Sept. 1/11. Royal warrant dated "at our Court at Loo" to the Attorney or Solicitor General for a great seal for a grant to Sir John Morden of the lordship or manor of Old Court Co. Kent and of the disparked park called Sedgwick Park Co. Sussex ut supra pp. 130–1 at the fee farm rent of 6l. 13s. 4d. for the said lordship or manor and 5l. 5s. 0d. for Sedgwick Park and fine of 2000l.

Royal warrant to the Clerk of the Signet for a privy seal for payment, out of the Exchequer, of the fee or salary of 20l. per an. to the Constable of Windsor Castle; 10l. per an. to the Lieutenant of the Forest there; 6l. 1s. 8d. per an. to the housekeeper of New Lodge in the said Forest: 20l. per an. to the underkeeper 9l. 2s. 6d. per an. to the vermin killer there, amounting in all to 65l. 4s. 2d. per an.: same having been paid by the Receiver of the revenues of the Castle and Honor of Windsor to Michaelmas 1697 and no further by reason the said revenues are not sufficient to defray same: wherefore it is the King's intention that same be paid for the future out of the Exchequer. Sept. 4. Money order for 851l. 4s. 0d. to Thomas Mathews as reward for getting the moneys speedily collected upon the several aids and taxes in Co. Hereford, Brecon and Radnor whereof he was Receiver and for his extraordinary losses in carrying great quantities of old money to the Mints to be recoined as per the separate items here detailed. Sept. 5. William Lowndes to the Auditor of the Receipt to issue 70,000l. to the Navy Treasurer on the unsatisfied order in his name: out of loans on the Land tax: 50,000l. thereof for the course of the Navy and 20,000l. for the ordinary of the Navy. Disposition Book XV, p. 87.
The Treasury Lords to the Verderers of New Forest. In our letter of Sept. 16 last supra Tr. Cal. XIV, p. 120 there was no provision made in what manner fuelwood should be assigned to the several officers or keepers in said Forest. You are to observe the said letter in all particulars and at any time when the keepers shall make any assignment of fuelwood they are to give convenient notice to one of the deputy surveyors of woods and to the woodward of New Forest of the time and place where such assignments are to be made so that they may be present and view same. And the woodward of New Forest is hereby directed for the time being to make assignment of fuelwood for the use of the respective keepers of the several walks in said forest in such quantities as shall be reasonable and necessary. William Lowndes to the Customs Commissioners enclosing a letter from Mr. Grey, Governor of Barbados, together with five quarterly accounts from the Naval officer there, containing an account of all vessels trading to and from said Island between 1697 Dec. 25 and 1699 March 25: as also a letter from Samuell Cox, the Deputy Naval Officer who has signed said accounts. Same to the Earl of Ranelagh enclosing letters from the Admiralty desiring a stop to be put to the half-pay of the Field Officers and Captains of the late Marine Regiments till they have stated accounts with their non-commission officers and men to their satisfaction; and that the half-pay of Lieut. Goulding be stopped till he have accounted with Capt. Plunkett late a Captain of a Company in one of the said Regiments. Please stop same accordingly. Ibid., p. 149.

The Treasury Lords to the Earl of Bellomont. One of the King's men of war is sent to bring over Capt. Kid (whom you have secured in prison there for piracies). Please appoint some fit person to come over with the treasure and effects of the said Kid and his accomplices with proper schedules and inventories thereof to prevent embezzlement. Ibid., p. 150. Same to same of the petition of Thomas Bray D.D. shewing that he has provided 30 libraries in America to the value of 2000l. and being many hundreds of pounds out of purse already and wanting a further assistance to perfect the design, he being informed that there is a debt due to the Crown of 1700l. from Francis Hollingshed and William Adderley as security for Ralph Hollingshed, late Receiver General of the City and County of Chester, and yet unpaid, he prays a grant of two thirds of the said debt. Same to the Postmasters General of the petition of Francis Bastwick shewing that in 1688 and 1689 he continued five pacquet boats for carrying mails to and from Calais and Newport till such time as they were ordered to be sent to Holland by way of Harwich; by which means he lost 740l., his boats being built for pacquet boat and not fit for any other use: and that he sent over in the pacquet boats 3367 poor soldiers and seamen most of whom had his Majesty's pass, whose passage and victuals according to the rates formerly allowed amount to 1145l. 12s. 0d.: therefore praying to be allowed the said 740l. and 1145l. 12s. 0d. Sept. 8. Treasury reference to the [Principal] Officers of the Mint of the petition of the officers of the five Country Mints shewing that they had their salaries established in the year 1696 and that they attended in their stations till near Michaelmas 1698 and have since been employed in the Tower in making up their accounts, which is a great charge to them as also their expenses in travelling &c. [up to London]: therefore praying payment of the Michaelmas quarter's salaries and allowance for travelling expenses. Ibid., p. 352.
