by him for the service of the Healing between 1686-7 Jan. 7 and

said Harley : total charge 4847l. 17s. 9d. : total discharge 1506l. 2s. 6d.
which is short by 3341l. 15s. 9d. of the sum chargeable on the
accountant, being the value of 13,400 medals delivered to him from
the Mint between 1686-7 Feb. 2 and 1687 Nov. 8 for which he is
put in super in the accounts of Mr. Neale as Master of the
Mint : "towards discharging which sum the accountant has produced
Mr. Donkeley's receipts" for 11,399 medals detailed being
delivered to him as Deputy to the Clerk of the Closet, "but it does
not appear how Mr. Donkeley disposed of the said medals."
But by the privy seal of 31 Oct. 1688 see supra Tr. Cal. Vol. VIII
p. 2112-3 Mr. Graham was charged with 3591l. 16s. 3d. for the value
of 14,400 medals and was to be allowed 3115l. 2s. 11d. for the value
of 12,492 medals certified by the bishop of Rochester and the Serjeant
Chirurgeon to have been delivered to persons touched for the
[King's] Evill between 7 June 1686-7 and 28 Oct. 1687 ; and 468l.
for the value of 1872 medals certified by Father Petre and the
Serjeant Chirurgeon to have been similarly delivered between 28
Oct. 1687 and 23 Dec. following ; and 164l. 16s. 4d. for the value of
662 medals remaining in Mr. Donkeley's hands and 157l. 10s. 0d.
for 540 pieces of ribbon to hang the said medals on and 575l. 6s. 8d.
for his expenses at the rate of 200l. per an. from 7 Feb. 1684-5 to
24 Feb. 1687-8 and 46l. 13s. 4d. for charges of passing his account :
all which would leave the said Grahame in surplusage 995l. 14s. 0d.

Royal warrant to the Postmaster General to erect or set up a
Penny Post or Penny Packett Office within the city of Dublin and
within 10 or 12 miles thereof, at the cost and charges of Elizabeth,
Countess Dowager of Thanet and to make a lease thereof to the said
Countess for 14 years at 20s. per an. rent : she having petitioned for
same and the Lord Lieutenant of Ireland and the Postmasters
General [England] having thereon reported that what she desires
will be no prejudice to the Post Office nor any loss to the Crown.
Appending : the said report of the Postmasters General of England
dated Dec. 15 last on said petition. The proposed Office should be
made subservient to the General Post Office at Dublin and under
proper instructions and regulations. "Upon the first erecting a
Penny Post Office here in England by a private person independent
of the General Post Office it was found that by a correspondence
betwixt the Penny Post and higlers and carriers great numbers
of letters were (to the diminution of the revenue) collected and
dispersed by the Penny Post Office which ought to have been
conveyed by the General Post" : therefore the grantee ought to be
tied to the limits agreed upon without any clandestine dealings with
carriers, masters of ships or others ; and she ought to be obliged
not to have any receiving houses within two miles of any of the
first stages of the General Post Office : she ought further to be
obliged to collect and deliver gratis the letters called the Country
Letters for the General Letter Office and to give security for answering
the charge of those letters which her officers may receive. She
should act by deputation from the Postmaster General of England,
and the Deputy Postmaster of Ireland should have power to inspect
whether there be not letters collected and received by her office
"which may not be within the restriction above mentioned." Out

declaring and passing of the account of James Graham, Keeper of
the Privy Purse to James II, for Healing Medals of gold received and

said 50l. is unsettled but the remainder is settled as a jointure on his
wife prior to the Crown's title and a proposal is made on his behalf
to ensure full payment of said debt if the unsettled part can be
