April 1. Money warrant for 20l. to George Thomas, clerk, as royal bounty for his passage to New York whither he is going chaplain. (Money order dated April 3 hereon). Money Book XVII, p. 106. Order Book VI, p. 98.
Allowance by Treasurer Godolphin of John Thorrowkettle's bill of 15l. for 1704 Lady day quarter as Messenger of the Chamber attending the Lord Treasurer.
Warrant by same to the Customs Cashier to pay said Thorrowkettle 15l. for same quarter as Messenger attending the Customs. Money Book XVII, p. 110.
Warrant by same to the Customs Commissioners for Robert Holland, tidesman at Fowey, and Thomas Stubbing, tidesman extraordinary in London Port, to exchange places.

Warrant by Treasurer Godolphin to the Receipt to pay only the principal on the orders of loan amounting to 9500l. being part of 20,000l. issued on the 19th of August 1701 to Sir Thomas Littleton, Treasurer of the Navy, for the Ordinary of the Navy, being in tallies and orders of loan drawn on the last part of the 3700l. per week [Excise] ; of which tallies and orders for 20,000l. the sum of 10,500l. was assigned over by him to those uses according to orders from the Navy Board "the interest at the time of assigning the same being computed and paid away as so much principal money" and the remaining 9500l. (being 19 orders for 500l. each numbered 59 to 77 inclusive) are still in his hands and are now come in course of payment out of the said 3700l. per week [Excise] and for the greater ease and convenience in passing his account he hath desired that he may receive only the principal money contained in the said orders without any interest incurred thereupon. William Lowndes to the Victualling Commissioners to hasten their report on the petition of John Brittain and other workmen employed in the Victualling Office. Out Letters (General) XVII, p. 353.
Same to Mr. Sansom. The Lord Treasurer has considered the instructions given by the Customs Commissioners to Patrick Mein, Henry Walter and Charles Mein appointed for the survey of the Northern ports. He finds no instructions therein relating to the shipping of lead, in which he is informed great frauds have been committed and he desires the Commissioners to consider same. Ibid.
Same to Mr. Blathwayt to report on the enclosed memorial [missing] relating to the poor, impotent and maimed soldiers and mariners who being dismissed from her Majesty's service in Holland and other foreign parts come over in great numbers to Harwich : in which memorial it is proposed that a fund of charity of 200l. per an. may be established to afford same competent subsistence for their relief. Same to the Salt Commissioners of the petition of Christopher Franklyn et al for leave to compound a debt of 382l. due for Salt Duties which they are unable to pay. Ibid.
Same to the Attorney General of the petition of Thomas Barrow of Feild Court co. Gloucester to be restored to the right of his ancestors to carry away trees in the forest of Dean he being seized in fee of the bailiwick and woodwardship of Blakeney within said forest and thereby entitled to all windfall trees within that woodwardship but is forbidden to carry away the trees blown down by the late storm. Ibid.
April 3 & 19. Warrant by Treasurer Godolphin to the Principal Commissioners for Prizes to pay Capt. William Scaley as a Captain out of the Vigo prize money, he being by commission Captain of her Majesty's fireship Griffin and by a former commission had taken post as a Captain in the Royal Navy and it was only by mistake that he was inserted as Captain and Master of the said ship in the list for the distribution of the said prize money. The error in his denomination in the said list is hereby to be corrected.
A like warrant in the case of Capt. John Mitchell, late Captain of her Majesty's fireship Phoenix and now Commander of the Weymouth, he being inserted in the abovesaid list only as Master and Commander.
Prefixing : Order of the Queen in Council dated March 26 last for rectifying said mistake concerning Capt. Mitchell. Warrants not Relating to Money XVIII, pp. 203, 206.
[? April 3] Entry of the Treasury signature of the docquet of an in custodiam lease under the Exchequer seal to John Bennet of lands &c. in the parish of Breinton co. Hereford, parcel of the lands of William Towne outlaw : at a rent of 2s. 7d. per an. and fine of 5s. 2d. Ibid., p. 203.
April 4. Warrant by Treasurer Godolphin to the Principal Commissioners for Prizes to pay 16l. 0s. 10d. to Henry Roaden for his charges whilst on the coast of Sweedland and his passage to London, the Prizes Agent at Dover having put him as a tidewaiter on board the Ufrow Anna of Stockholm taken as prize, and the said vessel having during the late dreadful storm broken loose from her anchor and drove to Sweedland and run upon the rocks and sunk on the Swedish shore at a place called Kercksont [? William Lowndes to the Trustees for [Circulating] Exchequer Bills. The Lord Treasurer has appointed William Clayton to pay the premium or reward of 5 per cent. per an. to the contributors on the Act lately passed [2-3 Anne c. 3] for purchasing annuities at the Exchequer : viz. from the days of advancing their moneys to May 1 next. His lordship is informed that it will be difficult to pay the said premium in the office of the Auditor [of the Receipt] by reason of the great number of people concerned in receiving the same, and that the Office for Circulating Exchequer Bills is not at present in much use. He therefore directs you to permit Mr. Clayton to perform this service in some of the rooms belonging to your Office. Out Letters (General) XVII, p. 352.

