May 21. Money warrant for 216l. 12s. 10½d. to Lord Cutts, Governor of the Isle of Wight and Receiver of his Majesty's Revenues in the said Island: without account: in satisfaction of the surplusage due to him upon the foot of his last account of his receipts and payments in the said Island for one year ended 1696 Michaelmas. Same to Mr. Abbott. Brigadier William Selwin, Governor of Tilbury Fort, has petitioned my Lords shewing that Col. Tufton and the preceding Governors of said Fort had the several fees and allowances at the Exchequer of 2s. a day, 20l. a year and 4d. a day amounting in the whole to 62l. 11s. 8d. per an. and has prayed the like allowances to be continued to him. Please certify what the same amount to at Lady day last from the date of Selwyn's Commission as such Governor. Ibid.
May 21. Same to the Farmers of the Lotteries. Bring on Monday next your account of what is due for the rent of your farm. Ibid., p. 268.
Same to Mr. Blathwaite. The King has declared his pleasure to my Lords for a grant to the Earl of Galway of Sir Patrick Trant's estate in Ireland charged with his debts. My Lords directed a warrant accordingly but finding a very considerable debt of 8,443l. 17s. 4d. in principal money owing to Lady Stapleton from the said Trant, and that a decree is obtained for the same, they have at the desire of the said Earl deferred sending the warrant for the King's signature conceiving that the grant will be of little value if said debt be charged thereon. Please acquaint the King therewith and if it be his pleasure that other forfeited lands in Ireland be granted to Lady Stapleton and the Earl's grant be wholly discharged of said debt please signify same to my Lords by the first opportunity. Same to the Auditor of the Receipt to signify to the Tellers or their clerks that when any money is brought to be charged in the Receipt they do specify in the bills which they shall throw down for same (to the end it may be expressed on the tally) "how much in each"; [kind i.e. whether the money was received in specifical money or in Exchequer Bills] and that the Tellers do require the Receivers General or those which bring such money or Bills to be charged as aforesaid, to specify the one and the other in all their payments for every respective tax, revenue or fund whatsoever. Before he went for Holland the King signed a warrant for a grant, release and confirmation of certain lands in Ireland to Sir Richard Pyne, Lord Chief Justice of Common Pleas there. In writing the warrant the denomination of some of the lands was omitted. Please procure the King's signature to [the enclosed] fresh warrant [rectifying said blunder]. Ibid.

45 tidesmen to be established at Bristol at 30l. per an. each instead of the present establishment there which consists of 20 established tidesmen at 10l. per an. each and day pay when boarded [on board ship] and 78 tidesmen in extraordinary at like day pay when on board; the Customs Commissioners having represented in their memorial of the 18th inst. that after consulting the collector of the port they find that 45 tidesmen will be sufficient for the service there and if settled at an established salary of 30l. per an. (which will be a competent maintenance for them) there may be saved 100l. per an. and have therefore proposed a list of 45 tidesmen comprehending all the [present] feemen and the best of the extraordinary men who by experience have been found most trusty and deserving.

Treasury warrant to the [Principal] Commissioners for Prizes to appoint Edward Randolph as supervisor over all their Agents for Prizes as well as all other matters relating thereto, [to wit prizes] which have been, now are, or may be brought into America or any of the islands belonging thereto: to be rewarded according to the merits of his service without any standing salary. Treasury warrant to Sir Thomas Trevor, Attorney General, to enter a noli prosequi to the information against Thomas Ward, master of the ship Yarmouth (employed to carry stores for the Navy) for importing a parcel of French prunellos bought by him at Cadiz as prize goods from his Majesty's Agent for Prizes there: the Customs Commissioners having reported that he very well deserves favour and relief. May 21. Treasury authorisation and appointment of Peter Hume Esq. to act jointly with Thomas Cremer (who is thereto appointed by the Auditor of the Receipt) in viewing and inspecting from time to time as well the cash in the offices of the four Tellers of the Receipt as also the receipts and vouchers taken by the said Tellers or their clerks and carefully to compare and examine them with the payments allowed and discharged in the certificates which are weekly transmitted to the Treasury by the Auditor of the Receipt and the clerks of the Pells: to wit since the eve of Easter last and so from time to time hereafter. You are to send to the Treasury weekly an account of your proceedings herein and of the receipts and vouchers which you shall find to be defective or wanting. Ibid.

Treasury reference to the Transports Commissioners of the petition of Simon Clement merchant shewing that he is concerned in a debt for the Transport service in 1693 amounting to 2,140l. and being to go Secretary to the Earl of Bellomont as Governor of New York and New England prays directions for the payment of his debt. Same to Mr. Henry and Mr. Nicholas Baker of the petition of John Gibbons shewing that by direction of some of the Privy Council particularly the Earl of Portland he entertained Capt. Porter and Capt. Money warrant for 460l. to James Chase Esq., 172l. 10s. 0d. thereof for so much due to his father John Chase Esq. deceased, for 1½ years 1688 Xmas to 1690 June 24 (the time of his death) on his salary and allowance of 115l. payable at the Receipt in respect of his office of apothecary in ordinary to the King's person; and 287l. 10s. 0d. for 2½ years to the said James (who succeeded his father in the said office) on the like salary from 1690 June 24 to 1692 Xmas. William Lowndes to the Earl of Romney [Master of the Ordnance]. Upon the declaration of accompt of William Meesters Esq. for the pay of the Dutch Train of Artillery in Ireland in 1690–1–2 there remains due to him 1,873l. 12s. 3d. My Lords desire you to issue the necessary orders for paying him same and to direct so many of the tallies and orders on the Salt Act remaining in the hands of the Treasurer of the Ordnance to be assigned to Meesters as will make up that sum. May 26. William Lowndes to Mr. Yard to insert an advertisement as follows in tomorrow's Gazette: viz.
The Treasury Lords give notice to the Contractors for Advancing Money for Exchanging Exchequer Bills that they pay to Mr. Fran Eyles et al Trustees for Management thereof at their office near the Exchequer one eighth further part of their respective subscription on or before May 31 inst. or within 14 days then next ensuing, in pursuance of their contract.

