalf the said Bills are to be current to the Receivers as well of that Aid as of all other his Majesty's taxes, or revenue whatsoever. May 12. The Treasury Lords to the Auditor of the Receipt. We have thought it necessary for the King's service and for the good of the public that the Tellers' receipts and vouchers should be carefully compared with the payments which are allowed or discharged in your, the Auditor of the Receipt's, weekly certificates. We find that many payments amounting to a very considerable sum are comprehended in your said certificates where in truth the money is not really paid nor his Majesty discharged of the same. In order to prevent the damage which may happen thereby to the King and the public credit by so great a neglect you are hereby to appoint some able and trusty person who, with such person as we shall nominate, may daily or weekly at least compare and examine the said receipts and vouchers and certify us in all cases where they shall find the same to be defective or wanting. Ibid.

Treasury reference to the Customs Commissioners of the petition of Joseph Pickering shewing that he has entered several parcels of ginger amounting to 334 hundredweight on board several ships bound to Hamburg but his servant has over-entered 47 hundredweight [the drawback for] "which doth not amount to 12l. sterling"; for which the goods are seized: therefore praying a noli prosequi to the information against the said ships, that they may proceed on their voyage. Treasury warrant to the Surveyor General of Crown Lands for a particular of the Tennis Court and rooms as below (except the ground and buildings let to the Earl of Rochester) in order to a lease thereof to Henry Baker for 31 years from 1696 Lady day at the rent of 6s. 8d. per an.: with a clause of re-assumption on reasonable recompence.
Prefixing: Said Surveyor's report on said Baker's petition for same. I find that Thomas Cook Esq. (being Keeper of the Tennis Court by the Cockpit by warrant under Charles II's sign manual) did in 1674 assign his interest therein to Charles Cornwallis Esq. and a grant of the same with the houses and buildings therewith enjoyed was made in May 1675 to said Cornwallis at Cook's nomination for 21 years at 6s. 8d. rent. This term expired at Lady day 1696. In 1685 the Earl of Rochester, then Lord Treasurer bought Mr. Cornwallis's interest in the house at the south end of the Tennis Court and a yard of 62 feet by 20 feet whereon he has erected a kitchen and other low buildings near the gateway going into King Street and the Earl has passed a new lease thereof to his own use for 21 years from 1696 Lady day. The remainder of what was granted to Cornwallis consists only of the Tennis Court and 4 small rooms adjoining thereto with chambers over and a very narrow piece oi old building wherein the widow of Sir Charles Scarborow lives: all which may be valued at 70l. per an. The desired lease therefore may be rated at a fine of 600l. notwithstanding part of the buildings are old and ruinous. Warrants not Relating to Money XV, p. 305.

Treasury warrant to the Customs Commissioners to deliver to Thomas Pitt the parcel of muslin neckcloths part of the cargo of the English East India ships seized by the French and redeemed ut supra p. 160: Pitt having sworn that when he came into England he sent orders to sell all the goods he had so bought, being informed that he could not obtain liberty to import them hither but that the person with whom he had left the care thereof shipped the neckcloths contrary to his orders and without notice: whereupon the Customs Commissioners have reported their opinion (as formerly in like cases) that "the deviation of the said ship and goods into France by capture and constraint, if the same were afterwards legally imported into this kingdom, seems to be no violation of the Act of Navigation and some persons have been relieved in like circumstances upon the redemption of the said goods." Treasury warrant to the Surveyor General of Crown Lands for a particular of the house called Fauxhall in the manor of Kennington and parcel of the Duchy of Cornwall in order to a new lease thereof to Robert Fowles goldsmith for 22½ years from 1702 Michaelmas at the rent of 6l. 13s. 4d. and fine of 400l.
Prefixing: Said Surveyor's report on said Fowle's petition for same. Charles II granted the premises to Sir Samuel Moreland 1675 April 9 for 31 years at the above rent without fine, in consideration of services. By mean conveyance the remainder of this term vests in the petitioner. If the clause of re-assumption in the old lease were omitted in the new one it might give encouragement to make improvements. The buildings now standing are irregular, old and part of them very ruinous. In 1675 Sir Charles Harbord and Mr. Hugh May made a particular survey and valued them at 100l. per an. By view and enquiry on the place I find they are now worth 119l. per an. Petitioner has lately been at great expense 300l. in supporting the great wall against the river of Thames and he must now build the stairs and bridge. I rate the renewal fine at 400l. Ibid., p. 308.
Warrant by the Lords Justices of England to the Lords Justices of Ireland to direct the Receivers General of the Revenue, Ireland, to advance and pay to Richard, Earl of Bellomont 2,000l. (or so much as, together with the money already paid to him by the Trustees as follows, will make up 2,000l.) for 2 years on the reserved rent of 1,000l. per an. as follows: the said Trustees being hereby to repay the said sum to the said Receivers General out of the profits of the said estate arisen or to arise over and above the growing payments of the said rent which shall become due after May 1 inst: all by reason that the royal sign manual of 1696 April 15 directed a grant to said Earl of the estate of Sir Valentine Browne, commonly called Lord Kenmare or Nicholas Browne his son in Ireland to the intent nevertheless that the said Earl should immediately re-demise the premises to such person as the late Lord Deputy should think fit for 999 years, such nominee yielding and paying to the said Earl, his executors and assigns 1,000l. a year for the said term, with a clause of distress &c.; the said nominee to permit the Crown to levy the overplus of the revenue of the estate to the use of the Crown: which was accordingly done and the said Earl did so re-demise to Sir Charles Porter (since deceased) and other trustees for the Crown: but the said Earl has represented that the said estate is so charged with debts to Protestant creditors that he has not been able hitherto to receive the said 1,000l. per an. Same to Mr. Blathwaite to represent to the King that the Treasury Lords are frequently pressed by the Council of the Queen Dowager to order payment of the arrears on her annuities out of the Excise which are part of her jointure (exclusive of the 6,000l. per an. as additional revenue granted her by the late king), and that they conceive it was the King's pleasure that the same should be satisfied; but they do not think fit to give directions therein till the King's order in that behalf be signified to them.
They also desire you "when you find an opportunity" to put the King in mind of declaring his pleasure concerning the list of pensions which he took with him at his going to Flanders, several of those contained in that list being reduced to extremity; and though my Lords do not see how the funds for the Civil List can give them relief in ready money, yet some of the persons concerned (even of great quality) are such visible objects of compassion that my Lords could do no less than desire this representation on their behalf.