April 5. Same to the Customs Commissioners to present Edward Perrie for the place of one of the Commissioners of the Four and a Half per cent. Duty at Nevis, vacant (as is alleged) by the death of James Flynn : as by the enclosed petition and recommendation [both missing] of the said Perrie. Ibid., p. 353.
Treasury reference to the Customs Commissioners of the petition of John Merring shewing that he served faithfully as an officer of the Four and a Half per cent. Duty at Barbados for several years but was displaced by some private prejudice of one of his superior officers without his having an opportunity of a hearing in his own defence : therefore praying that the allegations may be enquired into. William Lowndes to [? one of the Commissioners of Revenue, Ireland] to report on the enclosed papers [missing] of Mr. Thomas Knox relating to the discovery of a pernicious practice of transporting [wool] from the south part of Ireland into France (see infra under date July 17). Same to the Auditors of Imprests for a certificate how far the accounts of James Herbert as Receiver General of Prizes in the late war are proceeded in. Ibid.
Same to the Prizes Commissioners. I have read to my Lord Treasurer yours of the 23rd ult. concerning Jeronimo Bestoso. When the privateer is adjudged prize you are to sell her by inch of candle and to employ some person to bid for her. Ibid.
Same to Mr. Parkhurst for an account of the money received and paid by you and Mr. Paschall under your constitution for getting in the arrears of prizes of the last war. Ibid., p. 353.

Treasury reference to the Surveyor General of Crown Lands of the petition of John Pentyre concerning John Hoblyn's malicious opposition to his renewing a lease of lands in the Duchy of Cornwall. Reference Book VII, p. 97.
Same to the Transports Commissioners of the petition of Michael Mitford, of London, merchant, owner of the ship Three Pilgrims which was hired by the said Commissioners 1702 April 27 at 11s. per ton per month according to her admeasurement on condition that she should not go to any place betwixt the Tropicks ; that she proceeded to Port St. Marys and Vigo and afterwards returned to Portsmouth from whence she was sent with soldiers under Admiral Graydon to the West Indies contrary to the said agreement : therefore praying to be allowed 14s. per ton per month from 1st Dec. 1703 (at which time she went to the West Indies) till her return to London "it being the freight of all ships now taken up into her Majesty's service." April 7. William Lowndes to the Surveyor General of Crown Lands to report on the enclosed petition [missing] of James Grahme for a lease of some lands near Aulkborough [Alkborough] co. Lincoln left by the sea and of right belonging to the Crown, with the Attorney and Solicitor General's report thereon, and the copy of an inquisition thereon. The Lord Treasurer does not think it advisable to grant the desired lease without further information. You are to certify the value and improveability and whether such a lease is like to occasion much vexation. Out Letters (General) XVII, p. 354.
Same to the Excise Commissioners. My Lord agrees with your report of Jan. 13 last on the petition of Mary Martin, widow of Henry Martin, late a collector of Excise. You are to proceed to recover the debt as soon as possible.
The like in the case of John Jennins' debt as late a same : as by your report of March 14 last. Ibid.
April 8. Same to Mr. St. John to prepare a royal warrant for 13l. 17s. 0d. to Lieut. Castlefranc for raising and conducting recruits to Portsmouth for the late Expedition to the West Indies as certified by the Earl of Peterborough. Ibid., p. 355.
Treasurer Godolphin to the Lord Lieutenant of Ireland to report on the enclosed petition [missing] of Col. Hugh Hamill for renewal of a royal warrant of the late Queen for discharging the petitioner and his heirs from several debts on which judgments and executions were had against him by James II. April 9. Royal warrant to the Earl of Ranelagh to pay 148l. 15s. 0d. to Col. John Webb for the pay 1702 Oct. 1 to Dec. 24 of the late Lieut. Col. Neatby, Capt. Antony Townley and Capt. Godfrey Richards of the Regiment under his command, the same being respited by reason of the death of the said Lieut. Colonel in the middle of the muster and the absence of the other two upon leave upon the service of the Regiment, according to a report from the Comptrollers of Army Accounts.