Treasury warrant to the Surveyor General of Crown Lands for a particular of a water mill in Lostwithiell ut supra Tr. Cal. XIV. p. 132 in order to extension of lease thereof to William Taprell at the old rent of 40s. per an. and fine of 40l.
Prefixing: said Surveyor's report on said Taprell's petition for same. The petitioner married the sister of Richard Kendall who had a lease thereof (under the Exchequer Seal dated 16 May 1672) and by whom petitioner had several children still living. The premises were valued in the Parliament Survey in 1650 at 5l. above the rent. Warrants not Relating to Money XVI, p. 276.

Treasury reference to the Agents for Taxes of the petition of John Ellis proposing his securities, detailed, as Receiver General of the Duties on Marriages and on Houses for parts, detailed, of Co. Norfolk viz. the Hundreds of Blofield, Brothercross, Clackclose, Erpingham North, South Erpingham, Forehoe, Freebridge Marshland, Freebridge Citra Lynn, Flegg East, Flegg West, Greenhoe North, Gallow, Hambleyard [Humbleyard], Holt, Happing, Lynn Regis, Smithdon, Tunsted, Taverham, [Taversham], Walsham and the town of Yarmouth: his said sureties being himself, Samuel Fuller of Yarmouth Esq., Thomas Godfrey of Yarmouth gent and Thomas Ellis of Yarmouth merchant. Sept. 19/29. Royal warrant dated "at our Court at Loo" to the Attorney or Solicitor General for a great seal to revoke Ralph Williamson's appointment as Comptroller of Newcastle port. King's Warrant Book XX, p. 180.
Same to the Clerk of the Signet for a privy seal to discharge James Isaacson of an arrear of rent of 375l. accrued from 1660 Lady day to 1698 Michaelmas on the rent of 10l. per an. reserved on the grant made 1627 July 16 to William Caverley of marsh lands near the river Cloyde [Clwyd] in Co. Denbigh and Flint called Marva Ruthland [Rhuddlan] and of the land called the Moore alias Walmoore alias Wamore in Cos. Worcester and Gloucester which interest is come to the said Isaacson by mesne assignments, who has petitioned shewing that none of the said rent has been paid by reason no profit has ever been made of the premises, and the arrears before 1660 Lady day being pardoned by Act of Parliament. Same to same to pay to Robert Wind, a tidesurveyor of Plymouth port, a moiety of 74l. 8s. 0d. representing a seizure of money attempted to be exported: in accordance with the order of the Lords Justices in Council of 1696 June 25 ordering allowance of a moiety to the officer in cases of condemnation of coin of the realm attempted to be exported. Same to same to pay to Henry Buisson the King's part of a seizure of 35l. worth of lace (which he brought with him when he fled from France to escape the severe persecution there) which he committed to William Tymon, Captain of the ship Postillion and was seized by one Murdock, an officer of the Customs: he being an object of compassion and not being a merchant nor bred to any trade. Sept. 19. William Lowndes to the Earl of Ranelagh to report on the enclosed petition of the subalterns of the late disbanded Regiment of Foot of Col. Northcott, praying payment of their arrear of subsistence for the time they were on board the Fleet. Out Letters (General) XVI, p. 151.
Treasury warrant to the Customs Commissioners to make the following allowances to the officers of the outports employed in the present Coal Duty for a year from the commencement thereof, viz. 1698 May 15 to 1699 May 15, viz. 3l. per cent. for the first 1000l. of receipts therefrom and 1l. per cent. afterwards; of which two thirds is to be to the collector and one third to the Comptroller and further (in places where the inspection of the meters is performed at a distance from the ordinary residence of the officers) to allow 1d. per chalder where the coal meters are Corporation meters and 2d. per chalder where otherwise. Treasury reference to Mr. Blathwayt of the petition of Chidley Brook praying that his account as Receiver General of New York may be referred to said Blathwayte as Auditor General of the Plantations and put into a method of being passed. Reference Book VII, p. 350.
Same to Mr. Travers, Surveyor General of Crown Lands, of the petition of John England and John Elderton shewing that Joseph Damer (who was named with them in a proposed lease of a moiety of Inglishcombe Farm Co. Somerset, parcel of the Duchy of Cornwall) is dead and the lease not passed and the fine of 250l. has been paid: therefore praying that the name of Jos. Damer his son be substituted for the name of the said Joseph deceased. Ibid.