Same to the Navy Commissioners. My Lords find it convenient that the quantity of hemp to be furnished this year for the Navy be provided and imported on the King's account by way of commission as it was in 1694. They therefore direct you to contract with Mr. Taylour, the merchant, for importing 2,000 tons accordingly only that the computation of the cost (which was 26l. 10s. 0d. per ton in 1694 including the commission at 3 per cent.) be now 25l. per ton and the payments for the whole amounting at that rate to 50,000l. [is to be] made in Exchequer Bills as follows viz.: 3,000l. a week for 5 weeks from the 24th inst. and 2,500l. a week for 14 succeeding weeks; according to Taylour's proposal in that behalf. Treasury reference to the Warden &c. of the Mint of the petition of James Rotieres, engraver of the Mint, praying to have returned to him the medals, puncheons, dies and several tools which were seized by mistake by the Warden of the Mint and do belong to petitioner; and that 66l. due to him from Mr. Neal may be paid him; and also for some allowance for 500 pair of dies sent to the country Mints. Same to Sir Samuel Astry of the petition of Lord William Pawlet shewing that he is entitled to all the fines &c. on judgments quod capiatur and capias pro fine also to a great part of the revenue arising by the Greenwax of the Exchequer under a grant from the king: that Nathaniell Booth junr. of Grays Inn is constituted Surveyor of Greenwax with a salary of 250l. per an. appropriated upon the debets of the sheriffs' accounts; notwithstanding which the said Booth in order to disturb petitioner upon pretence that the sheriffs' debets fall short, doth claim the fines in the hands of Sir Samuell Astry and hath respited all the fines in the said Astry's hands, which do properly belong to petitioner: therefore praying my Lords to order Booth to desist from his claim and to abide by the sheriffs' debets. Treasury warrant to the Surveyor General of Crown Lands for a particular of coal mines as follows in Co. Durham in order to a lease thereof to Michael Thompson for 31 years at 26s. 8d. rent and a sixth part of the profits.
Prefixing: said Surveyor's report on said Thompson's petition ut supra Tr. Cal. XI, p. 417. Petitioner now explains his discovery to be of the King's right to dig coals out of divers parcels of land in the parishes of Whickham and Hamsterley Co. Durham which have been heretofore leased out by the Crown. I find that James I 1623 April 28 granted to Alexander Stevenson, one of the Pages of his Bedchamber, all that colliery in the common fields of Whickham within certain parcels of land there distinguished by rigs merked out with dowles or stones and called Brinkburne alias Kingslands, the superficies containing 110 acres; to hold for the lives of Robert, Francis and Thomas Anderson at 26s. 8d. rent and without fine in consideration of services. The last of the lives died about 12 years since. In 1632 Charles I demised certain other coal mines in the parish of Hamsterley in the manor of Softly, called King's Colliery in Lemton [Lemington] Hills to Humphrey Wharton for 21 years at 20l. per an. without fine. The said term is long since expired. The Parliament's Survey in 1649 valued the colliery at Whickham at 130l. per an. and that in Hamsterley at but 8l. per an. above the rent. No lease of the premises has been obtained since the Restoration, and they have not been worked there many years. I cannot state the present value if new wrought [set to work]. May 27. Treasury warrant to the Auditor of the Receipt to issue 50,000l. to the Earl of Orford on the unsatisfied order in his name as Treasurer of the Navy: to be issued in Exchequer Bills on the Land Tax Act and the Funds Deficiencies Act: as imprest: for wear and tear; being intended for the course of the Navy. Disposition Book XIV, p. 10.
[William Lowndes] to Mr. Williamson. My Lords are informed that there is 1,000l. in your hands which should be cash in the office of Guy Palmes Esq. one of the Tellers of the Receipt. Treasury reference to the Customs Commissioners of the petition of several merchants of Kingston upon Hull shewing that they writ their agent in Holland to buy and ship a quantity of cut whale bone which about six weeks ago was put on board two ships the William and Francis who waiting for their convoy, and having no notice of the late Act, the petitioners had not time to contradict their order but as soon as they heard of the Act they gave notice to the Collector of Hull, notwithstanding which the officers have seized same: therefore praying relief. Same to the Customs Commissioners of the petition of Francis Gosfright and Peter Whitcomb of London merchants shewing that the ship St. Anthony laden with 'corants' at Venice for Amsterdam was in her voyage disabled at sea by bad weather and being preserved was towed into Fowey in a bad condition; that petitioners are interested in 60 tons of corants part of the said lading and are advised that their correspondent in Holland is dead and his widow become insolvent and the corants are in a perishing condition: therefore pray that same may be admitted to entry here as if imported in a qualified ship. Treasury warrant to the Receipt to take especial care that no more money be charged in the office of Guy Palmes Esq., one of the Tellers of the Receipt, but that all loans and payments be made in the offices of the other Tellers until further order from the Treasury Lords; and further that none of the cash now in the said office of Guy Palmes be taken out of the chest but in the presence of those to whom it belongs by the debentures or orders that are or shall be recorded for the same "and that you see those persons satisfied therewith and that the money be not diverted to any other use": all by reason that the Treasury Lords have taken into consideration the present circumstances of the said Palmes's office.