Same to same of the petition of Samuell Heming shewing that by his means and by Exchequer decree Sir Christopher [Wren] and Mr. Reeve obtained grants of divers rents late in charge in the Pipe in lieu of defective rents of their former purchase but that the arrears thereof for the three years ended 1695 Michaelmas are not collectable by reason the Sheriffs (who formerly answered the said rents) have passed their accounts for those years:
further that petitioner applied to be admitted to purchase the augmentation rent of 10l. of the city of Norwich discovered by him for the Crown: therefore praying to be so admitted and to have allowed out of the purchase price the above arrears for which petitioner is accountable to said Wren and Reeve. Sept. 22. Same to Serjeant Phillip Ryley to observe the King's pleasure as follow viz. to make up the door of the little house mentioned in your memorial as to encroachments in St. James's Park and [further to take care] that no ale be sold in the little houses as common alehouses; that the new erected alehouse be taken away and that the pallazadoes be taken down and the wall made good as formerly; and also that none of the houses within the said park be allowed to sell ale, wine or other entertainment or be any ways used as public houses.
Appending: said Ryley's report dated April 4 last on the encroachments made of late years in said Park in accordance with the Treasury order of Feb. 25 last.
A brick house has been many years erected on the wall of the said park by the road to Hyde Park, which house had formerly only a little hole towards the said road, [but] of late years made large enough for persons that lived therein to go in and out of the house by the help of a ladder; but now the same is altered and a door made into the road and a small arch turned at the foot of the door that levels the passage to the road. The house is now uninhabited.
On the west side within the gate of the park over against Hyde Park gate is a range of buildings of nine small rooms, the height whereof is equal to the coping of the wall; which building is in custody of Crosby the gate keeper and is a public alehouse, but alleged to be for the conveniency of the Foot Guard who have a small guard house within the park against the said keeper's buildings.
On the side of the Park next Arlington Street Lady Arran has a door and steps into the Park; Sir William Brownlow the like; Sir Charles Orby a door; Mr. Smith a door; Lord Derwentwater and Lord Cholmondly each a door; Lord Guilford a door and rubbish thrown into the Park; Lord Kingston a door and pump in the Park; Col. Fitz Patrick a door; — Rossington a door; Mr. Fronteine two doors; Lord Berkeley a door; Mr. Harris, Mr. Smith a door and the wall pulled down and pallazadoes put up; Lady Orrery a door; two links let into the park from Rossington's buildings; a lodge built about four years since with a coal hole and bog house and a pair of great gates that lets into Rossington's Buildings in St. James's; this lodge &c. stands within the park but has no door into the park but some low windows; the said lodge and gates are said to be erected by the late Queen's command for conveniency of the Ice Houses but are seldom opened, the man that has the custody of it sells ale therein.
A piece of ground walled into the house of Lady Thanet, the said ground being 18 foot by 28 foot; at Mr. Heneage's the wall pulled down and pallazadoes put up.
At the Equerries' lodging at St. James's a door and a piece of ground enclosed with a pallazadoe about 4½ foot by 25 foot.
Many of the buildings erected on this side of the park have raised their ground [so] that great weights of earth bear up[on] the wall in divers places and will probably force it in some little time.
At Arlington Gate a building was raised and considerably augmented by Mr. Chasell the gate keeper there but the same is now pulled down and altered to the copeing of the wall; what remains is a public house.
Under the wall that belongs to the front of Arlington House a little piece of ground is lately fenced in with a hedge whereon is built a lodging room, a stables and two places for coal and wood but the same is not so high as the park wall, is now in custody of a servant of the Earl of Bath but his lordship says those buildings shall be pulled down; as also an apple shed within Arlington Gate.
On the side of the Park towards Downing Street Mrs. Chudd has a door and lets lodgings; Mrs. Bridges a door and lets lodgings; Lady Windham a door; Duchess of Norfolk a door and almost every house a door in the range of buildings that looks to Story's house over against the Bird Cage; Col. Kendall a door.
The Earl of Bath alleges that the doors or conveniences to persons of quality have been allowed by command of the late Queen that all such persons should be permitted passage into the park. Warrants not Relating to Money XVI, pp. 271–2.

It is the King's pleasure that you observe henceforth the following directions: viz. that the charge of printed Acts of Parliament, Votes and Speeches usually inserted in the Archbishop of Canterbury's bills be entirely saved to the King. Also those put to the account of the Bishop of London. That as to the Treasury Office no Forms of Prayer, Proclamations, printed Orders of Council, Speeches, Votes (bound or unbound) be delivered to the said Office nor any printed Acts of Parliament save only at the end of each Session for the service of the Office in General. That immediately upon the passing of any Land Tax you provide and deliver the usual number of copies to the Agents for Taxes with all speed and at the end of the Session furnish the said Agents with one book of all the Acts passed in that session and the King to be at no further charge for prints in that office. That the whole charge of Acts &c. usually delivered to the Lord Chancellor, Secretaries of State, Lord Privy Seal, Lord Chief Justices, Lord Chief Baron, Master of the Rolls, Mr. Blathwaite and the Attorney and Solicitor General be wholly taken off and saved to the King.
